Examination of Public Interests and Regulatory Framework of Pay TV Industry (유료방송시장의 공익성 개념과 정책 기조 분석)

  • This study examines the concept of public interests in pay TV industry and analyzed the regulatory framework of the industry. The concept of public interests such as diversity, localism and quality which are mainly discussed in the context of over the air broadcasting extends to universal access, fair competition and consumer protection as pay TV industry grows. However, there is a lack of concrete implementation of public interests in regulatory framework and coordination of public and industrial interests was not accomplished. Major policy that regulates the pay TV industry carries out without big picture. Policy implementation without long term plan results in hierarchical regulation model and it produced consistency problem. In the process of implementing policy in pay TV industry public interests and industrial interests discussion is mixed and sometimes it played exaggerated role.

Valuing Traffic Noise Cost Based on the Damage Cost Approach (피해비용 접근법을 바탕으로 한 소음비용 추정 연구)

  • Traffic noise cost can be assessed either by the damage cost approach or by the avoidance cost method. This paper provides an overview of pertinent studies of these two approaches and shows that the damage cost approach is more universal and reliable than the avoidance cost counterpart. This study then investigated three sub-components to address the damage cost framework. First of all, unit value per person exposed to noise per year was calculated. Secondly, the area exposed to noise was determined using noise prediction equation. Thirdly, the number of people affected by noise was computed by multiplying the number of people exposed to noise with the percentage of people affected by noise. This paper also suggested a simplified equation that represents the relationship between damage costs and noise levels. Finally, the benefits of noise reduction derived from the damage cost method and those from the avoidance cost approach were compared and discussed.

Author Entity Identification using Representative Properties in Linked Data (대표 속성을 이용한 저자 개체 식별)

  • In recent years, Linked Data that is published under an open license shows increased growth rate and comes into the spotlight due to its interoperability and openness especially in government of developed countries. However there are relatively few out-links compared with its entire number of links and most of links refer a few hub dataset. These occur because of absence of technology that identifies entities in Linked data. In this paper, we present an improved author entity resolution method that using representative properties. To solve problems of previous methods that utilizes relation with other entities(owl:sameAs, owl:differentFrom and so on) or depends on Curation, we design and evaluate an automated realtime resolution process based on multi-ontologies that respects entity's type and its logical characteristics so as to verify entities consistency. The evaluation of author entity resolution shows positive results (The average of K measuring result is 0.8533.) with 29 author information that has obtained confirmation.

  • DMB video/audio service was successfully launched. DMB data service is a matter of primary concern now. The TTI(Traffic and Travel Information) service is considered as a killer application of the data service. Tn this paper, we propose a method for design and implementation of the broadcasting system for TTI service. The proposed TTI service system consists of an authoring tool, the DB module, the Transmission module and Monitoring module. This system satisfies the national TTA standards of the Traffic and Travel Information data services for terrestrial DMB; TPEG(Transport Protocol Experts Group) platform. The system was designed to support real-time automatic transmission for CTT and CTT SUM, and non real-time authoring & automatic transmission for POI and SDI, and was focused on the capability to make high-quality contents efficiently and to send them to the data inserter reliably. The performance of the implemented system was proven through the conformance tests with the various commercial receivers. After the continuous upgrade, the system is being used in commercial service.

Channel-Divided Distributed Video Coding with Weighted-Adaptive Motion-Compensated Interpolation (적응적 가중치 기반의 움직임 보상 보간에 기초한 채널 분리형 분산 비디오 부호화기법)

  • Recently, lots of research works have been actively focused on the DVC (Distributed Video Coding) techniques which provide a theoretical basis for the implementation of light video encoder. However, most of these studies have showed poorer performances than the conventional standard video coding schemes such as MPEG-1/2, MPEG-4, H.264 etc. In order to overcome the performance limits of the conventional approaches, several channel-divided distributed video coding schemes have been designed in such a way that some information are obtained while generating side information at decoder side and then these are provided to the encoder side, resulting in channel-divided video coding scheme. In this paper, the interpolation scheme by weighted sum of multiple motion-compensated interpolation frames is introduced and a new channel-divided DVC scheme is designed to effectively describe noisy channels based on the motion vector and its matching characteristics. Through several simulations, it is shown that the proposed method performs better than the conventional methods at low bit-rate and keeps the reconstructed visual quality constantly.

  • The economic appraisal of a port remodeling project must be transparent and persuasive to the public over the entire stage of the project. A project evaluator need to be familiar with the guidelines on evaluation, and to do his best to follow the guidelines to evaluate the given project. To make the right decision on investment, the evaluator must take into consideration not only economic efficiency, but also equity issues such as income redistribution and balanced development between regions. Port remodeling projects tend to produce externalities to the environment. However, these externalities are of qualitative nature, and hard to measure in monetary terms, so these are liable to be ignored in the process of project evaluation. Two different approaches - RP(revealed preference) and SP(stated preference) have been tried to assess the value of these non-market goods. Government authorities need to set minimum guidelines which project evaluators must follow in order to make the evaluation more reliable.

Moving Object Tracking Using Co-occurrence Features of Objects (이동 물체의 상호 발생 특징정보를 이용한 동영상에서의 이동물체 추적)

  • In this paper, we propose an object tracking system which can be convinced of moving area shaped on objects through color sequential images, decided moving directions of foot messengers or vehicles of image sequences. In static camera, we suggests a new evaluating method extracting co-occurrence matrix with feature vectors of RGB after analyzing and blocking difference images, which is accessed to field of camera view for motion. They are energy, entropy, contrast, maximum probability, inverse difference moment, and correlation of RGB color vectors. we describe how to analyze and compute corresponding relations of objects between adjacent frames. In the clustering, we apply an algorithm of FCM(fuzzy c means) to analyze matching and clustering problems of adjacent frames of the featured vectors, energy and entropy, gotten from previous phase. In the matching phase, we also propose a method to know correspondence relation that can track motion each objects by clustering with similar area, compute object centers and cluster around them in case of same objects based on membership function of motion area of adjacent frames.

Multi Point Cloud Integration based on Observation Vectors between Stereo Images (스테레오 영상 간 관측 벡터에 기반한 다중 포인트 클라우드 통합)

  • In this paper, we present how to create a point cloud for a target area using multiple unmanned aerial vehicle images and to remove the gaps and overlapping points between datasets. For this purpose, first, IBA (Incremental Bundle Adjustment) technique was applied to correct the position and attitude of UAV platform. We generate a point cloud by using MDR (Multi-Dimensional Relaxation) matching technique. Next, we register point clouds based on observation vectors between stereo images by doing this we remove gaps between point clouds which are generated from different stereo pairs. Finally, we applied an occupancy grids based integration algorithm to remove duplicated points to create an integrated point cloud. The experiments were performed using UAV images, and our experiments show that it is possible to remove gaps and duplicate points between point clouds generated from different stereo pairs.

  • 기후변화의 영향으로 인한 자연재해의 대규모화에 따라 가뭄재해가 농촌지역에 중대한 피해를 끼칠 수 있는 여지가 확대되고 있다. 그러나 4대강 살리기 사업으로 인하여 대하천의 정비가 강화되었지만 농촌지역 주변의 중소하천은 여전히 기후변화에 취약한 현실이다. 농촌지역의 가뭄재해에 대하여 국가 및 지방자치단체, 공공기관이 효과적으로 대처하기 위해서는 농촌의 특성을 충분히 고려한 대응책을 마련하는 것이 중요하며, 이에 본 연구에서는 "자연재해대책법 시행규칙" 및 "재난 및 안전관리 기본법 시행령", 그리고 "농어업재해대책법 시행규칙"에 있어서 가뭄관련 조항의 개정을 제안하였다. "자연재해대책법" 제2장(자연재해의 예방 및 대비)에서는 풍수해(제2절), 설해(제4절) 에 이어 가뭄에 대한 예방 및 대비를 규정(제5절 29조-33조)하고 있다. 제29조는 가뭄방재를 위하여 필요한 조사 및 연구를 수행하여야 함을 규정하고 있는데, 여기서 '필요한' 조사 및 연구는 시행령 혹은 시행규칙 등을 통해 명확히 할 필요가 있으며, 제30조는 가뭄재해 극복을 위해 제한 급수 및 제한 발전 등의 조치를 취할 수 있다고 규정하고 있으나, 조치를 취함으로써 발생하는 손해 배상 규정의 삽입이 필요하다. "재난 및 안전관리 기본법" 제8조(다른 법률과의 관계 등) 2호에서 제3조1호 가목의 규정에 해당하는 재난(가뭄 포함)의 예방 복구 등에 관해서는 '자연재해대책법'이 정한 바에 따르도록 규정하고 있기는 하지만, 자연재해로 인한 재난에 대해서는 소극적 규정으로 판단된다. 그리고, 제4장(재난의 예방)에 있어서 재난은 제3조1호의 가목(자연현상으로 발생하는 재해), 나목(사회적 재해), 다목(국가기반체계와 관련된 재해) 각각의 경우에 따른 예방대책의 수립이 필요하다. 각 조항의 개정은 농촌지역 가뭄재해에 대한 정책활용을 염두에 두고 개정안을 제시하지만, 법령 자체의 목적 및 타법과의 정합성 등 대한민국 법체제의 통일성 및 안정성을 최대한 반영하였다. 해당 조항의 개정으로 농촌 및 농업지역의 특성을 반영한 다양한 가뭄대응 정책의 활용을 도모하고 가뭄재해로부터 안전한 영농환경이 구축될 수 있을 것이 기대된다.

A New Evaluation Method for the Effectiveness of Standardized Packing Module (포장모듈 표준화 효과의 평가 방법 연구)

  • The modern logistics has tried not only to convert the conventional packing system into unit load system using pallet but also to enhance the fitness between packing facilities and transport modes. This is based on the goal to reduce total logistics cost by improving logistics efficiency. Since the packing unit can affect both loading rate and loading facilities, basic form of packing unit is very important to unit load system. The object of this study is to develop a new method for evaluating the effectiveness of standardized packing module. The new method is based on measure of effectiveness (MOE) which are identified by expert survey. This study has originality in that the collecting method for effectiveness of standardized packing module has not been developed up to now.
