Development of the Web based System for Assessing GIS Benefit (웹 기반의 GIS 효과 측정시스템 개발)

  • 제1차와 제2차 ‘국가지리정보체계(NGIS)구축기본계획’ 을 시행하면서 체계적인 GIS기반이 마련되어 중앙정부와 지방자치단체 등 공공부문을 중심으로 다양한 부문에서 GIS구축사업이 추진되었다. 그러나 GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업의 추진이 어렵다. 따라서 본 연구에서는 체계적이고 과학적인 효과분석을 위한 GIS사업의 평가모형을 제시하고 이를 바탕으로 웹 기반의 GIS 효과분석시스템을 구현하였다. 본 연구의 GIS 효과분석시스템은 최신의 정확한 정보와 검증된 분석방법을 실시간 제공하기 위해 웹 기반으로 설 계 하였다. 왱 기반의 분석시스템은 GIS사업의 효과분석에 있어 시ㆍ공간의 제약을 받지 않고 GIS사업의 효과평가를 가능하게 한다. 또한 GIS사업의 효과측정에 있어서 타당성을 부여하여 과학적인 기준을 제시하며, 분석결과는 사업의 추진을 위한 재원마련과 정책결정자 설득의 기초 자료로 활용할 수 있을 것으로 사료된다.

Implementing Special Transportation Management Zone System for Dongdaemoon Garment District (동대문 의류밀집상가 교통혼잡특별관리구역 사례연구)

  • The Purpose of this study is to test the effectiveness of Special Transportation Management Zone system (TZ) when it is applied to Dongdaemoon commercial zone located in downtown Seoul. The study consists of two Parts ; the legal components of TZ and the case study on Dongdaemoon district. The case study includes the analysis of current traffic situation on the study zone, the design of implemention alternative for each component of TZ, the framework of impact analysis system, and the analysis results. The study finds, if 2,000 won mandatory parking fee on drivers parking in the buildings only with over 10 parking spaces and over 3.000$m^2$ in floor area, strong illegal parking enforcement, and Pro-hibition of parking passenger cars whose last digit plate number matches with the last digit of date, are implemented in the zone simultaneously, the traffic speed increases to 20.56km/h which is above the target set in the zone. In conclusion, we find that TZ2 can be an effective tool relieving traffic congestion in Seoul, and that it is necessary for introducing TZ in Seoul that relevant laws should be revised and expecting problems should be overcome.

Optimizing Coagulation Conditions of Magnetic based Ballast Using Response Surface Methodology (반응표면분석법을 이용한 자성기반 가중응집제의 응집조건 최적화)

  • As a fundamental study to apply the new flocculation method using ballast in water treatment process, the optimal conditions for general and ballast coagulant dosage, and pH, which are known to have a significant influence, were derived by response surface methodology. Poly aluminum chloride (PAC) and magnetite ballast were used as a general coagulant and ballast, respectively. Coagulation experiments were performed by jar-tester using the kaolin based synthetic water. The effects of three independent variables (pH, PAC, and ballast) on response variables (turbidity removal rate and average settling velocity of flocs) and the optimum condition of independent variables to induce the optimum flocculation were obtained by 17 experimental conditions designed by Box-Behnken procedure. After performing experiments, the quadratic regression model was derived for each of response variables, and the response surface analysis was conducted to explore the correlation between independent variables and response variables. The $R^2$ values for the turbidity removal rate and the average settling velocity were 0.9909 and 0.8295, respectively. The optimal conditions of independent variables were 7.4 of pH, 38 mg/L of PAC and 1,000 mg/L of ballast. Under these conditions, the turbidity removal rate was more than 97% and the average settling velocity exceeded 35 m/h.

A Comparative Study of the Vocational Education Training in Germany, Switzerland and Austria (독어권 국가의 도제훈련제도 비교연구)

  • The apprenticeship training is given as a solution of the youth unemployment problem. The apprenticeship is a system that companies hire and instruct trainees and is implemented in various countries. In Korea, there is a Korean work-learning dual system which is managed by the government rather than the company itself. This Study analyzed Germany, Switzerland and Austria's apprenticeship training system and compared common factors of apprenticeship system, a trainer in company and cost-benefit analysis. The result of the study can be shown as follows. First, Germany operates practical training, meanwhile Switzerland and Austria provide a pre-education course before students enter the upper-secondary VET course. Second, Germany and Switzerland give a single type apprenticeship training, whereas Austria runs a modularization system, which enables students to specify their skills and improves clarity. Third, social partners as well as the government, states, companies/schools actively participate in apprenticeship. Fourth, there is a suitable trainer's qualification system in all countries. Finally, Germany and Austria's companies cause larger cost than benefit in apprenticeship. On the other hand, Switzerland gets larger net-benefit than cost. We can give implications to the Korean work-learning dual system based on this study.

Predictors of Intention to Work among People with Disabilities who Maintain Economic Inactivity (비경제활동 유지 장애인의 취업의사 예측변인 탐색)

  • This study identified predictors of intention to work among people with disabilities who maintain economic inactivity for two successive years by analyzing a total of 2,255 Participants in the 2014 data of the Panel Survey of Employment for the Disabled (PSED) with through $X^2$, t test, logistic regression. To explore factors affecting intention to work among people with disabilities who maintain economic inactivity, this study hypothesized the effectiveness of variables of demographic, disability, human resources, psycho-social factors based on previous studies. The analysis showed that male, spouse-being, low income status out of demographic variables were related to high probability of having intention to work among people with disabilities who maintain economic inactivity. In case of disability variables, experiencing disability-related discrimination significantly predicted the probability of having intention to work. However, the relationship between disability-related discrimination experiences and high intention to work needs to be viewed as correlated rather than cause-and-effect.In addition, literacy related to computer use/English proficiency/interpersonal and adaptation skills(human resources), experiences of vocational rehabilitation services (human resources), self-esteem (psycho-social) significantly predicted the probability of having intention to work among people with disabilities who maintained economic inactivity. Based on these results, support services for females with disabilities, effective rehabilitation programs of improving literacy related to computer use/English proficiency/interpersonal and adaptation skills and self-esteem, general expansion of vocational rehabilitation services for people with disabilities are suggested.

Comparative Study of Institutional Approaches to Children's Playgrounds for Ensuring the Right to Play (놀이권 보장 측면에서 본 국내외 어린이놀이터 관련 법제 비교 연구)

  • The importance of play from a Children's Rights perspective has been continuously emphasized, and the need for play facilities and spaces has been reiterated. Meanwhile, in South Korea, despite the continuous increase in the number of play facilities, efforts to improve children's play spaces are required. Therefore, this study reevaluated the current regulations and policies concerning play and play spaces from the perspective of securing the right to play. An analysis of the legal concept of domestic playgrounds, related laws, construction standards, and regulations was conducted. The systems and characteristics of the related regulations in the UK, Canada, and Germany were analyzed. Based on the results of the comparative analysis, our directions for improving the system of playgrounds to ensure the children's right to play were proposed. First, a legal definition of the concept and scope of playgrounds should be established. Second, beyond safety-focused facility regulations, there is a need for institutional enhancements to ensure the right to play. Third, comprehensive management of playgrounds is required as a spatial concept rather than as individual facilities. Fourth, qualitative management is needed through specific guidelines and guidelines related to the establishment of playgrounds. These results can serve as a basis for establishing systems and promoting policy projects to ensure children's right to play in various fields, including urban planning, child welfare, and education in the future.

Analysis Perceptions of Intravenous Injection Behavior of Contrast Medium in Radiological Technologists' Task (방사선사 직무에서 조영제 정맥 주입 행위에 대한 인식도 분석)

  • The purpose of this study was to analyze radiological technologists' (RT) task perceptions of intravenous injection behavior of contrast medium and use it as basic data for future workforce response plans. We surveyed a total of 172 RT using questionnaire terms consisting of demographic characteristics, job priorities, and RT' task perceptions of intravenous injection behavior. Statistical analysis was performed using descriptive statistics, frequency analysis, independent samples T-test, and ANOVA analysis. As a result, first, current clinical RT were highly aware of the need for intravenous injection behavior as a response to the future workforce of them, and the workload burden resulting from this was evaluated as low. Second, the fear of intravenous injection behavior was found to be significant, so it is judged to be useful to perform them as selective job actions rather than all RT' task. Third, the need for training courses and certification for RT' intravenous injection behavior is being raised, and additional specific research on this is required. Last, RT' positive perception of intravenous injection behavior could be expected as a foundation for improving national medical services, strengthening RT expertise, and expanding tasks.

Study on the Aviation Safety Autonomous Reporting System for Flight Safety (항공안전운항을 위한 항공안전자율보고제도의 고찰)

  • 항공산업의 초창기에는 항공기 안전사고의 대부분이 기술결함으로 인하여 발생하였다. 그러나 항공기술의 발달로 인한 첨단화, 정밀화되면서 기술결함에 의한 사고는 대폭 감소하였지만 인적요인에 의한 사고는 일정한 수준 감소 이후 꾸준하게 유지하고 있다. ICAO따르면 인적요인의 70~80%가 재발 가능성이 존재하며 독자적인 원인이 아닌 위험요소의 복합적작용으로 발생한다고 기술하고 있다. 이를 방지하기 ICAO에서는 항공안전을 위협하는 사고(ACCIDENTS), 준사고(Serious INCIDENTS), 항공안전장애(HINDRANCES)등의 데이터를 수집, 공유, 분석을 통해 항공안전 위해요소를 사전에 제거, 차단할 수 있는 사전예방 시스템의 수립을 권고하고 있으며 이를 위해 국제사회를 중심으로 의무보고제도, 자율보고제도 등이 활발하게 운영되고 있다. 그러나 국내의 경우 운영시스템의 체계화 및 정부, 관련부처의 노력에도 불구하고 일부보고제도만이 정착되어있고 자율보고제도는 사회적 환경, 문화적 요건의 차이 등으로 인하여 활발하게 운영되지 못하고 있다. 따라서 국내 외 안전자율보고제도의 동향을 바탕으로 해당제도의 효율적인 정착 방안을 모색할 필요가 있을 것이다.

자동차운송사업자와 고용운전자간 지입계약의 효율성 분석

  • 우리 나라 자동차운송산업에 존재하는 지입제(위탁관리제)는 과거부터 논란의 대상이 되어 왔다. 1950년대 말부터 시작된 육운 분야의 직영화 정책은 노선버스나 택시의 경우 비교적 성공적인 결과를 가져왔으나 화물자동차운송과 전세버스분야에서 만큼은 아직도 대다수 사업장에서 지입제가 관행화된 제도로 남아 있다. 지입제도는 비효율적이고 전근대적인 경영기법으로 인식되고 있으며 산업발전의 저해요인 보기도하고 불가피하다고 평가되기도 하였다. 본 논문에서는 지입제를 단순하게 비합리적인 제도라고 보기보다는 나름대로의 장점을 가지고 있어 합법적 또는 비합법적인 형태로 지금까지 유지되고 있다고 본다. 지입제는 정보가 비대칭적인 상황에서 기업조직을 통해 생산과 판매를 하기보다는 시장거래를 통한 계약을 통하여 운송서비스를 생산 및 판매를 함으로써 유인일치를 달성시킬 수 있다는 것을 보여주고 있다. 장거리를 운행하는 운송사업의 경우 사업자와 고용운전자는 노동성과에 대한 비대칭적인 정보를 가질 수밖에 없게 된다. 이는 대리문제를 야기시켜 기업조직에 의한 운송서비스의 공급은 생산비용을 상승시킨다. 반면 자동차운송서비스는 생산단위를 분리하기 위한 비용이 비교적 적어 독립적인 운영이 가능하다. 따라서 차량을 1대씩 분리하여 사업권을 시장거래하는 지입제를 운송사업자와 운전자는 선택하게 된다는 것이다.

  • V2G를 활성화기 위해서는 전기차 보급이 우선이며, 보급에 따라 충전인프라 구축도 이루어져야 할 것이다. 해외에서는 전기차 보급과 충전인프라 구축을 위해 많은 보조금 지급, 세금 감면, 의무화 제도, 기타 혜택 등을 통해 V2G를 활성화 하기 위한 기본적인 사항들을 준비 중에 있으며, 실제로 많은 성장을 통해 보급도 상당하게 되었음을 알 수 있었다. 위에 언급하였던 전기자와 충전인프라가 기본적으로 구축이 되었다면 그 뒤에 설계를 해야 할 부문은 충 방전 요금제로 보인다. V2G를 통해 우리는 전력수요피크 삭감, 주파수예비조정, 비상발전 등의 용도로 사용을 할 수 있으며, 사용 목적에 따라 요금을 어떤 방식으로 적용이 될 것인지는 앞으로 연구가 필요하다고 판단된다. 현재 국내에는 전기차 충전요금제는 지정되어 사용되고 있는 실정이며, 방전요금제는 설계가 되어 있지 않다. 본 논문에서는 국내외 전기차 충전요금 사례를 비교하고 앞으로 V2G가 활성화 되었을 시 필요한 방전요금제 설계방향을 제시하고자 한다.
