하천은 이수, 치수 및 환경 등의 역할을 수행하며 문화생활의 공간 제공, 재해예방 기능, 생활용수 공급 등 다양한 형태로 국민의 생활과 문화의 발전에 기여한다. 국내에는 총 5,937개의 하천이 존재하며, 정부는 매년 많은 예산을 투자하여 다양한 하천사업을 추진 중에 있다. 하천사업의 경우 국토교통부, 환경부, 행정안전부를 중심으로 하천수변공간의 복원, 홍수예방 등에 관한 사업을 수행해 왔으나 현재 지방의 자율성, 책임성과 권한확대를 위해 지방하천 관련 사업들의 경우 각 지자체로 기능이 이양되고 있으며 국가하천을 대상으로 한 사업만을 중앙정부기관에서 관리하는 중이다. 그러나 중앙정부 기관에서 관리 중인 국가하천 관련 사업들에 대한 관리 또한 수월하지 않아 사업 현황관리, 예산 관리 등에 대한 필요성이 지속적으로 제기되는 실정이다. 한편, 국내에서는 수자원관리를 위한 시스템인 하천관리지리정보시스템(RIMGIS)과 국가수자원관리종합정보시스템(WAMIS)을 운영 중에 있으나 하천에 관한 제반사항 및 하천기본계획 등의 관리만을 수행하며 하천공사관리는 포함하고 있지 않다. 따라서 본 연구에서는 하천사업(공사)관리 시스템 개발 방안을 제시하고자 한다. 이는 중앙부처에서 관리 중인 국가하천 관련 사업의 체계적인 관리와 사업수행 중 발생 가능한 문제 상황 대응력을 향상시켜줄 것으로 기대한다.

Recently, several large-scale Mega-Projects are being conducted. For these urban revitalization projects which requires many complex functions, the existing project management system based on single project level is limited in application. Therefore, our main objectives of this research are two 1) Develop a brand-new program management system(Prototype Ver 1.0) for mega-projects where various facilities are combined both horizontally and vertically. 2) Develop management strategies(Prototype Ver 1.0) based on the program level that enable the comprehensive management of a multiple various projects. The subtitles of this Research are i-PMIS(Program Management Information System) Development, Standardization & Optimization of Construction Life-Cycle Process, Comprehensive Project Cost & Process Management Technology, Effective and Optimized Integrated Performance Management Technology, and, we suggest to optimize the whole life cycle process, predict and respond to various risks, predict and control the process, the cost and the schedule, achieve maximum return on investment to the participating parties, and provide a brand-new Program-MIS including the visual-based web-portal platform to respond the changing business environments and decision making.

사업관리는 수명주기비용을 절감하고 성능을 보다 좋게 하며 사업기간을 단축하는데 목적을 두고 추진할 때 우리가 계획하였던 무기체계획득을 완결하고 나아가서는 제2의 전략증강효과라는 전력의 확대재생산까지도 얻음으로써 사업관리에 의한 효율적인 군사력 건설이라는 궁극적인 목적지에 이르고자 하는 것이다. 그러므로 우리의 획득관리시스템은 이러한 목적을 가장 잘 달성할 수 있는 종합 시스템으로 설계되어야 한다. 현 국방획득관리규정을 기준으로 볼 때 한두가지 개선으로 될 수 있는 문제가 아니기 때문에 개혁적 차원에서 추진해야 될 것으로 생각한다.

Haying the key role of the city functions, the waterworks reaches the limitation of the practical performance caused by the rapid expansion of the city. At this point this study suggests a masterplan that will control the Water Integrated Management System (WIMS) dealing all affairs of the waterworks in order to make efficient solutions to the problems of the present waterworks. According as the analysis of structure, function, and current operations including information volume has been performed by using the structured system analysis method, this study set up the basic trend of WIMS and excution strategies in order.

쇠퇴되어가고 있는 도시를 부흥시키고자 하는 도시재생 사업의 성공을 위해서는 종합적인 정보체계를 갖추어야만 한다. 먼저 정확한 데이터를 통한 도시의 쇠퇴현황을 진단하고 쇠퇴의 유형에 따른 올바른 대상지를 선정하여야 하며 주민의 참여를 유도하는 정보체계 및 사업의 모니터링을 통한 지속적인 관리체계를 수립할 수 있어야 한다. 본 연구에서는 이러한 도시재생을 효율적으로 수행할 수 있는 정보체계를 도시재생종합정보시스템를 중심으로 제안하고 운영관리방안을 제시하였다. 제시된 정보체계 속에 유기적인 정보의 활용을 통해 우리나라 도시재생 사업의 효과적인 수행을 기대할 수 있다.

Development of R&D Knowledge Management System for Science & Technology Research Institutes, which was initiated early 2001, was introduced. The project, funded by the Ministry of Science and Technology, is being carried out by several R&D institutes in cooperation With implementers. The purposes of the project are: sharing knowledge about on-going research progresses and existing research results, facilitating cooperative efforts among research staff, teams, and institutes, and improving the efficiency of research project administration. The system consists of 4 components that are highly intertwined: Knowledge Portal, Knowledge Repository, Project Administration System and Groupware. This 3-year project will benefit R&D researchers, and R&D project carrying-out institutes and government project administration organization by facilitating research and development activities, and improving management efficiency, respectively.

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.

지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.

For achieving urban regeneration project, systematic research and analysis about various urban activities are developed urban area. On the based of the research and analysis, a comprehensive regeneration system should be approached to support and manage of an urban regeneration project. This system can be utilized all phase of an urban regeneration project, and it is important link-up and utilization the related GIS. This study will offer that basic strategies of building a comprehensive system for urban regeneration project, and contribute to building a system to support all phase of an urban regeneration project. Also, this study will provide a opportunity to local gov. and central gov. that improve utilize built system.

현재 산림청에서는 NGIS와 연계한 국가차원의 산림지리정보시스템(FGIS)을 구축하는 사업을 추진중이며, 행정자치부에서는 정보화촉진기본법에 따라 국가적 행정종합정보화 차원에서 제안된 2단계 소방/재난관리시스템 구축의 필요성을 제시하고 있다. 이러한 범국가적인 사업과 연계하여 각 지방자치단체 규모의 산림행정체계 규모의 산림행정체계에 적합하고, 국지적 기상조건 및 확산요인을 고려한 시스템을 개발하여 일선 실무자의 행정생산성 향상차원에서 실제 활용될 수 있는 개별시스템으로 구현해야할 필요성이 있다. 따라서, 본 연구는 각 지방자치단체의 산림담당자가 산불의 사전예방 및 홍보활동을 위한 산불 다발지역을 분석하고, 광범위한 산림지역을 효과적으로 감시하기 위한 산불감시카메라 의 위치를 산정할 수 있으며, 산불 발생시 국지적 확산요인을 고려한 실시간 산불확산 형태 를 예측할 수 있는 시스템을 설계하고자 한다. 또한 평상시 소방시설물을 관리하고 산불발 생시 신속한 진압을 위한 각종정보(예 : 최단이동거리분석)를 제공하며, 산불감지 시점으로 부터 상황종료 시까지의 종합사고보고를 위하여 위성영상과의 비교분석 등 사후관리까지의 체계를 수립하고자 한다.
