Environmental Windows Setting Method for Environmental-Friendly River Dredging in Nakdong River Basin (낙동강 유역의 친환경 하천 준설을 위한 환경창 수립 방안)

  • The river environment in Korea has changed significantly after the completion of the Four Major Rivers Project due to the outdated river management methods and thus, it is necessary to modify the current river management process. A typical example of this management is dredging but it is a method that usually results in socio-environmental side effects. Therefore, in order to minimize the socio-environmental impacts of dredging, Korea is currently applying the Environmental Windows, a management practice currently being used in the United States that eliminates the risk of potentially harmful impacts of dredging. The use of statistical methods was suggested to address the issue of data insufficiency and this methodology was applied in the downstream part of the Gangjeong-Goryeong weir located within the Nakdong river basin. The results show that when performing a month of dredging, the optimal period is March whereas the optimal month to start dredging is August in case of an eight-month dredging project. If Korea's flood season is also considered for an eight-month dredging process, then October is the optimal month to start dredging. Non-structural methods such as the Environmental Windows reduce maintenance costs and also bring only short-term side effects to the environment, as opposed to structural methods such as the development of environmentally-friendly dredging machine. Given that few studies have explored this topic in Korea, the findings and suggestions could serve as basic data in studying river dredging in the future.

Modeling for Prediction of Water Quality According to Dredging Operation (퇴적물 준설에 따른 수환경 영향 예측 모의)

  • In order to predict the long-term effects of pollutants in sediment on the water quality and the improvement of water quality according to dredging operation, models applied to decide the location and the propriety of dredging were developed. At first, the area was divided into several segments and the developed model was applied to simulate the behaviors of contaminants in an aquatic environment by using estimated parameters. And then through the sensitivity analysis between parameters, the optimum values were determined. The long-term modelling in the area A forecasted that PCBs concentration in the hot spot was decreased from $3.1\;{\mu}g/L$ to $2.4\;{\mu}g/L$ in 30 years. Contaminants in sediment as a source of water pollution did not reduce remarkably in the long run. Therefore it is difficult to expect the improvement of water qualities without the fundamental isolation of contaminants from sediment. It is considered that the selective dredging in the spot improves the water quality consequently.

  • 하천공사의 매립 및 준설 시 뿐만 아니라 최근에는 호우 시에도 발생하는 고농도 오탁수의 유출 확산으로 인하여 주변 수역의 수산자원 및 자연환경에 심각한 영향을 미치고 있다. 특히 유사는 하천과 호소에 유입되어 탁도를 증가시켜 수자원의 이용가치를 저하시키며, 박테리아나 각종 미생물의 이동 매개체가 되고 있다. 또한 퇴적된 유사는 유량이 증가하면 다시 침식되어 부유상태가 되며 이때에 영양염류나 독성물질이 재용출 되기도 하는 등 하천의 물리 및 토양환경의 장 단기적인 변화를 유발하는 원인이 된다. 결국 유사는 다양한 방식으로 하천과 호소의 생태환경에 큰 변화를 초래한다. 부유토사의 발생 가능한 피해의 범위와 정도는 유역의 부유토사 발생율과 하천, 호소 퇴적물의 성분종류와 입도분포, 그리고 유속에 따라 결정된다. 따라서 탁수의 영향범위를 예측하고, 악영향이 예측될 경우에는 탁도를 저하시킬 수 있는 오탁물질의 저하기법을 적용하여 그 대책을 수립하여야 한다. 현재 정부가 역점을 두고 있는 4대강 살리기 사업 중 하나인 하천 준설 사업 시 발생되는 고농도 오탁수는 주변 수역의 수자원 및 자연환경에 심각한 영향을 미치므로 자연환경의 보존, 해양자원을 보호하기 위하여 오탁물질의 제어가 반드시 필요한 실정이다. 기존의 오탁 저감시설이나 방법의 경우 오탁물질의 확산을 제어하는데 한계가 있고 오탁물질의 종류와 관계없이 일률적으로 시공함으로서 오탁제어 효과가 의문 시 되고 있다. 이러한 문제점을 개선하기 위하여 오탁물질의 확산 범위를 줄이고 침강효율을 높이는 방법을 찾아 오탁확산 제어 효율을 개선할 필요가 있다. 본 연구에서는 오탁물질 제어 시 2차 응집물로 인한 오염이 발생하는 않는 천연광물 제올라이트를 이용한 실내실험을 통하여 고농도 탁수의 탁도 저감효율을 파악하여 고농도 탁수의 탁도 저감에 대한 제올라이트의 적용 가능성을 살펴보았다. 4대강 살리기 사업 중인 OO강 OO공구의 OO보 현장에서 하천 준설 시 발생하는 고농도 탁수를 이온을 첨가한 제올라이트를 이용하여 확산제어에 관한 효과를 검토한 결과 2,000NTU 정도의 고농도로 유하하는 탁수에 대하여 제올라이트 혼합 후 20분이 경과한 시점에 제거효율이 90%이상으로 제올라이트의 탁수저감 효과가 대단히 크다는 것을 알 수 있었다.

Study on the Influencing Factor for the Decision of the Embankment Construction Method using Geotextile tube Filled with Dredged soil (준설 토목섬유 튜브를 활용한 제방 축조 공법 결정을 위한 영향 인자에 관한 연구)

  • In this paper, the influencing factors for the decision of the embankment construction method utilizing geotextile tube were studied by analyzing the application and economic considerations based on the construction practices of the geotextile tube filled with dredged soil in the domestic and international. In the domestic case, cost savings of 40 to 50% is attained by applying geotextile tubes in the embankment construction and in the international case, the amount of quarry materials was reduced from 20 to 70% by replacing the core of the embankment with geotextile tube. As a result, utilization of geotextile tube filled with dredged soil should be considered in a very large construction site with a quarry-to-site delivery distance of more than 16~25km. The construction scale and delivery distance were found to be important influencing factors for the decision of the embankment construction method utilizing geotextile tube filled with dredged soil.

Effects of Vacuum Pressure in The Laboratory Horizontal Drain Test for Dredged Clay (준설매립토에 대한 실내 수평배수재 실험에서 진공압의 효과)

  • A horizontal drain method, which applies vacuum pressure at the end of a horizontal drain for discharging pore water, is used often for improving surface reclaimed clay in the field. In this study, to examine the effectiveness of improving consolidation or shear strength depends by varying vacuum pressure, laboratory chamber horizontal drain test using vacuum pressure is performed and the results is compared with that of self-weight consolidation. The results show that water content reduces with the increase of soil depth in case of self-weight consolidation, while it reduces near the horizontal drain and increases with the increase of the distance from the horizontal drain in case of applying vacuum pressure. The shear strength of dredged soil was improved as well, when the vacuum pressure is applied. The optimized consolidation was achieved at the vacuum pressure range of 30 to 50kPa in the laboratory box test of 50cm wide, considering the range of drain interval in the field was between 0.7 and 1.2m.

  • 본 연구에서는 4대강 살리기 사업으로 인한 물리적 환경변화와 그에 따른 하천수위 저하 효과분석을 위하여 3차원 수리동역학 모형인 EFDC를 채택하였다. 대상구간은 낙동강수계로 선정하였으며 준설 전 후 지형 및 다기능보 제원은 4대강 살리기 사업 실시설계보고서를 바탕으로 조사하였다. 낙동강 수계 8개 다기능보의 가동보는 모두 개방하는 조건으로 구축하였으며 계획홍수량 조건에서의 수리특성을 모의한 결과, 수위저하 효과는 평균적으로 1.56 m인 것으로 분석 되었다.

  • To evaluate the effects of magnetic force for transporting the dredged soil, magnetic energy inducing device was installed at the dredger. The whole length of transporting pipeline reaches more than 8.5km and the efficiency of the system and the characteristics of the flow are critical factors. The main parameters which govern the flow are flow-rate, velocity, concentration and slip-layer's condition, so in the field test monitoring system was applied to check the real time conditions of the closed circuit flow and the main parameters. From analyzing the relation between the dredged soil amounts and the pump power, it can be concluded that the magnetic forces effect on the transporting system, increase the transporting quantities of dredged soil and decrease power consumption of the pump.

  • The purpose of this study was to examine the effect of water quality improvement due to dredging the bottom deposit at the downstream of a urban river. The finite difference method was used to analyze the water quality variations caused by the depths of dredging and intercepting ratios of the goal years. 21 boring points were selected along the 11.2km river reach running through a metropolitan city. The pollution levels of the deposits from the bored Points were examined by the leaching test. The improvement effect of the water quality, measured as changes of COD, were carried at under drought, minimal, and normal flow. The result indicates that the dredging of the contaminated sludge contributes the improvement of the water quality.

  • The purpose of this paper is to verify the financial validity of dredging the port of Busan with the change of global port logistics circumstances. In order to do so, NPV, IRR, B/C ratio, DPP techniques are adopted. The whole dredging at Northern port area is supposed to be negative at the depth of 16m water. Based upon its financial validity, however, the priority is Shinsundae (option 1) followed by Shinsundae (option 1) and Gamman (option 1), Shinsundae (option 1) and Gamman (option 2), Shinsundae (option 2) and Gamman (option 2), Shinsundae (option 2) and Gamman (option 2) and ShinGamman in sequence. In addition to this, Busan New port is considered to be the positive financial validity at the dredging of 16m water depth. This is because the ultra containerships of over 8,000TEU are trying to call at the port and Hanjin shipping and Hyundai Merchant shipping companies which are now the most significant customers in Northern port are scheduled to divert it.
