주변국들의 군사혁신 추세는 현존하는 북한의 위협과 함께 한반도 주변의 안보환경을 매우 불안정하게 하고 있다. 우리는 주변강국의 군사혁신 추세를 대칭적으로 따라잡기는 어려우므로, 작지만 정보화, 과학화, 정예화된 당찬 군사력을 확보하고자 우리의 현 능력을 최대한 활용하여 정보통신 및 전장관리체제, 해상.해중.항공전력별 무기체계 발전, 부대구조의 재편성 및 전력운영개념의 발전분야를 중심으로 지혜로운 군사혁신을 추진해야 할 것이다.

This study measured the radio environment of 10 domestic institutions with CubeSat ground stations for 24 hours in three frequency bands (VHF/UHF/S-band) allocated by the International Telecommunication Union (ITU). The impact of the RF environment around the ground stations on CubeSat downlink frequencies was analysed and compared with acceptable interference noise requirements from the CubeSat RF link. The findings indicate that not only the selection of downlink frequency but also the configuration of RF communication link design and ground station system of CubeSat should consider the S-band RF environment around the ground station due to the presence of several wireless devices.

In this paper, We judge War Potential of Defense Sufficiency Task Croup Using Agent-Based Modeling and Simulation(ABMS) and indicate the Republic of Korea Navy's future. We use ABMS model, Map Aware Non-uniform Automata(MANA), to be obtained the results. To overcome future threat of Japan and China in a sea around the Korean Peninsula. War Potential of Defense Sufficiency Task Group are to be at least 4KDX-III and $20{\sim}24$KDX-II. Therefore, Republic of Korea Navy have to increase the war potential scales, $11{\sim}15$ battleship with future including build-up plan of present war Potential and Improve The battleship' performance not less than that of KDX-II.

선진/주변국에서는 C4ISR/PGM(Command, Control, Communication, Computer, Intelligence, Surveillance and Reconnaissance/Precision Guided Missile)체계를 미래전의 핵심으로 인식하여 막대한 예산을 투입, 체계를 구축하고 체계의 극대화를 위해서 상호운영성, 표준화 등에 관심을 경주하고 있다. 그러나 이러한 모든 체계는 네트워크로 연결됨에 따라 미래 전의 신종 위협으로 등장한 컴퓨터 바이러스, 웜(worm), 트로이 목마(Trojan Horse), 논리폭탄(Logic bombs), 트랩도어(Trap doors), 칩핑(chipping), 나노 머신으로 분류되는 초소형로봇, EMP/HPM(Electro Magnetic Pulse/High Powered Microwave)등에 대한 취약점을 지니게 되며 이에 대한 대비책도 강구하고 있다. 본 연구에서는 미래 디지털 전쟁의 핵심인 C4ISR/PGM복합체계를 소개하고, 미래전의 특성 및 C4ISR와 PGM체계의 역할에 대해 소개하며, 특히 비대칭 전력으로 선진/주변국에서 강력하게 추진하고 있는 사이버전 현황 및 발전 추세를 제시하고, 정보전의 한계와 문제점도 제시한다.

현재 우리나라는 군사적 용도의 우주전력은 전무한 실정이나, 군사차원에서 1992년 최초롤 우리별 1호를 발사한 이후 꾸준히 연구 개발을 해온 결과 현재는 세계에서 23번째 실용 위성 보유국이 되었으며, 2015까지 세계 10위권 위성보유국 대열에 진입하기 위한 국가 우주개발 중장기 계획을 수립하여 적극적으로 추진해 나가고 있다. 따라서 군에서도 주변국의 우주개발에 대한 경쟁에 뒤지지 않고 21섹이의 한반도 주변 전략환경을 우리에게 유리하게 진행시키기 위해서는 무엇보다도 우주의 군사력 활용이 필요하며 우주전력을 이용한 작전능력의 신장, 우주전력의 지원, 우주전투 능력 확보를 위한 장기적인 우주계획을 수립하는 등 군 우주분야의 발전이 절실히 요구되고 있다.

동북아 물류중심국가로의 도약은 바다를 건너야만 가능하다. 주변국인 중국, 일본 등과의 교역에 해상을 이용해야 하기 때문이다. 삼면이 바다로 둘러싸인 우리나라는 부산신항, 광양항의 투포트 시스템으로 신라시대의 장보고 대사가 이뤘던 해상왕국을 다시한번 이루고자 노력하고 있다. 그 선두에 해양수산부가 21세기 선진 해양한국 실현이라는 비젼을 가지고 항해하고 있다. 그만큼 우리나라는 바다가 중요하다. 오는 5월 31일 제 10회 바다의 날을 맞이하여, 강무현 해양수산부 차관을 만나 동북아 물류중심국가에서 해운업의 중요성을 다시한번 되새겨 보고 해양수산부의 올해 주요 추진정책과 물류기업을 위한 계획에 대해 들어보았다.

This study analyzes the behavior of China in the international context of East Asia based on the in-depth understanding of Confucian Sino-centrism. The rise of China is a dream to be realized for Chinese while actually it is regarded as new threats for the neighboring countries. It is therefore no surprise that the neighboring countries that once subordinated themselves to China voluntarily feel threatened by the resurrection of China. The reason is that China is pursuing hegemony based on China's stronger power rather than seeking culture and morality as they did in the past. The new hegemonic pattern seems not to contribute to the China's profit, only to increase the tension among North East Asia. That's because the neighboring countries are active in expanding military expenses with strengthening ties with the US. In this context, is it possible that China can rise gently without threatening the neighbors? There must be a way. It is that China will be born as a superpower with Confucian morality as the way the Confucian Sino-centrism is intended. When the neighboring countries are impressed by the way the China treats them with moral virtues, the leadership of China will be strengthened of itself. It is the most desirable way of realizing the dream of China.
