방위산업은 기간산업의 성격을 지닌 분야로서 범 정부 차원에서 관심과 지원이 필요한 산업이다. 방산업체의 가동률 저하, 수익성 악화 및 제도의 경직성 등으로 방위산업 전반에 걸친 경영환경이 침제될 경우 이는 방산업체만의 문제가 아니라 국가 산업기반이 위축될 수 있는 상황을 초래할 수도 있다. 따라서 업체는 경영 합리화를 통해 생산의 효율성을 극대화하고 낭비적 요소를 사전 제거할 수 있는 선행관리 활동을 강화하여야 하며, 이러한 업체의 자구노력에 정부도 연구개발 사업을 확대하고 중장기적으로 수요의 균형이 이루어 질 수 있도록 공동 노력하여야 한다.

본 연구의 목적은 리엔지니어링 작업 구현에 영향을 주고 있는 조직·관리적 요인 들을 실중적으로 연구하는 것이다. 본 연구에는 두 가지 목적이 있다. 첫째, 리엔지니어링 작업의 구현을 성공적으로 이끄는 조직·관리적인 요인들을 조사했다. 본 연구에서 조사되어 질 조직·관리적 요인들을 조직구조, 문화, 최고경영자의 의지, 그리고 리엔지니어링 작업의 구현을 위한 성공요인(success factors) 중에서 어느 요인이 핵심성공요인(key success factors)이지를 나타내고자 한다. 본 연구 결과에서의 성공요인으로는 자율적인 기업 문화, 회고 경영자의 의지, 그리고 관리제도상의 변화인 것으로 나타났고 특히, 자율적인 기업 문 화와 관리제도상의 변화가 핵심 성공요인인 것으로 확인되었다.

오는 2011년부터 부산물을 포함한 수입되는 모든 쇠고기에 대해 12자리의 유통식별번호가 부여되며 유통되는 모든 수입쇠고기 포장박스에는 바코드 형식의 유통식별번호표가 부착된다. 유통식별번호표는 업무의 효율성을 감안해 현행 수입쇠고기 포장 박스에 부착되고 있는 한글표시사항과 함께 표기되는 방안이 검토된다. 즉, 거래명세서 발급 및 거래내역서 서류 작성 보관시 B/L(선하증권) 번호를 포함토록 하고 수입쇠고기 보관 판매시 B/L 번호 표시를 의무화했던 현행 수입쇠고기 유통이력관리 제도가 대대적으로 손질보다 강화된 방식으로 개편되는 것이다.

이 연구는 실천적 차원에서 방송콘텐츠 제작산업을 활성화시키기 위한 세제혜택의 개선방안을 다루었다. 콘텐츠 제작규모가 커짐에 따라, 투자를 얼마나 유치할 수 있는지가 콘텐츠의 질을 결정하는 데 중요한 요인으로 작용하고 있다. 중소기업 대상 지원정책이나 벤처기업 지원정책 등이 방송콘텐츠 제작산업에도 적용될 수 있지만, 방송콘텐츠 산업의 특성상 실질적인 혜택이 거의 없는 것이 현실이다. 영상콘텐츠제작관련 세제혜택이 있지만 드라마, 애니메이션 등 일부 장르에 국한되어 있다. 이 연구는 관련정책의 개선이 필요함을 주장하고, 제도의 개선안을 제시한다.

This paper convergent examined caregiver burden, depressive symptoms and health related quality of life of 226 caregivers of stroke patients, who had been hospitalized in 7 general hospitals located in Cheongju and Daejeon Metropolitan city. The quality of life was measured using SF-8, which is a short version of HRQoL. According to Multiple regression Analysis, dependence of a patient were important factors in the physical related quality of life. These results suggest that in order to improve the quality of life related to the physical health of the stroke patient's caregiver, the elderly long-term care insurance system and the caregiver system and the ward of the Ministry of Health and Welfare are expanded ward without a caregiver. There is a need to raise expectations for recovery through education and family support groups.

This study used data from the 3rd and 11th year of the Korean Welfare Panel to evaluate the effects of the Long-Term Care Insurance(LTCI) system on the consumption and expenditure of LTCI users' households. The study consisted of program group using LTCI and control group not using. Chi-square and t-test were used for the characteristic differences among the groups, and the difference of consumption expenditure was identified by multiple regression analysis. As a result, LTCI had a statistically significant effect on the health care costs of LTCI users' households, resulting in an increase in health care costs(${\beta}=3.06$). However, there was no statistically significant effect on the total cost of living, basic cost, education cost, and recreation/entertainment cost. Therefore, in order to show the effect of LTC system, we should try to reduce of self-pay and improve the contents and quality of the service of the LTC system.

Recently demands for marine development are increasing due to limitation of land-based resources, occurrence of the demands for the new materials and the increase of marine transportation among nations. Development activities in marine area give rise to external dis-economic effects to marine species and their habitats. Marine Spatial Planning(MSP) is a system devised to seek sustainable use of marine ecosystem, and to overcome conflicts between conservation and development This paper 1) analysed the effects of MSP in three aspects: economic, ecological and political effects, 2) explained reasons why MSP is necessary in the Korean marine policy and 3) suggested the prerequisites for successful adaptation of MSP in Korea.

The private security industry has expanded in proportion to economic developments throughout the world, largely because the existing security services provided by the government do not satisfy demands of various economic entities and people in the society for better security service. Therefore, it would not be unfair to say that security services by private sectors are decided by its quality, price, and customers' needs. A refined management system, however, is essential to assess qualification of security companies and their service quality, given the nature of public goods of security service. Despite the steady growth of private security industry in Korea, however, it has been continuously criticized that its security management system for better qualification of security guards, training, and private security companies have not been fully updated enough to guarantee good quality. This paper aims to gain insights to effective policy formation in the Korean private security industry, through reviewing the licensing system of private security guards and the Approved Contractor Scheme (hereinafter the ACS) in the UK- that has on one hand systematically regulated private security industry, but on other hand has enforced public-private cooperation by laying significant stress on autonomy of private security companies. The distinctive characteristic of the UK policy for the private security is that the Security Industry Authority (hereinafter the SIA), an independent authority, is leading development of the private security industry of the UK through specialized private security regulation and enhanced service quality. In addition, the UK is developing quality of security service with transparent financial management and recruitment of good quality security guards by adopting not only substantially specified regulations and standards, but the voluntary ACS system. Moreover, the SIA analyzes customers' demands for security service specializing the policy for private security through conducting a variety of surveys. With the analysis of the UK private security system, this paper suggests that the Korean government change from a non-specialized private security regulation system by the National Police Agency to an independently specialized private security authority like the SIA and adopt the compulsory licensing and the ACS system of the UK.

새학교 문화창조의 일환으로 현장에선 학습자의 전인적인 특성을 평가할 수 있는 수행평가를 실시하고 있다. 하지만, 현장여건의 개선없는 제도 도입으로 근본 취지와 관계없이 교사와 학습자는 이중부담에 시달리고 있어 교육의 질 개선에 어려운 점이 많다. 본 논문에서는 수행평가실시로 인한 교사의 업무부담을 줄이고 나아가 수업의 질을 개선하고자 현장 적응력있는 웹 기반 수행평가 설계를 제안하고자 한다.
