The Analysis of Priorities of Roads Investment Using Analytic Hierarchy Process (AHP를 이용한 도로사업의 우선순위 분석)

  • The Analytic Hierarchy Process (AHP) has been widely used as a comprehensive evaluation method since it can include various evaluation standards of both the public and private sectors. It also provides the objective mathematics to process subjective and Personal preferences of an individual or a group in making a decision. This study tried to use AHP to determine the priority of roads investment, considering various effects in a hierarchy such as environmental effects, residential life, and regional development which has not been treated explicitly. As a case study, roads in Gyeongsangbukdo province have been chosen for the evaluation in this research. For the application, it used relative measurements to estimate the weight of upper level structure, and absolute measurement for low level structure instead of pairwise comparisons.

A Study on the Book Circulation Rules of Public Library in Korea (전국 공공도서관 대출규정 조사 연구)

  • Regardless of East and West, public libraries provide various services to their communities based on collections. The decisive reason for local residents to visit public libraries is to access and borro w collections. An important condition maintenance to support these activities and services is the library circulation(usage) rules. Therefore, this study compared and analyzed the library membership, maximum loan items, loan period, loan reserve and renewal, overdue fines, disposal of lost and damaged items, loan of non-book materials, loan regulations for the disabled. And after checking the relative deviations in connection with the library cases of major developed countries, this study proposed the improvement of circulation rules. In order to minimize public complaints about circulation services and to relieve the burden of practitioners such as personnel disadvantage due to administrative audit for non-recoverable ite ms, public libraries must faithfully rearrange the circulation rules and regulations.

  • In this study the infrastructure of PKIMS(ParK Information Management System) was constructed based on SDI(Spatial Data Infrastructure) not only to provide the consistent spatial information of the space called park but also to share the latest information so that administrative officers could make people satisfied for their information request and promote consistent policy for the park management. PKIMS was developed by integrating with SDI for all life cycle of spatial data such as the data generation, use and share so that the efficiency and executive of administrative services could be acquired. Moreover, this construction of successful application system based on SDI would be the very good sample for implementation of NSDI(National Spatial Data Infrastructure).

  • This research is about local impacts of concentrated social disadvantage in a specific urban district, and is discussing these issues by focusing on previous research from Western countries. Further, by analyzing the results of a field survey conducted in this district, I am clarifying the reality of socially disadvantaged areas and the needs of their residents, while seeking results supporting a theory of inclusive area revitalization. With this survey I could verify that the aging of local residents and the concentration of low-income population is increasing, and in this district an unbalanced community mix is becoming apparent. Currently, insecurities concerning economic and health aspects are the most serious issues. In response to the residents' needs counseling on housing issues and social services, that become necessary with advancing age, like health services or housing support, are increasingly required. Since today laws for antidiscrimination (namely, Dowa) measures are outdated it is necessary to establish a community based approach or a neighborhood based governance model, in addition to the existing public support, as response to these local challenges and needs.

  • A parallel computing technique was applied to large scale structure analysis or aerodynamic design and it is a essential element in reducing the huge computation time for large scale design problem. We can use a many computers for reducing the analysis time of multidisciplinary design optimization. But previous MDO frameworks can not support a parallel design process technique so still existing which calls an analysis program continuously. In this paper, We developed a MDO framework(MLR) which supports a parallel design process to solve sequential analysis call. Finally, three sample cases are presented to show the efficiency of design time using the suggested MDO framework.

  • A wide range of projects for ocean renewable energy are currently in development around the world and ocean energy industries continue to receive significant support from their governments. Surrounded by sea on three sides, Korea has potentially abundant renewable ocean energy resources, which include tidal current, tidal range, offshore wind power, osmotic pressure and ocean thermal energy. Numerous ocean renewable energy projects has been developed in Korea. Nevertheless, there are some concerns that those developments often select an environmentally unsuitable location and/or there are very few existing information on those environmental effects. The purpose of this study is to improve supporting policies and regulation systems of ocean renewable energy development in Korea by reviewing and compiling government policies and environmental assessment systems related to ocean renewable energy development around the world. The study suggests several policy implications for its environmental-friendly development in Korea, including requirements of strategic environmental assessment for proactive and environmentally suitable site selection of ocean renewable energy development and continuous post-development environmental monitoring, and so on.

  • Until now, the domestic construction market has been formed focusing on new construction and reconstruction in the apartment industry. Recently, however, the remodeling market for old structures have shown a tendency towards land shortage and land price increases in the major cities: the reinforcement of regulations regarding reconstruction; expenditure reduction and the solving of environmental problems by regarding old structures is pursuing low costs and maximum efficiency. The interest in remodeling is increasing, however, remodeling has not been successfully initiated in the apartment division for a reasonable period of time. Consequently to acquire mutual agreement for remodeling from the residential occupants. In order to evaluate profitability, it is necessary to set priorities and reasonable criteria for remodelling and to this end, it is also required to assess each fact of remodelling in view of both customers and supplied. Thus, a sample apartment housing complex was analyzed for geographic location, surrounding environment floor area ratio, site area, number of households, number of stories and unit area and thereupon, its remodelling profitability was analyzed to select an effective remodeling method as an alternative case for apartment house owners and remodelling.

An Empirical Analysis of the Conflict Research Trend in the Field of Public Administration (행정학 분야에서의 갈등 연구경향 분석)

  • The research purpose of this paper is to afford a base data and a research direction for the effective conflict management. For this, this article analyzed the conflict research trend in the field of public administration. According to empirical analysis, the main research results are as follows. First, a published article number go on increasing in proportion to publication year. Second, a one-research paper have showed 71.2% of all papers because of limited researcher in the field of conflict research. Third, research paper which did not receive a research expenses have showed 73.1% of all papers. Fourth, research paper that used a empirical analysis and case study have showed 80.8% of all papers in the methodology of conflict. Fifth, the research purpose that aimed to propose an alternative and practical analysis have showed 91.3% of all papers. Sixth, about the research contents, it have showed each 50.0%(administration/institution and facilities location), 80.8%(interorganization conflict), 76.0%(intergovernment, between government and public), 64.5%(with local government) in a field, a level, a party, a relation of the conflict.

  • The purpose of this study is to provide self-evaluation indicators that each school could judge on its basic conditions for the school library opening to local community. School library opening to local community is one of the significantly operational strategies to contribute to the development of the learning community. But the school library has insufficient resources and support system for their local services. According to the survey teacher librarians who have the experience for their school library opening to local community have considered of deploying teacher librarian as the most important factor. And they asserted emphatically that school library would secure personnel expenses and obtain facilities and resources to provide the stable and systematic service. Also among the school library's educational activities, reading education is considered the most suitable program for the community.
