The city is experiencing various problems such as traffic congestion, environmental pollution, urban crime, and faces the limit of growth. Recently, various attempts to build a Smart City have been spreading around the world, in order to solve these problems. Smart City is attracting attention as the core platform of the future city with the $4^{th}$ industrial revolution. However, various definitions of smart city are mixed, and the methods and strategies for implementing smart city are changing or evolving due to the development of technology and the experience during that time. This study summarizes the definition of various smart city through literature review and suggests smart city building strategy that enables sustainable growth of cities as a platform of the $4^{th}$ industrial revolution era.

4차 산업혁명은 정보통신기술(ICT)의 발전으로 인한 다양한 산업분야의 혁명적 변화를 말한다. 이러한 변화는 한 기술자체의 발전뿐만 아니라 기술 간 융합과 연결을 통해 더 가속화될 수 있다. 학술적 영역에서도 ICT의 발전과 함께 디지털화에 소요되는 비용이 줄어들어 디지털화를 기반으로 한 학술논문의 공개, 공유의 움직임이 시작되었다. 학술논문의 공개와 공유는 기술 간 융합과 연결이 원동력이 되는 4차 산업혁명 시기에 더 중요하고 필요한 일이 되었다. 따라서 한 편의 학술논문이 가지는 고유의 가치와 수집된 논문이 집합체로서 활용을 통해 실현될 수 있는 잠재적 가치에 대해 알아보고자한다. 학술논문의 가치에 대한 평가를 통해 4차 산업혁명 시대를 더 잘 준비하기 위한 일환으로 학술논문의 가치 제고 방안에 대한 논의와 실행이 필요하다.

Game industry is one of the most marketable area in the age of the $4^{th}$ industrial revolution. However, game industry in Korea is restricted by social and cultural issues. This study investigates biased image of game players and sexual commercialization of game contents as obstacles of Korean game industry invigoration. We find that the biased image of game players is still existed, and the commercialization of sex is considered as disincentive to develop modern game industry. Most of the respondents reports that sexual commercialization of game contents should be regulated as a factor that would harm Korean game industry.

최근 인공지능 시대 및 제 4차 산업 혁명 시대의 도래로 제품 간, 제품과 서비스 간, 서비스 간 산업이 다양한 형태로 진화 중이며, 이종기술 산업 간의 융 복합화로 새로운 제3의 신산업이 등장하고 있다. 또한 소위 말하는 O2O(Online to Offline)는 이미 운송, 금융(핀테크), 자동차(카테크), 숙박, 음식, 의료(헬스케어테크) 등 많은 산업 분야에 진출, 기존 전통 산업과 충돌, 인허가에 어려움을 겪고 있으며 이러한 O2O는 IOT(사물인터넷)로 급속도로 가속화 되고 있다. 이렇듯 4차 산업 혁명에 따른 신산업의 탄생은 산업의 경계를 붕괴하고 있음에도 산업별로 구분된 제도, 규제, 지원정책 등은 여전히 신산업 창업의 장애가 되고 있다. 이에, 본 연구에서는 국내 벤처특별법, 창업지원법, 1인 창조기업법 내 투자 지원 업종과 미국을 비롯한 해외 창업 관련법 내 창업 지원 제한 업종과의 비교 분석, 몇 가지 중요한 시사점을 도출했다. 먼저, 우리나라가 선진국에 비해 지나치게 투자 제한 업종이 많음을 확인했다. 또한 선진국은 미풍양속을 해치는 업종, 투기적 사업 등 사회통념상 문제가 되는 사행성 업종을 제외하고는 대다수의 업종이 정책 지원 대상이다. 업종과 더불어 투자 행위로 투자 심사를 해 신산업 투자에 매우 탄력적으로 운영할 수 있게 설계되어 있다. 심지어 미국의 경우, 적극적 창업 투자를 위해 업종 및 투자 행위에 대한 심의를 중소기업청이 직접 수행한다. 특히, 우리나라의 중소기업창업투자회사제도는 미국의 중소기업투자회사(SBIC) 제도와 유사한 반면 투자 제한 업종 뿐 아니라 제도 운영 특히, 창업투자회사에 대한 관리 측면에서 매우 큰 차이가 있음을 보여주고 있다. 우리나라 중기청은 간접관리를 하는 반면, 미국은 중기청 내에서 직접 관리를 하고 있다. 따라서 본 연구에서는 우리나라 창업 벤처 투자 제한을 미국을 비롯한 기타 외국의 사례에서와 같이 사회통념상 불가피한 업종과 더불어 투자 행위로 정의하길 제안한다.

The study presents milestones for the Korean military to win the future battlefield based on the 4th Industrial Revolution. Chapter 1 deals with the necessity of research on how advanced countries operate industrial technology in the defense sector based on the 4th Industrial Revolution. Chapter 2 examines the current technology status of the 4th Industrial Revolution in Korea and the concept of Korean combat. Chapter 3 analyzes the military robotic technology of advanced military countries through examples of unmanned combat robots in the United States, Israel, and Germany. In the end, in future battles, it will be possible to dominate the battlefield only by taking a leap into a super-connected and super-intelligent military based on a high-tech platform. Our military should also research and develop military robotics in accordance with the characteristics of each combat system, and further expand and develop the concept of combat performance to protect our core capabilities and centers from enemy cyber, electronic warfare, and space attacks.

This study was conducted to identify the determing factors of the success and constraints based on the perception of public officials preparing for the Fourth Industrial Revolution(4IR) and the collaboration among ministries. The analytic method performed an average value analysis based on the survey of public officials' awareness, and the results of the study are as follows. First, officials from nine ministries who are responsible for the 4IR recognized that they were regarded that the 4IR as a new opportunity, but if it failed to respond properly, there might be a crisis. Second, it recognizes the era of 4IR as the number one priority in big data, second in artificial intelligence and machine learning, and third in cloud computing technology. Third, they recognized that 'flexibility of the institutions' and 'recruitment of experts' were needed to prepare for the 4IR effectively.

Considering the advent of the Fourth Industrial Revolution, this study examines the changes and influences of intelligent information technology and the role of consumer education in the context of consumption life. The purpose of this study is to provide a theoretical foundation to effectively respond to the future consumption society as an independent consumer by enhancing the understanding of the Fourth Industrial Revolution in terms of consumption life. First, in terms of changes in the consumption paradigm in the Fourth Industrial Revolution, production and consumption are converged by being shared through a comprehensive connection platform in real time. Regarding the meaning of consumption, mental experience is being emphasized; moreover, usage and sharing, rather than ownership, are being highlighted. In terms of major changes in consumption life, the emergence of a more convenient smart consumption life and the possibility of personalized consumption optimized for individual demand are anticipated. Moreover, sustainable eco-friendly consumption is expected to increase further, and rapidly changing consumption trends will experience accelerated progress in consumer-centered changes. Next, the predicted problems in consumption life in the Fourth Industrial Revolution include unequal consumption due to intelligent information technology power center and the use and management of personal information data. Furthermore, ethical concerns related to the introduction of new technologies will become prominent, eventually resulting in issues concerning consumption satisfaction. To effectively respond to these new paradigm changes, consumer education should be value-centered. Ethical aspects of consumption should be considered, and consumption life should include trust and mutual cooperation. Furthermore, consumer education should facilitate creative convergence.

This paper deals with the role and direction of design in the era of 4th industrial revolution. In addition to understanding the whole of science and technology such as Artificial Intelligence, Internet of Things, Cyber Physical System, 3D printer and Bio which are leading technology of the $4^{th}$ industrial revolution, this thesis is seeking direction of design that makes human life and society comfortable and convenient. The design in the 4th Industrial Revolution must be at the center of society and human being. Therefore, the design using ICT technology is also applied to the emotional design that stimulates human emotion warmly through in-depth study on society and human culture and environment. Through the above research, the design that has continued to evolve along with the development of technology continues to play a role as a design in which human emotion is alive.
