In this study, the hydraulic channel routing model was constructed to analysis the effect of flood control with the operation of Chungju Dam for 2006 flood. Study area was divided with up- and downstream of Chungju Dam in the upper Han River of Paldang Dam. The model was calibrated and verified for the flood event of 1995-2008. The effects of flood control of Chungju Dam were compared with the simulation results without the dam, and the rising effects of stage in the main observation stations were analyzed by the variation of released dam discharge. Consequently, the operation of Chungju Dam for 2006 flood was performed properly, but the effects of flood control of Chungju Dam were so focused in downstream of the dam that institutional complement was demanded to reduce the flood damage in the upper region of the dam. The limit of decision rule of downstream stage in the backwater region of dam was analyzed to solve the problem, and the decision rule of downstream stage was proposed to consider the discontinuity between the backwater region of dam and the design flood of upper stream. The proposed rule will be used to design the reduction of flood damage in upper stream of dam and to apply the analysis of region for flood damage.

As preliminary work for the establishment of a harmonized ship hand signal standard, this paper explores the availability of hand signals as a means of shipboard work communication and considers the validity of standardization. Prior to the feasibility study, shipboard work activities that use hand signals were classified based only on ship safety managers' arbitrary decisions. This survey was carried out to measure shipboard workers' willingness to communicate with hand signals and their preferences regarding the institutional standardization of a hand signal framework if they engage in activities classified as relevant. The results of statistical analysis (a t-test and correlation analysis) showed that respondents are willing to accept harmonized hand signals regardless of both their work type (crew/safety supervisors) and work department (deck/engine room) under working situations where hand signals are an available means of communication. In addition, there was a significant difference in the extent of shipboard workers' frequency of hand signal usages between each type of work activity, indicating a significant positive (+) correlation between frequency of usage and preference for standardization. Finally, it was concluded that shipboard work communication would be effectively improved if a follow-up study is carried out to establish prioritized harmonized hand signal standards for port-related work activities, such as crane operation, windlass/winch operation, line movement/delivery and cargo hold operations.

In 2002, the government arranged an institutional strategy to make it possible for a consumers to make a claim for damages caused by product defects against a business that produces and sells a product by enforcing the Product Liability Law(hereinafter referred to as 'PL'). On the other hand, due to the recent humidifier sterilizer accident, approximately 12 cases of related bills, such as a revised bill for the product liability law, have been proposed to the National Assembly at present in an effort to introduce the group action system and punitive compensation system for the purpose of the strengthening of the corporate product liability, and consumer damage relief. Ironically, as much as 62.6% of small & medium businesses, which are actual interested parties to this bill, are unaware of this. Many companies are responding to PL with the rationalization of document preparation & storage, clarification of responsibility relations with related business operators, and PL insurance policy purchase, or securing compensation funds as a means of Product Liability Defense(PLD), but the methods of preparation such as this leave much room for limits on the considerations of product design and product safety. This paper presents the individual management system model with more focus on product safety by looking into the clear concept of PL and the countermeasures against it, grasping the relevance between the PL system and individual management system, and integrating the PL response system in preparation for the PL. It is hoped that the result of this research objective will be evaluated as a rational countermeasure for small & medium businesses to respond effectively to the PL.

The PC structure based on the OSC (Off-Site Construction) is mentioned as a representative method of innovation in the construction industry that converts the existing construction environment from site-centered to factory production-transportation-site assembly. However, recent research on PC method has focused on improving the functions of subsidiary materials and improving the production system to increase productivity and institutional / policy R&D that can be universally applied to the life-cycle stage of ordering / design /construction is insufficient. In particular, the absence of standardized cost calculation standards makes it difficult to calculate and verify of objectified appropriate construction cost. So which is an obstacle to the activation of the PC method. In this study, the standards for construction costs of domestic and foreign PC method were surveyed and similar Construction Standard Production Rates were analyzed to confirm the product structure suitable for PC method. Subsequently, the construction procedures and input resources for each PC subsidiary materials were identified through on-site surveys to derive component for subsidiary materials, and the factors of change in the product according to the construction characteristics(height, weight of subsidiary material) were verified. As a result the standard product calculation system suitable for the site installation of the PC method for apartment was presented.
The purpose of this study was to explore the domestic and overseas home modification policies, and review the direction of domestic home modification policies to enable 'Aging In Place; AIP' and the competencies required of occupational therapist as and expert in home modification. In order to expand occupational therapy for domestic home modification and strengthen occupational therapist competency, it is required to establish a clear and practical home modification process that reflects the design and intervention of occupational therapy. Appropriate selection and standardization of the evaluation tools that identifies the needs of the elderly and reflects the characteristics of domestic housing types are also required. In addition, it is necessary to understand policies and systems, and endeavour to establish a relevant knowledge base for communication and cooperation with experts in other fields. In terms of the policy, there is a need for the home modification support system that allows the elderly to adapt to their aging regardless of their income level, beyond the existing support system, which was implemented mainly for low-income people and disabled. In addition, as in overseas cases, the efforts need to be made to provide various and efficient measures, such as support for barrier-free housing, expansion of the scope of support through cooperation between the national government and local governments, low-interest loans and tax reductions, and establishment of governance with organizations and institutions related to home modification services.
The Records Management Act was established by the result of the National Archive reformism in 1999. However, it could not have brought high-quality changes of recording management since recording management innovation was not continuously achieved. On the other hand, in 2006 the Records Management Act was completely revised as a part of recording management innovation. The records management innovation road map is created as an agenda in order to accommodate difficulties we face in the process of the records management reformism and to establish a norm in accord with international standards, a redesign of records management process and a development of records management system so that it can react quickly to rapidly changing situations on records management paradigms. The organization of the Records Management Act was revised by compensating the defect and applying in international standards. This is due to the fact that it is the highest priority assignment to be able to help promote those sorts of innovation to provide an institutional strategy. 'The National Records Management Advancement Strategy' of National Archives in 2009 seems to be an extension of the recording management Innovation road map. Nonetheless, this strategy cannot be considered a strategy of the consecutive national records management reform since it reflects the basis of the existing policy without any assessment with respect to the records management innovation. Government-level talks on records management innovation should be regarded so as to establish a national policy on records management and to be consistent in carrying Out the policy. This research focuses on how the records management innovation road map is reflected in the Records Management Act in 2006 and how international standards are applied in the act in the national records management regime and current records management system. Furthermore, several challenges will be illustrated to overcome a limit of the Records Management Act in the process.
This article discusses the possibilities and limitations of ICT education by reviewing the previous research on its various aspects including educational goals, contents, methods, and evaluation. First, when it comes to its educational goal, the prior studies suggest that ICT education aims to nurture digital citizenship among students and to enable them to participate in different sectors of our society. ICT education characterizes the core capacities of its future learners as 'lifelong learners,' 'information producers/consumers,' and 'local/global citizens.' Second, in regard to the educational content of ICT education, researchers investigate SW education importantly: They develop the educational programs and examine the effectiveness of those programs. However, to ensure the relevancy of the educational contents to the future society, institutional support is imperative including facilitating educators' capacities and synchronizing ICT education with subject education. Third, as the educational methods, various ICTs such as flipped learning and augmented reality (AR) are being applied to actual classroom teaching. Research on the educational methods, which is the most vibrant area in the ICT education scholarship, is expected to improve the previous educational methods and to lead the qualitative development of ICT education. Fourth, the previous discussion on the educational evaluation focuses on computer-based evaluations. Educational evaluation using ICT will enable educators to assess the characteristics and achievement of an individual learner accurately and to lead them to apply a teaching-learning process effectively, which will ultimately enhance the effectiveness of educational evaluation. Along with the overall review on the possibilities of ICT education, this article discusses the limitations of the current ICT education and its implications for educational inequalities.

The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

This research analyzed the status and problems of civilian expert programs for landscape architects to suggest alternatives to improve the current system. Literature research focused on the issues of the legal definition of civilian experts, the background of the program, and related regulations. Based on the understanding of the legal system, the research analyzed the operation status, structure, roles of the civilian expert program of local governments where landscape architects were delegated as civilian experts. Currently, 50 local governments are running the civilian expert program, and landscape architects are working as civilian experts in 11 institutions. The majority of landscape architects are working as MA or general architects. Only SMG runs an independent general landscape architect program. Based on the literature research and interviews with 16 experts, the research examined four main issues related to the program. First, the legal system issues of the civilian expert programs are related to the regulations assuming architects as experts. Revising the current legal system is a better alternative than promulgating a new law for landscape architects. Second, the compensation issue was a main problem related to operation. Securing a sufficient budget and more effective administration is required to solve the problem. Third, related to the role, the tasks being limited to consultation were regarded as the main problem. Although landscape architects wanted more opportunities to directly participate in the project's design, the fairness of the public project contracting system needed to be considered. Fourth, the competence issue is related to the number of available landscape architects. This issue can be solved by expanding the pool of civilian experts to adjacent disciplines, such as public design or landscape management.
Currently, disasters occurring in Korea are characterized by unpredictability and complexity. Due to these features, property damage and human casualties are increasing. Since the initial response process of these disasters is directly related to the scale and the spread of damage, optimal decision-making is essential, and information of the site must be obtained through timely applicable sensors. However, it is difficult to make appropriate decisions because indiscriminate information is collected rather than necessary information in the currently operated Disaster and Safety Situation Office. In order to improve the current situation, this study proposed a framework that quickly collects various disaster image information, extracts information required to support decision-making, and utilizes it. To this end, a web-based display system and a smartphone application were proposed. Data were collected close to real time, and various analysis results were shared. Moreover, the capability of supporting decision-making was reviewed based on images of actual disaster sites acquired through CCTV, smartphones, and UAVs. In addition to the reviewed capability, it is expected that effective disaster management can be contributed if institutional mitigation of the acquisition and sharing of disaster-related data can be achieved together.
