An experiment was carried out to know the effects of paclobutrazol application time on the lodging related traits and yield of a rice variety. Seomjinbyeo, at two nitrogen leveles. Paclobutrazol (3kg 10a of 0.6% G) was applied 43, 33, 23, and 13 days before heading (DBH) and lodging related traits were observed 10, 20, 30, and 40 days after heading (DAH). Earlier applications of paclobutrazol reduced the length of lower internodes and later applications reduced the upper internodes. Culm length tended to decrease as time of paclobutrazol application delayed. Although lodging was not occurred in all plots. lodging index of paclobutrazol treated plots was lower than that of control and increased with maturity, Fresh weight of shoot increased up to 30 DAH and then decreased. Both fresh weight and breaking strength did not show consistent tendency with time of paclobutrazol application and observation. Direct effect of shoot fresh weight contributing to lodging index decreased with maturity. but that of breaking strength and culm length was similar during the ripening stages. Direct effect contributing to lodging index was greater in the order of breaking strength culm length. and fresh weight 40 DAH. Starch content of culm base decreased up to 20 DAH and then increased up to 40 DAH. Cellulose content increased up to 20 DAH, but hemicellulose and lignin did not change significantly during the ripening stages. Starch, cellulose, hemicellulose, and lignin contents of culm base did not correlated with breaking strength and time of paclobutrazol application did not show consistent results. Paclobutrazol applied 13 DBH did not reduce yield of rice. but the earlier applications reduced yield due to a reduced number of spikelets per panicle.

But these efforts which reinforce the power of despotic emperor and modernize the nation are disappointed by the exclusive control of japan after the Russo-Japanese War in 1904. Therefore, japan disseized the police power of the Korean Empire in various forms(general police and military police). And these general police and military police are faced role conflict often, finally integrate to the military police, which take root the basic model of colonial police in 1910.

This experiment was to evaluate the growth characteristics of lodging resistance cultivated at sandbed in rice varieties. Five varieties were used in this studies. The leaf area, leaf dry weight, culm dry weight and total dry weight of cultivated rice seedling at sandbed showed the maximal values at heading stage, but decreased according to growth development. The number of newly developed roots of rice seedlings cultivated at sand pot were the most at the 30 days seedling stage, but those were decreasing at 40 to 45 days seedling stage. Cheongmyungbyeo and Dongjinbyeo showed the most vigor in newly developed roots. The bending moment at breaking of rice internodes were the largest at the 4th node, but decreased at the top internodes. Cheongmyungbyeo and Dongjinbyeo were proved lodging resistant varieties by the bending moment. The weight of culm base was positively correlated with bending moment at breaking of rice culm, but lodging index was negatively correlated weight of culm base and root dry weight, respectively.

Hilbert's rational ambition to establish consistency in Number theory and mathematics in general was frustrated by the fact that the statement itself claiming consistency is undecidable within its formal system by $G\ddot{o}del's$ second theorem. Hilbert's optimism that a mathematician should not say "Ignorabimus" ("We don't know") in any mathematical problem also collapses, due to the presence of a undecidable statement that is neither provable nor refutable. The failure of his program receives more shock, because his system excludes any ambiguity and is based on only mechanical operations concerning signs and strings of signs. Above all, $G\ddot{o}del's$ theorem demonstrates the limits of formalization. Now, the notion of provability in the dimension of syntax comes to have priority over that of semantic truth in mathematics. In spite of his failure, the notion of algorithm(mechanical processe) made a direct contribution to the emergence of programming languages. Consequently, we believe that his program is failure, but a great one.
