A Study on the Priority of Complementary Measures about Deficiencies on the PIMS Certification (PIMS 인증결함의 보완조치 우선순위에 관한 연구)

  • Most of the privacy officers of organizations are hard to think of the corrective action about deficiencies of the PIMS(Personal Information Management Systems) certification. Because, it is difficult to define the priority of the complementary measures due to the unique characteristics and procedures of personal information protection for each organization. The purpose of this study is to evaluate the priority of the complementary measures using the Analytic Hierarchy Process(AHP). According to the results, it is important to comply with the legal requirements in the first tier. The second tier, PIMS experts answered that dedicated organization, password management, and agreement of the subject are important. Above all, agreement of the subject was found the highest priority for complementary measures about PIMS's deficiencies.

  • This paper investigats the state of the art of the school library media specialist(SLMS)'s certification in the United States. The content includes development of the SLMS certification, certification requirements, titles, preparatory education programs especially accredited by ALA and NCATE, personnel standards and regulations of states. The basic certification requirements are teacher certification and/or MLIS(MLS), but varying from state to state. Personnel standards are regulated by the Education Department of states, otherwise regional associations of colleges and schools. Nineteen states have the standards and three regional associations among six have very specified ones. The paper also analyzes NBPTS for Library Media and discussions on '65% Solution' which is an education reform movement affecting school library seriously.

  • This study is aimed to design for qualification structure and criteria for preparation of qualification test of the Livestock. In this study, a DACUM(Development A curriculum) method job analysis to extract contents such as task range, eligibility, examination standards, selection criteria of examination questions, examination methods, etc was done by an job analysis committee composed of 7 specialists in the industry and academia. In the first place, this report presents job analysis models by procedures for developing selection criteria of examination questions of the Livestock. The first step is preparation for job analysis(data research, interviews and selection of experts), the second step the establishment of job models(first expert council and site study), the third step the drawn-out of knowledge, skills, and tools(the second expert council and site study), the fourth step the selection of courses and an examination subject(the third expert council), the fifth step the establishment of guidelines for making questions(the third site study).

  • 대한인쇄정보기술협회와 월간 인쇄계가 주최한 제4회 국제인쇄기술컨퍼런스가 지난 7월 11일 서울 소피텔앰배서더호텔에서 인쇄 및 관련업계 관계자 300여명이 참석한 가운데 열렸다. 이날 컨퍼런스는 오성상 신구대학 교수의 진행으로 이어졌다. '드루파 2008을 통해 본 인쇄산업시장의 전망'을 주제로 열린 이번 컨퍼런스에서 김진배 대한 인쇄기술협회 회장은 인사말을 통해 "4회째를 맞은 국제인쇄기술컨퍼런스는 인쇄 각 분야 전문가들의 경험과 노하우를 공유하고 전 세계 인쇄산업의 최신 기술과 정보를 교류하는 기회의 장으로 인쇄기술의 발전에 기여해 왔다"며, "지금 인쇄산업은 미디어와의 융합을 통해 새로운 가치를 창조해내고 있어 이제 더 이상 인쇄가 고전적인 가치에만 머물러 있지 않다는 것을 의미 한다"고 말했다. 김 회장은 이어 "인쇄산업은 기존의 수준에만 머물러 있어서는 안 되며 전 세계적인 변화의 추세에 발맞춰 철저한 준비와 노력이 필요할 뿐 아니라 새로운 비전을 찾을 수 있도록 인쇄산업인 모두의 지혜를 모으는 데 힘을 쏟아야 할 것"이라고 말했다. 이어진 인사말에서 안정웅 월간인쇄계 발행인은 "이번 제4회 국제인쇄기술컨퍼런스는 각 인쇄분야에 있어 더욱 깊은 기술동향 정보를 제공할 것이며 드루파 이후 향후 4년 동안 인쇄산업을 이끌어 나갈 제품과 그 기술들을 만나보고 향방을 점쳐보는 기회가 될 것"이라고 말했다. 홍우동 대한인쇄문화협회 회장은 축사를 통해 "대내외적인 어려움에 직면해 있는 인쇄업계가 어려움을 극복하기 위해 인쇄인은 물론 기자재 공급업체와 언론계, 인쇄단체가 하나 된 마음으로 난관 극복을 위한 지혜를 발휘해야 할 때"라며 "올해부터 발효되고 있는 인쇄문화산업진흥법에 근거해 인쇄문화산업진흥위원회가 활동하는 한편으로 대한인쇄문화협회를 중심으로 정부와 국회가 머리를 맞대고 인쇄업계 발전을 위한 대책을 마련하고 있으며 특히 인쇄종주국으로써 세계적으로 빛나는 우리나라의 인쇄문화 유산과 세계인쇄 사료를 한 그릇에 담을 수 있는 가칭 '세계인쇄문화박물관'건립을 추진하고 있다"고 말했다.

Pediatric Outpatient Anesthesia (소아 외래마취의 특성)

  • In recent years, health care cost containment concerns have resulted in an increase in outpatient (or same-day) surgery. Many procedures previously performed on an inpatient surgery basis have been shifted to outpatient settings. Anesthesia for outpatient surgery is exactly the same as inpatient anesthesia, except that the primary concern is the selection of patients who can be discharged safely on the day of surgery. The anesthesiologist should have a sound rational basis for choice of pharmacologic agents that are geared to expeditious patient discharge from the hospital. Cost concerns aside, outpatient surgery has many additional advantages in the pediatric setting. It minimizes the length of time the child is hospitalized, decreases separation anxiety, promotes parental involvement in the child's postoperative care in the more congenial environment of home, and decreases risk of nosocomial infection and iatrogenic illness.

  • The Fourth Industrial Revolution is the super-connected-based intelligent revolution, which is triggered by intelligence information technology such as AI and IoT. Radical changes in industrial structure being expected, major developed countries are counteracting it by preparing strategies to enhance industrial competitiveness for taking the lead in the Fourth Industrial Revolution. Korea's national preparations, however, are considered to be insufficient, as it ranks only $25^{th}$ in the world. In compliance with the issue, preparing relevant policies and strategies such as establishment of the Fourth Industrial Revolution Committee, government diagnoses the pending issue of information and communication industry and arranges countermeasures so that it intends to gain competitiveness in the industry and lays a foundation for leading the market.

  • The purpose of this study is to identify the current status of institutional research data repositories in the field of science and technology and to suggest ways to activate them. The study conducted literature research, case analysis, and interviews with repository managers both domestically and internationally. The study suggested strategies with a focus on establishing repository regulations and policies, improving awareness of research data sharing, and enhancing research data quality management. First, in terms of repository regulations and policy establishment, it was considered necessary to promote the status of the National R&D Information Processing Standards, a regulation related to research data, and clarify repository basis regulations. Second, to enhance awareness of research data sharing, the need for comprehensive research data education and the identification of exemplary cases were suggested. Third, in terms of strengthening research data quality management, the need for preparation for interaction between researchers-persons in charge-committees, standardization work, and long-term preservation was suggested.

Legal Aspects on ICAO SARPs Regarding Alternative Fire Extinguishing Agent to Halon Fire Extinguishers

  • For sustainable development of air transport, the establishment and application of international standards of environmental protection area is significant. The development and use of alternative fire extinguishing agent to Halon, which is used for the fire extinguishing systems of engine nacelles/APU and cargo compartments, has been requested in order to protect the ozone layer. The ICAO has been active in preparing international standards and recommended practices (SARPs); however, certification of alternative fire extinguishing agents has been postponed due to technical readiness problem.. Consequently, the implementation of SARPs has also been postponed by two years from the end of 2016. to the end of 2018. As such consequences have caused confusion among Member States regarding its implementation, it is necessary to discuss and pay more attention to this issue. ICAO Council and Air Navigation Commission should consider between setting the implementation time frame earlier or giving enough time for mature readiness and preparedness. Also in order to minimize the unnecessary discharge of Halon owned by Member States, it is necessary to consider efficient management methodologies; for example, requesting fire extinguisher manufacturers to recharge in professional ways. For the successful implementation of the SARPs, ICAO developed an implementation task list as including notification of differences, establishment of a national implementation plan, drafting of the modification to the national regulations and means of compliance, adoption of the national regulations and means of compliance. Member States can develop their own rule making process in reference with the ICAO implementation task list. This issue was presented and discussed during the 54th Conference of Directors General of civil aviation, Asia and Pacific Regions which was held in Ulaanbaatar, Mongolia in 2017 with significant attention among participated Contacting States. In this regards, ICAO Council and Air Navigation Commission should consult with Legal Bureau lawyers regarding SARPs preparing process to eliminate difficulties and confusions for proper implementation within effective date.

A Task for Listing Martial arts of 『Muyedobotongji』 on the UNESCO Representative List of Intangible Cultural Heritage of Humanity (『무예도보통지』 무예 인류무형유산 등재 과제)

  • The objective of this study is to examine the tasks for listing martial arts of "Muyedobotongji" on the UNESCO Representative List of Intangible Cultural Heritage of Humanity. The conclusions are like below. First, "Muyedobotongji" was published in 1790(14th year of King Jeongjo). The 24 martial arts of "Muyedobotongji" were basically divided into three types like stabbing, chopping & cutting, and hitting. Second, the value of martial arts of "Muyedobotongji" is highly evaluated because it has systematically put together the martial arts of three countries like Korea, China, and Japan of the 18th century, suitable for the actual status of Joseon Dynasty, in the new perspective. The value of "Muyedobotongji" as a Memory of the World is the martial arts book emphasizing the practicality, so that everyone including officers and soldiers could easily learn. Third, the procedure of registering martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity has three stages including preparation/submission, screening, and decision, which takes two years. Especially, the screening assistance organization, as an organization under the Intangible Cultural Heritage Convention Intergovernmental Committee is composed of total six countries(one for each area) out of 24 member countries. Fourth, the tasks for listing martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity are like following. (1) It would be necessary to conduct a total inspection of the collection of "Muyedobotongji". (2) It would be necessary to designate the martial arts of "Muyedobotongji" as the municipal/provincial/national intangible cultural heritage. (3) It would be needed to standardize the practical martial arts technique/movement of "Muyedobotongji". (4) The historical evidence of martial arts costumes/weapons of "Muyedobotongji" should be studied. (5) A committee for the registration of martial arts of "Muyedobotongji" in the UNESCO Representative List of Intangible Cultural Heritage of Humanity should be organized. (6) There should be a close cooperation system between relevant departments like the World Heritage Team of Cultural Heritage Administration and the Ministry of Foreign Affairs. (7) Domestic/foreign data related to martial arts of "Muyedobotongji" should be comprehensively collected to meet the registration standard of UNESCO. (8) The registration type of Intangible Cultural Heritage of Humanity should be prepared.

Terrain Shadow Detection in Satellite Images of the Korean Peninsula Using a Hill-Shade Algorithm (음영기복 알고리즘을 활용한 한반도 촬영 위성영상에서의 지형그림자 탐지)

  • In recent years, the number of users has been increasing with the rapid development of earth observation satellites. In response, the Committee on Earth Observation Satellites (CEOS) has been striving to provide user-friendly satellite images by introducing the concept of Analysis Ready Data (ARD) and defining its requirements as CEOS ARD for Land (CARD4L). In ARD, a mask called an Unusable Data Mask (UDM), identifying unnecessary pixels for land analysis, should be provided with a satellite image. UDMs include clouds, cloud shadows, terrain shadows, etc. Terrain shadows are generated in mountainous terrain with large terrain relief, and these areas cause errors in analysis due to their low radiation intensity. previous research on terrain shadow detection focused on detecting terrain shadow pixels to correct terrain shadows. However, this should be replaced by the terrain correction method. Therefore, there is a need to expand the purpose of terrain shadow detection. In this study, to utilize CAS500-4 for forest and agriculture analysis, we extended the scope of the terrain shadow detection to shaded areas. This paper aims to analyze the potential for terrain shadow detection to make a terrain shadow mask for South and North Korea. To detect terrain shadows, we used a Hill-shade algorithm that utilizes the position of the sun and a surface's derivatives, such as slope and aspect. Using RapidEye images with a spatial resolution of 5 meters and Sentinel-2 images with a spatial resolution of 10 meters over the Korean Peninsula, the optimal threshold for shadow determination was confirmed by comparing them with the ground truth. The optimal threshold was used to perform terrain shadow detection, and the results were analyzed. As a qualitative result, it was confirmed that the shape was similar to the ground truth as a whole. In addition, it was confirmed that most of the F1 scores were between 0.8 and 0.94 for all images tested. Based on the results of this study, it was confirmed that automatic terrain shadow detection was well performed throughout the Korean Peninsula.
