This study aims to analyze why South Korea has not used audit system but examination system and suggest policy reform for the system on the institutional context perspective. Institutional context is structured down to institutional legacy, motives, institutional constraints, actors' roles, and changed institution. I researched the literature on the subject and collected research materials from the Department of the Treasury and Audit Office website of New Zealand, Australia, United Kingdom, United States and South Korea. These were analyzed using for suggesting realistic and effective policy. Analysis showed that South Korea has used examination system due to institutional constraints and tried to increase reliability of financial statements by enlarging the meaning of examination, strengthening the ability of the Board of Audit and Inspection, enacting government examination standards, and making a comprehensive public announcement. Comparing with other countries where government audit systems are applied, there are still some vulnerable points in South Korea. In order to make up for the shortcomings, this study suggests several points: strengthening the ability of actors; systemizing internal control; expressing opinion; making a more comprehensive public announcement. It would be desirable for making further detailed studies of the points.

전자상거래가 기대보다 미진한 여러 가지 이유들 중의 하나가 가상시장이 전통적인 시장에 비해서 본질적으로 제약이 있고, 아직은 그 제약을 극복할 수 있는 제도적인 장치가 구현되지 못했다는 점을 들 수 있다. 가상공간에서는 전통시장에서처럼 거래쌍방이 직접 만나서 상대방을 확인하거나 실물의 품질을 확인하고, 대금을 지불하면 바로 현물이 확보되는 것이 아니다. 그러므로 전통적인 시장에서의 거래습관에 익숙해진 소비자들로는 새로운 제도가 주는 파격적인 이익을 얻어서 경험해보거나 가상공간의 약점이 제도적으로 보완되기 이전에는 전자상거래에 대한 확산을 얻기가 쉽지 않을 것이다. 이는 거래행위에 있어서 신뢰도와 관계된 문제로, 본 연구는 신뢰도가 인터넷을 통한 구매행위에 어떻게 영향을 미치는 지를 규명하고, 신뢰도를 구축하기 위한 제도적인 방안들을 모색해봄으로써 초창기 전자상거래를 시도하려는 기업들과 전자상거래의 정책결정을 하게될 담당자들에게 몇 가지 시사점을 제공하고자 수행되었다. 본 연구의 실증조사에 의하면 전체적으로 신뢰도는 전자상거래 이용도에 유의적인 영향을 미치는 것으로 나타났다.

방송 통신 융합 환경의 도래는 뉴미디어 산업 발전의 기회이며 동시에 저작권의 위기이다. 반면 저작권은 오랜 기간 논의된 문제였음에도, 제도적으로 기술적으로 해결되지 못한 미완의 숙제로 남아있다. 이 글은 저작권 보호와 공정 사용이 문화발전이라는 공동의 목적을 가지고 있음을 논증하고 융합 환경에 대한 구조 분석을 시도한다. 이를 통해 저작권 보호 기술이 가지는 한계와 제약을 검토한다. 또한 OWL로 표현된 관계 기반의 저작물 추적 및 통제 기술을 새롭게 제안한다. 특히 접근 통제 기술인 DRM을 시맨틱하게 설계할 수 있는 저작권 보호 기술의 속성과 특성에 대한 분석을 소개함으로 향후 디지털 콘텐츠 관리 및 응용 기술 구현에 도움을 주고자한다.

Private Security company concentrated on the commerciality as a for-profit businesses. Even so, his role is concerned with public welfare and public security over personal gain. Establishing a company and the business activities are free and protected by the constitutional law and the commercial law such as natural rights. However, it would be restricted in case of need for the national security affairs, public security violation and public weal problems. On the other hand, even though private security law is a for-profit businesses, the natural rights of the text of the Constitution is ignored and distinct from the different apply the rules for the establishment standard and for the business activities. Also, over a certain size of place and capital are required to establish a private security company. Therefore, this paper will study the public interests and the profits of commerciality for the private security by constitutional law and commercial law which assure and conserve the natural rights and the business activities.

Even though rarely recognized as a separate approach, the institutional approach in geography is defined as an attempt to seek an explanation of the phenomena of geographical interest through focusing on the effects of institutional structure and actions. It can provide interdisciplinary links with other works and can offer complementary explanations for geographical interests. The concerns for institutions in geography can be found in early studies, the study of the state, the managerial approach, and the regulation approach. The Korean financial systems can provide good examples to apply institutional concepts into creating spatial outcomes, as it has been regarded as a useful tool to promote Korean economic development. Behind the current spatial pattern of financial systems, four different stages of institutional changes are identified in Korea. Each stage has different institutional features reflecting unique spatial implication.

Until now, the domestic construction market has been formed focusing on new construction and reconstruction in the apartment industry. Recently, however, the remodeling market for old structures have shown a tendency towards land shortage and land price increases in the major cities : the reinforcement of regulations regarding reconstruction ; expenditure reduction and the solving of environmental problems by regarding old structures is pursuing low costs and maximum efficiency. The interest in remodeling is increasing, however, remodeling has not been successfully initiated in the apartment division for a reasonable period of time. Consequently to acquire mutual agreement for remodeling from the residential occupants. In order to evaluate profitability, it is necessary to set priorities and reasonable criteria for remodelling and to this end, it is also required to assess each fact of remodelling in view of both customers and supplied.

최근 평균수명이 증가와 더불어 삶의 질이 중요시하고 건강한 삶을 누리고자하는 인류의 염원은 보건의료라는 보편적 가치에 동반 상승할 수 있는 산업과의 결합이 의료관광이라는 새로운 관광시장을 형성하였다. 의료관광은 시장규모가 1억 달러 이상에 이를 것으로 예상되는 고부가가치 산업이다. 또한 외국인을 상대 의료관광은 체류기간이 길고 지출비용도 일반 관광객의 3배 이상으로 지역경제 활성화에 큰 공헌을 하는 대표적인 신 성장 동력산업으로 보고 있다. 더불어 의료관광 추세가 의료서비스를 받으면서 휴양 레저 문화활동을 함께 즐기는 방향으로 발전될 것으로 예측하고 최근 단순 치료 목적이 아닌 방향으로 선회하고 있다. 그러나 국가 정책적 산업으로서 육성에 박차를 가하고는 있으나 의료 기반시설이 열악하고 관련 규정 및 제도적 미비점이 지금의 의료관광 산업에 발맞추지 못하는 실정이다. 이는 주변 경쟁국에 비해 인식부족과 세계시장에 대한 마케팅 활동 부족 및 의료관광 상품의 다양성 부족 등과 함께 의료관광이 활성화하기 위하여 여러 가지 제약이 되는 정책적 문제점들이 있다. 따라서 본 논문에서는 현행 우리나라의 의료관광에 대한 정책적 과제를 살펴보고 이를 개선하기 위한 제도적 개선방안을 모색하고자 한다.

항만물류산업은 서비스가 무형적이며 생산과 동시에 판매되어 소비되는 즉시성 및 비저장적인 특성으로 인해 정보의 이용, 관리 및 흐름이 중요하다. 최근의 정보통신기술의 발전은 정보의 이용 및 흐름을 위해 여러 가지 기술들을 등장시키고 있으나, 항만물류산업은 공공성이 강하여 여러가지 제약이 따르는 제약성, 해상운송선박의 불규칙한 입출항 패턴과 관련한 불규칙성, 노동집약적인 특성으로 인해 적극적으로 도입이 되지 못하고 있는 실정이다. 따라서, 디지털 경제의 확산에 따라 변화하는 환경에 적극적으로 적응, 대처하기 위해 항만물류산업의 정보화 및 e-비즈니스 도입을 가속화하며, 최근 B2B 전자상거래 프레임워크로 전세계적인 표준으로 자리잡고 있는 ebXML을 항만물류산업에 적용하여 항만물류산업에서 e-비즈니스를 원활히 수행하기 위한 기술적, 관리적, 제도적 전략 계획이 수립되어 할 것이다. 본 연구는 우리나라 국가표준으로 채택된 ebXML을 항만물류산업에 선도적으로 도입하기 위한 연구로서 항만물류산업의 환경 및 현황을 분석하고 ebXML을 항만물류산업에 효과적으로 적용하기 위한 목표모델을 설계하며, 아울러 실행전략을 수립하였다.

유비쿼터스 컴퓨팅은 향후 USN(Ubiquitous Sensor Network) 환경에서 구현될 것으로 예상되며, 유비쿼터스 컴퓨팅에서 RFID(Radio Frequency Identification)기술 기반의 응용 서비스들이 가장 먼저 활성화될 분야로 전망된다. RFID 분야에서의 보안은 RFID의 태그로 인한 프라이버시 침해가 가장 큰 문제점으로 인식되고 있으며, 기술적, 법적·제도적으로 개인의 프라이버시를 보장하기 위한 노력들이 진행 중이다. USN에서의 보안은 센서노드의 자원의 제약으로 인해 기존의 전통적인 보안과는 다른 관점에서의 접근이 필요하며, 키분배 및 관리, 안전한 라우팅 방법론, 센서네트워크에 대한 공격에 대한 안전한 네트워크 구축 등이 이슈들이다. 본 논문에서는 RFID와 USN의 보안 연구 대상에 대해서 살펴보고 이들에 대한 향후 연구 방향을 소개한다.
