This study analyzed specific ports' marketing strategies through interviews and, using fuzzy TOPSIS methodology, derived marketing strategies for the Incheon and Pyeongtaek-Dangjin ports by comparing them with the Busan port. Previous studies had concentrated on the Busan port, and the majority of these studies analyzed the present conditions and suggested 4P strategies using a marketing mix. After weighting all of the respondents' answers, the results show that among all marketing strategies, incentive provisions ranked the highest, followed by the intermediary role between the relevant agencies and companies, and last- the agent system for establishing local networks. The fuzzy TOPSIS analysis results showed that the Busan port had the best marketing performance. The most sensitive strategies, based on the sensitivity analysis, were the intermediary role between relevant agencies and companies in the Incheon port, and the incentive provision in Pyeongtaek-Dangjin port. The implications of this study are that the port management agencies' actual marketing strategies were similar to the marketing promotion strategies suggested by previous research, and thus, each port's marketing targets and their characteristics should be clearly defined.

The aim of this research is to analyze actual condition of port logistics industries in Busan For this, this research identified logistics, based on the concept and definition of port and logistics, and then, divided them into six categories, transportation, cargo handling, storage, service, packing, and information The results of the paper are, first, it was found that there are much differences among industries, in revenue scale, and number of employee and firm Secondly, it indicated that actual occupation rate of these industries in regional economy was not high, except for transportation related industries. Finally, from these findings, this research suggested that it was necessary to build different policies according to competitiveness level of firms, and strategies to promote many firms with low occupation rate.

바람직한 해상교통안전진단제도 정립을 위해 보다 종합적이고 체계적인 검토가 필요한 바, 본 연구에서는 메타평가에 관한 이론을 적용하여 설계된 메타평가 모형을 그동안 실시된 우리나라 해상교통안전진단에 적용, 종합적으로 분석 평가하여 해상교통 안전진단제도의 개선방안을 도출하였다. 메타평가는 평가의 질적 개선을 통한 평가결과의 활용도를 제고하기 위하여 평가수행뿐만 아니라 전반적인 평가시스템을 포함한 평가로 그 타당성을 규명하는 일련의 작업으로서 본 연구에서는 문헌연구와 전문가검토, 설문조사 등의 방법을 활용하여 진단활동에 대한 전반적인 평가를 실시하여 개선방안을 마련하였다. 특히, 개선의 시급성을 정량화함으로써 개선 우선순위에 대한 정책적 시사점이 클 것으로 기대한다.

올 3월 일본 해양정책연구재단(Ocean Policy Research Foundation : OPRF)이 북극에 관한 추진 시책을 발표했다. 국제법, 안전보장, 과학조사, 조선, 해운, 기상관측 등 각 분야의 전문가들로 구성된 '일본 북극해 회의'가 지난 2년 동안의 연구를 통해 일본정부가 북극의 지속가능한 이용을 위해 추진해야 할 정책 방향을 제시한 것이다. 이번 보고서는 행정조직 선박 및 항로 지구환경 안전보장 자원개발 국제물류 국제협력 등 북극 전반을 다룬 일본의 종합적인 정책으로, 일본 해양정책연구재단은 이번 보고서에서 북극해를 전담할 전담조직 신설, 새로운 해상방위 대책 수립, 러시아와의 협력 강화 등 9가지 정책 방향을 제시했다.

한국 경제에 근간이 되는 산업은 제조업이고, 그중 석유화학산업은 전량 원유를 수입하여 우리나라의 기술력으로 가공하여 재수출하는 전략적 성장 산업이다. 수많은 제조업의 원료가 되는 원유를 전량 해상운송을 통해 수입하는 우리나라는 변동성이 심한 유조선 운임 시장에 대해 기민하게 대응해야 한다. 유조선 운임 시장의 위기는 관련 해운회사의 위기에서 끝나지 않고 원유를 사용하는 산업에서부터 국민의 생활까지 영향을 미칠 수 있으므로, 본 연구에서 신호접근법을 활용한 조기경보모형을 제시했다. BDTI 운임지수를 활용하여 유조선 해운시장 위기를 정의하고, 38개의 거시경제, 금융, 원자재 지표 그리고 해운시장 데이터를 활용해 시차상관관계를 분석하여 유조선 해운시장 위기에 선행적으로 반응하는 종합선행지수를 도출했다. 연구 결과, 종합선행지수는 두 달 전 가장 높은 0.499의 시차상관계수 값을 가졌으며, 5개월 전부터 유의미한 상관계수 값을 나타냈다. 더불어 QPS 값은 0.13으로 위기 예측에 대해 높은 정확성을 지니는 것으로 검증됐다.

There have been a number of studies on ports and they have made great contributions to the development of ports. However, there have been no research that classified and organized the results comprehensively. Therefore, this study aims to analyze the results of studies related to Korean port economics. For the purpose, we carried out a meta-analysis targeting 659 articles published in Journal of Korea Port Economic Association from 1991 to 2010. For the meta-analysis on themes of port economics and methods, the study presented a total of three items to be analysed: First, we analysed characteristics of researchers, discussed themes and identified contents by analysing research methods used for the studies. As a result, port economics have shown great growth in volume and recently, more attentions have been paid to ports along with increase of researchers, and themes and methods of research have been sub-categorized and diversified. Therefore, based on the results of the study, comparative studies should be added.

Each on-board equipment providing navigational and engine information has different signals. These signals should be analyze, be transformed to the standard digital form and be transmitted to each client on board through the earlier developed ILU (integrated LAN unit). Therefore this paper was to analyze the signals of each equipment for navigation and engine and was to use the serial technology necessary for the equipment and IDU (information display unit). And this paper was then to develop an SIU (ship's interface unit) and to test it onboard.

부산신항은 우리나라 최대이자 세계 제6위의 컨테이너화물 처리항만으로 자리매김을 하고 있다. 최근들어서 차세대의 친환경 선박으로 벙커C 연료유 대신에 LNG 연료유를 사용하는 선박개발이 본격화되고 있다. 이에 따라서 부산신항의 항만기본개발계획에 들어 있는 유류중개기지 축조 대신에 Bunker LNG(BLNG)터미널 축조를 검토하고 있다. 이 연구에서는 BLNG터미널 개발과 관련하여 초대형 컨테이너선의 남컨 및 북컨 터미널 입항접안에 장애요소로 작용하고 있는 토도의 유무 및 호란도 절개에 따른 해사안전법 상의 해상교통안전진단시행지침에서 규정하고 있는 위험요소에 대한 충돌확률과 선박 운항자의 주관적 평가를 중심으로 안전수역 확보에 대하여 종합적으로 평가, 분석하였다.
