Science Policy-making Process adapting Policy Streams Model - Case Study for International Science Business Belt - (다중흐름모델을 적용한 과학정책 결정과정 분석 : 국제과학비즈니스벨트 사례)

  • 본 연구는 Kingdon(1984)과 Howlett(2014) 모델을 결합한 수정모델을 적용하여 국제과학비즈니스벨트의 정책결정과정을 분석하였다. 그 과정에서 어떠한 사회 정치적 요인들이 영향을 미쳤는지에 대해 알아보고 향후, 국제과학비즈니스벨트 사업과 거대기초과학 정책 추진방향을 모색하고자 하였다. 구체적인 분석은 정책결정과정을 정책의재, 정책형성, 정책집행의 단계로 구분하고, 문제 과정 정책 정치의 흐름과 창, 정책선도자를 변수로 활용하였다. 분석결과, 정책결정과정에서 정치의 흐름과 정책선도자의 역할이 중요하게 작용하였고, 과학자 집단보다는 정치가들과 정부 관료자들이 주도적으로 참여하였으며 그 과정속에서 정치적 혼란을 겪으며 급진적으로 진행되었다는 점을 알 수 있었다.

National Assembly as a Representative Institution and Public Trust: Gap between Expectation and Reality (국회의 사회통합기능과 국민의 신뢰: 국회에 대한 기대와 현실의 괴리)

  • Public disapproval of National Assembly is resulted not only from the structural peculiarity of its decision-making process, but from the gap between public expectation of the National Assembly and its performance. While Korean electorate, being interested in politics with relatively high level of political efficacy, hold higher expectation from politics, the National Assembly fails to satisfy public expectation. In particular, irresponsible behaviors of representatives and the crippled operation of the National assembly are responsible for the low level of public trust to it. Institutional reform and individual efforts of representatives are necessary to promote public trust toward the National Assembly.

The Political Economy of Multinational Factory Regimes and Recent Strikes in Vietnam (다국적 공장 레짐의 정치경제학과 베트남의 최근 파업)

  • 지난여름 베트남 남부의 호치민시와 인근의 공장지대는 전례 없는 파업의 확산을 경험했다. 연구자가 만난 한국기업의 매니저들은 이를 "파업의 도미노 현상"으로 묘사했다. 호치민시 노동조합의 고위간부는 "도이머이(Doi Moi) 이후 노사관계에 가장 혼란스러운 변화가 일어나고 있다"라고 단언하기도 했다. 본 연구는 한국계 다국적 공장을 사례로 1) 최근 파업의 정치경제학적 배경은 무엇인지를 살펴본 다음, 2) 왜 어떤 공장은 최근의 파업의 소용돌이 속에서 상대적으로 안전했던 반면 다른 기업은 그렇지 못했는지, 3) 왜 어떤 공장은 파업의 과정에서 협상을 성공적으로 이끈 반면 다른 기업은 그렇지 못했는지, 4) 최근의 파업이 개별 다국적 공장의 체제에 어떤 사회적, 문화적, 정치적 영향을 미쳤는지 살펴보고자 하였다. 연구자는 연구목적을 위하여 호치민 인근과 동나이에 위치한 약 20여개의 공장을 방문하였으며 서로 다른 특징을 가지고 있는 3개의 섬유공장을 선별하여 현지연구를 실시하였다. 이 가운데 첫 번째 공장은 연구자가 90년대 말 현지연구를 실시하여 공장체제의 성격을 잘 알고 있는 다국적 공장이었다. 나머지 두 공장은 재정 상황과 정치과정의 특징이 첫 번째 공장과 대조될 뿐 아니라 서로 다른 공장이었다. 세 공장을 비교 연구함으로써 연구자는 다국적 공장의 재정적 혹은 경제적 상태가 노동쟁의의 성격을 만드는 주요한 조건이 되지만, 회사의 경제적 조건이 양호하고 경영진이 온정주의적 철학을 실천하고 있다고 해서 파업을 미연에 방지할 수 없다는 점을 보여주고자 하였다. 호치민 인근의 파업이 크게는 세계적인 경제위기, 작게는 회사의 재정상태에 영향을 받고 있지만 특정 공장에서 노동쟁의가 일어나는가의 여부는 이 공장의 정치과정과 레짐의 성격에 의해 좌우된다는 점을 밝히고자 했다. 특히 다국적 공장의 정치과정의 안정을 위해서는 '매개자' 역할을 하는 베트남 중간간부, 사무실 직원, 노조간부 등의 역할이 매우 중요하였다. 이들이 위계적으로 그리고 사회문화적으로 다른 외국인 경영진과 공장 노동자의 갈등을 어떻게 흡수하고 중재하는가에 따라 공장체제의 안정 여부가 달려 있었다. 이번 파업은 각각 다른 정치경제적 조건을 가진 여러 공장의 경영진과 노동자가 이러한 사실을 새삼 깨닫게 하는 계기로 작용했다.

The Political Environment and the President's Influence for Policy toward North Korea: Focusing on the process of 'Special Zone of Peace and Cooperation in the West Sea' policy making (대북정책 결정의 정치적 환경과 대통령의 영향력 : '서해평화협력특별지대' 정책결정 과정을 중심으로)

  • The purpose of this study is to analyze the institutional factors and the political environment in which the influence of the president is limited in South Korea's decision making process of the policy toward North Korea. Although the president has the highest decision-making power over policy toward North Korea as a head of state, the president's influence is not always absolute. Many reasons, such as bureaucratic government through the separation of power, the political environment such as divided government or the remaining term of the president,and the specificity of policy act as factors limiting the president's influence on policy toward North Korea. This study analyzed the dynamics of the decision making process of the 'Special Zone for Peace and Cooperation in the West Sea' which was planned by the agreement between the two Koreas in 2007, and examined the influence of the president, limited by the institutional environment and political conditions in the process.

Political Discussion and the Civic Attitude in Cyberspace: Focusing on Interpersonal Trust and Reciprocity as the Conceptual Constructs of Social Capital (가상공간에서의 정치토론과 시민적 태도의 형성: 사회자본 개념요소로서 대인간 신뢰와 호혜성을 중심으로)

  • This research studied how political online discussion participation and experiencing opinion disagreement during the discussion affect on civic attitudes(interpersonal trust and reciprocity) and civic participation through pretest-posttest control group experimental treatment. For results, first of all, online political discussion positively affects on civic attitude of participants, but it's effect was partial. Next, experiencing opinion disagreement can help to have rather improving civic attitude than reducing civic attitude. Finally, civic attitude consists of interpersonal trust and reciprocity acquired from online discussion also partially and positively affects on civic participation which is more affected by reciprocity than interpersonal trust. Regard to these effect of online discussion, civic attitude can be extended by participating political communication(discussion), and participating communicative associations lead to encourage civic attitude of them and function to reinforce social integration and social ties.

  • This study problematizes the youth‘s politico-cultural process of identification as becoming in the context of candle demonstration in Seoul, 2008. We examine their ethical subjectivity, communicative subjectivity and political subjectivity based on our analysis of depth interviews of teenage activists in the candle demonstrations. It is suggested that instead of naming the teens as the historical consequence of so-called 386 generation, or social product in the neo-liberal economic and educational conditions, we need to understand the complexities and dynamics of the youth’s practice of identity politics: subjective pain and anxiety in daily life, creation and sharing of pleasure and fun of peer group comunication are mixed into the pursuit of justice in their social activation of generation/gender politics.

Globalization and the Politics of "Forgetting" : A Study on a Foreign Immigrant Community in Wongok-dong, Ansan (세계화와 "잊어버림"의 정치 : 안산시 원곡동의 외국인 노동자 거주지역에 대한 연구)

  • This paper aims at examining the ways in which foreign immigrant workers in South Korea have been "forgotten" and "marginalized" in the regulatory politics of globalization and how the politics of "forgetting" has influenced the formation of immigrant local communities in South Korea. More specifically, by focusing on the immigrant community in Wongok dong, Ansan, it explores the forming questions. First, under what conditions has Wongok' dong become one of the biggest communities for foreign workers in South Korea? Second, how has the growth of the Wongok-dong immigrant community been influenced by the politics of "exclusion", and "inclusion" taking place at various geographical scales? Based on this case study, this paper suggests that the practices of "exclusion" and "forgetting" should not be seen as an inevitable outcome of globalization; instead, they need to be seen as an outcome of political processes, in which the practices of "exclusion" and "inclusion" are intertwined with one another through interactions and negotiations among different interests and ideas that take place in the multi-scalar regulatory processes, which contribute to the (material and discursive) construction of globalization.

Theoretical Perspectives on the Causes and Effects of Political Trust (정치적 신뢰 변화의 원인과 결과: 이론적 쟁점)

  • Political trust is defined as the degree to which people perceive that government is producing outcomes consistent with their expectations. Political trust as a concept has endogenous as well as exogenous characteristics in that it can cause and be caused by other political factors. The purpose of this study is to introduce and evaluate various theoretical perspectives related to the causes and effects of political trust. With respect to its causes, this study focuses on the following five factors: government policies, unethical behaviors of politicians, citizens' penchant for participatory democracy, the public's misperceptions on government, and political culture. On the other hand, this study discusses the impacts of political trust on each stage of political process by paying attention to the following factors: government's governability, election outcomes, political recruitment, and the directions of government policies.

A Political Economic Analysis of Environmental Policy, Redistributive Policy, and Economic Growth (환경정책, 재분배정책, 경제성장에 관한 정치경제학적 분석)

  • We analyse an overlapping generation model in which economic agents, especially their income distribution, influence environmental policy and redistributive policy through political decision making process. In an economic equilibrium which doesn't consider political process, the introduction of environmental policy is shown to increase economic growth rate. In contrast to an economic equilibrium, environmental policy can be adopted when economic inequality reduces to a certain threshold in a political economic equilibrium. The adoption of environmental policy, on the other hand, incurs the demand of strengthened redistributive policy, which in turn decreases economic growth in a short run. We discuss broad policy implications based on our political economic analyses.
