Measures to Strengthen Korea-Japan Cyber Security Cooperation: Focusing on Joint Response to North Korean Cyber Threats (북한 사이버 위협에 대응하기 위한 한일사이버 안보협력 강화방안)

  • South Korea and Japanese governments have never responded cooperatively to North Korea cyber threats in the past 10 years or even before that. There are two reasons: First, The historical and political conflicts between the two countries were so deep that they did not discuss their mutual needs. Second, officially, Japan had not been subjected to a North Korean cyberattack until 2022 . In particular, the issues of comfort women and forced labor during World War II were holding back the reconciliation between the two countries. With the inauguration of the Yoon Seok-yeol administration, Korea-US relati ons improved dramatically. Tensions in Northeast Asia reached their peak due to the conflict between the US and China. It has become a situation where peace cannot be garaunteed without close cooperation between Korea and Japan led by the United States.

  • The economic growth of China, an average of 9% as an external performance, has caused lots of side effects in the country. The social issues such as income gap, especially the wide gap between the rich and poor, and regional divide are the main cause of concerns that China's economic growth is not sustainable. It prompted the Chinese government to realize that institutional regulations on CSR are not optional but required to promote the sustainable development of corporations. In 2006, CSR was addressed for the first time in China, as the government established the November 5 Plan and revised "Company Law". The government garnered social attention by introducing CSR for the first time in November 5 Plan. Also, the government established December 5 Plan in 2011 to set a key goal as 'sustainable development' and reflect concrete measures for CSR in its corporate policy. In particular, Commercial Bank has a social responsibility to establish more concrete, forceful regulations than those of general corporations, as a financial intermediary. Thus, this study is aimed at exploring how the social responsibility of Commercial Bank is reflected in the Banking Act, the issues, and legislative directions on the social responsibility of Commercial Bank in China.

A Study on Regulations and Strategies for Increasing the Chinese Construction Market Share post the FTA between Korea and China (한중FTA 이후 중국 해외건설업의 규제실태와 진출 활성화 방안 연구)

  • This study analyzes difficulties of enterprise activities in Chinese construction market by surveys on early entrants and interviews with experts. This study also suggests future strategy to enter the market by using inducement coefficient model. Korean construction companies in China are under heavy pressure to maintain requirement of licenses, despite recent deregulation. They are in dire predicament for market entry due to the Foreign Direct Investment System. It is almost impossible to participate in public projects and also it is not easy to do PPP projects. Therefore, Korean government should make more efforts to solve those issues through negotiations in FTA and GPA. For future expansion in Chinese construction market, it is highly recommended to boost cooperation models between Korea and China according to the empirical results of inducement coefficient model. Korean companies should collaborate with Chinese companies in some fields: smart city, environment and water treatment. Also, Korean government should support Korean companies by diplomatic means such as requesting for further opening of China's market. In GPA or GATS negotiation, Korean government should ask Chinese government that Korean companies can obtain order independently (without joint venture with Chinese companies) in China. Lastly, Korean construction companies should participate in construction projects ordered by international organizations such as ADB, AIIB.

  • Since mid and late 2000s, the smartphones has been widely diffused and Korea ranked first in global smartphone market in 2011 thanks to its rapid adoption of Android operating system, technology capability accumulated in featurephone development, vertical integration on smartphone production and premium positioning. However, Korea fell behind because of the rise of another latecomer, China, in four years (2015) after it recorded the top position globally. How did the leadership change occurred in the smartphone industry so rapidly? In order to answer the question, we investigated three favorable windows of opportunity for the rise of China, which are technological, demand, and institutional, and the strategic responses of Chinese firms as well as the rigidity and complacency with the past success of Korean firms. Our findings contribute to the extension of 'catch-up cycle' theory as well as provide in-depth insights for strategies and policies settings to overcome the recent rise of China in information and communication technology sector for Korea.

  • Purpose: Since COVID-19 was first discovered in China in December 2019, it has rapidly spread around the world, causing serious economic and social problems not only in individuals' lives, but also in businesses and countries. Individuals, businesses, and governments have all made various efforts to prevent the spread of COVID-19. Although the roles of individuals, companies, and the government are important to respond to and manage infectious diseases, previous studies have only partially studied the roles. Therefore, in this study, the roles of individuals, companies, and the government to achieve results in responding to infectious diseases disaster management A comprehensive study was conducted on this issue, and it was attempted to understand the impact of workers' perceptions of infectious disease disaster management and government and corporate capabil]ities on disaster response performance. Method: The survey was conducted for workers in the automobile manufacturing industry in Ulsan, Gyeongju, and Yangsan, and frequency analysis, factor analysis, correlation analysis, and regression analysis were performed. Result: It was found that worker perception had a positive effect on both government and corporate capabilities as well as disaster management performance. In addition, government capacity and corporate capacity had a positive effect on disaster management performance. Conclusion: The results of this study are meaningful in that they reveal that not only workers' perceptions but also the capabilities of the government and companies are important to achieve disaster response performance. In addition, workers should make good use of opportunities for education and participation provided by the government and corporations, and make the most social efforts that workers can make.

  • Carbon neutrality, the international community's practical challenge in response to climate change, is becoming a key industrial strategy for the future development of nations. Despite concerns that China, as an economic powerhouse in the G2, may face challenges leading global climate change efforts due to its high-carbon-emitting industrial structure, it is leveraging carbon neutrality to enhance its industrial competitiveness. The Chinese government has formulated national policies for achieving carbon neutrality and detailed sector-specific plans to implement them. In particular, it aims to leverage carbon neutrality industrial strategies as a lever for adjusting the domestic industrial structure and fostering new industries, at the same time responding to international climate norms and external pressures. However, the effectiveness of carbon-neutral industrial strategies is expected to vary based on regional conditions such as economic and industrial levels. This article analyzes the regional conditions for implementing carbon neutrality in China, as well as the contents and characteristics of major industrial policies. Due to differing levels of economic development and industrial structures, significant variations in carbon emissions, size, emission sources, and efficiency are inevitable across regions. These disparities introduce diverse initial conditions and endogenous factors in pursuing carbon-neutral goals, limiting the direction and implementation of carbon-neutral industrial strategies favoring certain regions. In particular, the extent of policy autonomy granted to local governments regarding carbon neutrality implementation will influence the regional dynamics of central-local environmental governance. Consequently, it is crucial to emphasize regional monitoring alongside comprehensive national research to accurately navigate the path towards carbon neutrality in China. In summary, the article underscores the importance of understanding regional variations in economic development, industrial structure, and policy autonomy for successful carbon neutrality implementation in China. It highlights the need for regional monitoring and comprehensive national research to determine a more precise direction for achieving carbon neutrality.

  • The labor contract Law has been prepared as an important solution for social stability. After long disputes around the orientations of the law, On June 29, 2007, the new Chinese labor contract law is passed. This law reflects the changing labor relations because of economic reforms like restructuring of the state-owned enterprises and so on. This law contains more market-oriented clauses that are supplemented by corporatist scheme supported by trade unions than the first draft. This law emphasize labor's rights and interests to remove prior labor contract problem. So Chines government see this law as standard law to restructure social relationship and also require firms to corporate social responsibility. Therefore, implementation of the new Chinese labor contract law bring about increasing labor cost, infringement of autonomy for human resource management, rigidity of industrial relations. Under these situation, Korean shipping and port logistics companies need to introduce management system of minimized employment, prepare human resource management in response to long-term employment, maintain favor relationship with trade union, and set up counteiplan about risk of a labor dispute.

  • The purpose of this paper is to ccompare and analyze North Korean cyber attacks and our responses by government, from the Roh Moo-hyun administration to the Moon Jae-in administration. The current conflict of interests on the Korean peninsula, such as the United States, China, and Russia, is leading to a conflict for the leadership of a new world order in cyberspace. Cyber attacks are accelerating and threats are rising. Cyber threats exhibit several characteristics. Above all, it is difficult to identify or track the subject of the threat. Also, with the development of information and communication technology, attack technology has become more intelligent, and it is not easy to prepare a means to respond. Therefore, it is necessary to improve continuous and preemptive response capacity for national cybersecurity, and to establish governance among various actors, such as international cooperation between countries or private experts.

  • It is estimated that the potential of Chinese market is infinite. The success of Chinese economic reformation is generating the high economic growth in China. China is a rising logistics market as its growing throughput and port expansion but China's railway transportation system is not well-linked with ports. China built TCR(Trans-China Railway) which is across the Chinese territory and connected to as far as Europe. With this mode, it is possible to place more overseas freight and meet more customers' needs. Lian yun gang is a city on the East coast of China where the commencing station of TCR is located. This paper reviews the present conditions of Lianyungang and presents the development direction of the city to become a logistics point.
