The structure of universities needs to be adjusted and reformed to cope with the decrease in admission resources and the quality of education due to the low birth rate and aging population. Such a policy is receiving much attention. To analyze the relative efficiency of private universities in Korea from the perspective of resource and performance, this study evaluated the efficiency of private university operation by applying a DEA(Data Envelopment Analysis) technique. The DEA measurements were compared with the diagnosis results of the department of education (Government) in 2018. The input and output variables used in the research analysis were utilized by the university's notification materials (public disclosure information). An analysis of the operational efficiency showed that 48% (12 universities) of the 25 DMUs (Decision Making Unit) were efficient for DEA-BCC models and that some of the capacity-building universities were operating efficiently. In addition, the DEA analysis found ways to improve inefficient groups through DEA-Additive results. This paper can be meaningful because it confirmed the relative efficiency of private universities and suggested improvement directions through the DEA method, which is characterized by the simultaneous consideration of various input and output factors. This will help apply the limited resources related to the input and output elements of each university.
Recently, with the development of computing technology and the improvement of the cloud environment, deep learning technology has developed, and attempts to apply deep learning to various fields are increasing. A typical example is anomaly detection, which is a technique for identifying values or patterns that deviate from normal data. Among the representative types of anomaly detection, it is very difficult to detect a contextual anomaly that requires understanding of the overall situation. In general, detection of anomalies in image data is performed using a pre-trained model trained on large data. However, since this pre-trained model was created by focusing on object classification of images, there is a limit to be applied to anomaly detection that needs to understand complex situations created by various objects. Therefore, in this study, we newly propose a two-step pre-trained model for detecting abnormal situation. Our methodology performs additional learning from image captioning to understand not only mere objects but also the complicated situation created by them. Specifically, the proposed methodology transfers knowledge of the pre-trained model that has learned object classification with ImageNet data to the image captioning model, and uses the caption that describes the situation represented by the image. Afterwards, the weight obtained by learning the situational characteristics through images and captions is extracted and fine-tuning is performed to generate an anomaly detection model. To evaluate the performance of the proposed methodology, an anomaly detection experiment was performed on 400 situational images and the experimental results showed that the proposed methodology was superior in terms of anomaly detection accuracy and F1-score compared to the existing traditional pre-trained model.

The study aims to explore the rapidly changing university sports-related lecture environment from the perspective of professors and seek comprehensive and practical improvements in the online lecture environment for both professors and learners. In order to achieve the purpose of this study, six professors related to physical education at the university were selected as research participants, and in-depth interviews were used for about four months from September 2020 to December 2020. Examples of the problems, counterplans, and the improvement plans of professors who related to sports were shown as the results. First, the difficulties faced by professors have been divided into online and offline lecture problems, which are Internet and media possession, online lecture place amulet, professor-learner communication disorder, attendance verification and evaluation, COVID-19 infection, and face-to-face lecture place restriction since the outbreak of COVID-19. Second, professors' response to online and offline lecture problems was diversification of communication media, telecommuting, providing online learning videos, replacing and reinforcing practical classes, which were found to be somewhat lacking in government and school support systems. Finally, since the COVID-19 outbreak, Sports-related lecture's continuous problems and the professor's responses require the improvements such as government-level guidelines, university-level expansion of the venues for on- and off-line lecture, devising online lecture programs that enhance professor's convenience, and adjusting the number of participants for on- and off-line lecture.

The Household Income and Expenditure Survey is a representative survey of Statistics Korea, which aims to measure and analyze national income and consumption levels and their changes by understanding the current state of household balances. Recently, the disconnection problem in these time series caused by the large-scale reorganization of the survey methods in 2017 and 2019 has become an issue. In this study, we model the characteristics of the time series in the Household Income and Expenditure Survey up to 2016, and use the modeling to compute forecasts for linking the expenditures in 2017 and 2018. In order to evenly reflect the characteristics across all expenditure item series and to reduce the impact of a specific forecast model, we synthesize a total of 8 models such as regression models, time series models, and machine learning techniques. In particular, the noteworthy aspect of this study is that it improves the forecast by using the optimal combination technique that can exactly reflect the hierarchical structure of the Household Income and Expenditure Survey without loss of information as in the top-down or bottom-up methods. As a result of applying the proposed method to forecast expenditure series from 2017 to 2019, it contributed to the recovery of time series linkage and improved the forecast. In addition, it was confirmed that the hierarchical time series forecasts by the optimal combination method make linkage results closer to the actual survey series.
With the revision of the 「State Property Act」, the conditions for using state-owned land have improved. The new government is also suggesting the necessity of using state-owned land to revitalize private investment and secure financial investment capacity. In line with these policy changes, this study examines Japan's policy on the utilization of state-owned land and effective use cases, and seeks to find policy implications from the perspective of managing and promoting the use of state-owned land. The direction of Japan's public land utilization policy is to induce optimal use of state-owned land through efficient management, and to increase the value of state property by promoting active use of state-owned land through linkage of state-owned and public land and private participation, etc. It appears that the policy is being pursued in the direction of suppressing the sale of state-owned land in the country. To promote the effective use of state-owned land, it is necessary to establish a clear policy direction first. In addition, the establishment of a transparent information disclosure system and the establishment of a strong control tower capable of coordinating interests between ministries are required. The starting point of policy establishment for efficient use of state-owned land is to change the perception that the actual owner of state-owned land is the people.
In this paper, implications for future curriculum compilation were sought by analyzing the process and results of compiling books for elementary school mathematics textbooks government published according to the 2015 revised curriculum. The 2015 revised elementary mathematics textbooks government published was operated with a systematic compilation system so that academia and school field experts across the country could demonstrate their expertise. As improvements in content, the unit and time to strengthen basic computational skills were increased, and the mathematical concept and principle introduction method and algorithm presentation method were improved, and the internal connection between contents was strengthened. The learning period was adjusted, such as moving and arranging contents that are difficult for students to understand to the upper semester or the upper grade. In the 1st and 2nd graders, the amount of reading was drastically reduced to suit the students' level of Korean, and sentences and vocabulary were improved, and instructions were briefly revised. As for editing and design improvements, illustrations of each unit's introduction and contextual pictures were presented in detail, and the characters in the textbook were consistently presented across all grades, giving children characters a role to actively participate in learning in the textbook. In the process of compiling, the media, the National Assembly, and civic groups raised opinions that sentences and vocabulary in first-year textbooks are more difficult than students' level of Hangeul education, that reducing textbooks makes it difficult for students to understand. Accordingly, efforts to improve textbook compilation and the results were viewed. Through the overall analysis as above, for future compilation of state-authored textbooks and certified textbooks, a plan to improve textbook compilation for students and teachers and a plan to operate compilation was proposed.

This study analyzed 2019 time survey data from the National Statistical Office to examine the childcare behaviors of fathers with preschool children and their determinants, considering types of care and working/nonworking days. The main results of this study are as follows. First, paternal childcare time of nonworking days was three times more than that of working days, and the participation rate was also higher on nonworking days. Second, there was no significant difference in the amount of time spent on primary care and developmental care by fathers, whether from dual- or single-income families. Third, it seems that fathers adjust their participation in childcare between working days and nonworking days in consideration of the mother's time availability. Fourth, the variables related to childcare needs had a significant influence on paternal childcare time on both working and nonworking days. Fathers' developmental care time was not explained by the independent variables entered into the regression analysis. As a result of the study, it is necessary to reduce fathers' working hours and increase family-friendly systems to increase fathers' participation in childrearing. Fathers' perception of parental responsibility must also be changed.

The purpose of this study is to evaluate the adhesion properties of polymer cement composites for crack repair of an RC structure. Polymer cement composites are manufactured from cement, three types of polymers and silica fume, and the mixture is designed by adjusting the water cement ratio and AE reducing agent so that the viscosity target of the polymer cement composites is 700mPa·s or less. According to the test results, the Type-A adhesion in tension of the polymer cement composite exceeded the adhesion standard of 1.0MPa of the polymer finishing material, and furthermore, depending on the type of polymer, the adhesion in tension was highest for SAE, followed in descending order by EVA, and SBR. In addition, the adhesion in tension of Type-B is up to 1/4.5 lower than that of Type-A, but the incorporation of silica fume shows a significant improvement in terms of adhesion in tension. Based on this study, the basic mixing design of the polymer cement composites required for viscosity and adhesive performance required for crack repair of the RC structure was completed. It could be proposed as an optimal mixing design under conditions for intermixing polymer type EVA, SAE, and P/C 80%-100%.

Some problems, such as aging workers, a decreased population due to a low birth rate, and shortage of skilled workers, are rising in construction sites. Therefore research for smart construction technology that can be improved for productivity, safety, and quality has been recently developed with government support by replacing traditional construction technology with advanced digital technology. In particular, the motor grader that mainly performs road surface flattening is a construction machine that requires the application of automation technology for repetitive construction. It is predicted that the construction period will be shortened if the construction automation technology such as trajectory tracking, automation work, and remote control technology is applied. In this study, we introduce the hardware and software architecture of the smart motor grader to apply unmanned and automation technology and then analyze the traditional earthwork method of the motor grader. We suggested the application plans for the path pattern and blade control method of the smart motor grader based on this. In addition, we verified the performance of waypoint-based path-following depending on scenarios and the blade control's performance through tests.

The purpose of this study was to develop a dietary life education program for adolescents and evaluate its effectiveness. The program was divided into three areas: 'Natam' (taste education), 'Wetam' (traditional dietary life education), and 'Gitam' (sustainable dietary life education), consisting of a total of 10 units primarily focused on cooking activities. For participants aged 14~17 years, face-to-face pilot education was conducted by a trained instructor once a week for 10 weeks. A questionnaire survey was performed to evaluate the educational effect(n=72) and satisfaction(n=82) during education period. Significant improvements were observed in knowledge levels for the 'traditional dietary life education', and 'sustainable dietary life education' which were identified as insufficient in the preliminary survey. Attitude and behavior levels were significantly improved across all areas. Satisfaction was high with a score of 4 out of 5 points for all areas. In conclusion, this program was found to be effective, and further emphasis should be placed on traditional and sustainable dietary life education to enhance its impact.
