With the introduction of the system of recognizing masters of craft and performance skills in 1970, the principle of "preserving the original form," which was already in general use, was adopted as a legal principle in the Cultural Heritage Protection Act. While the concept "original form" can be related to tangible elements of heritage through the Act, the intangibility of craft and performance skills does not allow their pinpointing at a particular temporal period or the identification of a particular master from the past as the basis of an original form. Therefore, those craft or performance skills that are available at the point of recognition of relevant masters must serve as the basis of the original form for the intangible heritage concerned. This means that the principle of preserving the original form of intangible heritage has been implemented not based on a fundamental form of materiality, but rather on the craft or performance skills that may be held by a master at the time of his/her recognition as a "temporary original form." This principle has been observed through intangible heritage transmission and education policies for recognized masters and their trainees, contributing to establish an elitist transmission environment in which public were denied to join the education on intangible heritage. Even with policies guided by the principle of preserving the original form, designated craft and performance skills have been transformed contingent upon given social and environmental conditions, thus hindering the preservation of the original form. Despite the intrinsic limitations of the principle of preserving the original form when applied to intangible heritage, this principle has served as a practical guideline for protecting traditional Korean culture from external influences such as modernization and Westernization, and also as an ultimate goal for the safeguarding of intangible heritage, engendering actual policy effects. The Act on the Safeguarding and Promotion of Intangible Cultural Heritage that comes into effect in March 2016 takes the constantly evolving nature of intangible heritage into consideration and resultantly adopts a concept of "essential form" (jeonhyeong) in place of "original form" (wonhyeong). This new concept allows for any transformations that may take place in the environment surrounding the intangible heritage concerned, and is intended to mitigate the rigidity of the concept of "original form." However, it should be noted that "essential form," which is manifested as the unique significance, knowledge, and skills delivered by the intangible heritage concerned, should be maintained according to the guidelines and principles related to heritage conservation. Therefore, the new concept can be understood not as a rupture, but more as a continuum of the concept of "original form."

Due to the negative impacts of microplastics (MPs) on the ecosystem, the investigation of its occurrence and its treatment from sewage and wastewater treatment plants (WWTPs) have received a lot of attention in the recent years. Most MPs are precipitated and removed with the sludge during the treatment process. Proper sludge management is immensely necessary to avoid MP exposure in the environment. However, the domestic research on this aspect is limited. This study reviews appropriate sludge management approaches to decrease environmental MP exposure. This can be achieved through investigating sludge generation and treatment, regulation laws and government policy trends with an emphasis on WWTPs. The ratio of sludge in sewage treatment plants has been observed to be highest in recycling followed by incineration and landfills. Recycling is the highest in fuel followed by construction materials and composting. For WWTPs, the highest ratio is in recycling followed by fuel and landfills, and recycling is confirmed in the following order: incineration > after composting > after solidification > earthworm breeding. Treatment approaches that can increase the exposure of MPs to the ecosystem are considered to be used in landfills and agricultural fields. However, this method is not appropriate given the insufficient capacity of domestic landfills and the sufficient supply of existing chemical and animal manure fertilizers. Instead, it would be rational in terms of environmental preservation to expand the use of fuel and energy in connection with the new and renewable energy policy, and to actively seek the use of sub-materials for construction materials. In order to secure the basic data for the effectiveness of future planning and revision of related laws, it is required to perform an in-depth investigation of the sludge supply and demand status along with the environmental and economic effects.
Currently, Korea's banking industry holds a sizable amount of non-performing loans which stem from the government-led bailout of many troubled firms in the 1980s. Although this burden was somewhat relieved with the aid of banks' recapitalization in the booming securities market between 1986-88, the insolvent credits still resulted in low profitability in the banking sector and have been detrimental to the progress of financial liberalization and internationalization. This paper surveys the corporate bailout experiences of major advanced countries and Korea in the past and derives a rationale for readjustment measures against non-performing loans, in which rescue plans depend on the nature of the financial system. Considering the features of Korea's financial system and the banking sector's recent performance, it discusses possible means of liquidation in keeping with the rationale. The conflict of interests among parties involved in non-performing loans is widely known as one of the major constraints in writing off the loans. Specifically, in the case of Korea, the government's excessive intervention in allocating credits has preempted the legitimate role of the banking sector, which now only passively manages its past loans, and has implicitly confused private with public risk. This paper argues that to minimize the incidence of insolvent loan readjustment, the government's role should be reduced and that the correspondent banks should be more active in the liquidation process, through the market mechanism, reflecting their access to detailed information on the troubled firms. One solution is that banks, after classifying the insolvent loans by the lateness or possibility of repayment, would swap the relatively sound loans for preferred stock and gradually write off the bad ones by expanding the banks' retained earnings and revaluing the banks' assets. Specifically, the debt-equity swap can benefit both creditors and debtors in the sense that it raises the liquidity and profitability of bank assets and strengthens the debtor's financial structure by easing the debt service burden. Such a creditor-led or market-led solution improves the financial strength and autonomy of the banking sector, thereby fostering more efficient resource allocation and risk sharing.

This study reviewed the type of the project and developmental plan related to ocean energy development in the coastal land boundaries and the ocean, and suggested the efficient scoping method through the diagnosis of the key items of environmental impact assessment (EIA) in the coastal area. The major projects are the construction of tidal power plant, tidal current power plant, and offshore wind power plant in the public water, and also those are the construction of solar power plants in the coastal land boundaries. While the project plans on a large scale such as the construction of tidal power plant, it is important to consider both property of usefulness of the designated areas and harmony analysis with marine space availability based on the adequacy of the site selection and relevance of plan with the master plan for reclamation and strategic environmental assessment (SEA). And also it needs to be considered the careful checkup on the EIA checklist referring to the type of project, effective post-monitoring, and suggestion of mitigating methods to minimize the environmental impacts during the stage of actual environmental impact assessment. Introduction of a system of integrated marine environmental impact assessment should be considered for reasonable and effective manage to developmental projects on the marine spatial area.
Recently, the VWORLD was built to ensure competition on the advance of domestic enterprise into foreign markets with rapid expansion of spatial information industry of the world. However, the policy to secure user is insufficient because the VWORLD's service is embryonic stages. Then again, tourist industry is growing rapidly and leading the world economy and number of domestic tourists are also steadily increasing. Although the size was expanded, Korean tourist industry's competition is relatively weak, so some scholars insist that raising the tourist industry's quality. This backgrounds make a study of the tourism information service. So, this paper progressed a study on the development of the tourism information service based on a service science and used VWORLD as a test model. This paper drew the customer's demands on the tourism information service and strategic points of the development from those by using a Quality Function of Deployment of service science's new service development methodologies. After that this study prioritized those strategic points. As a result, 'Face Map' that is a service model was made. Moreover, this study have try to raise the development's effectiveness and efficiency based on service science's a new service development process.
OSINT(Open Source Intelligence), rapidly increasing on the surface web in various forms, can also be used for criminal investigations by using profiling. This technique has become quite common in foreign investigative agencies such as the United States. On the other hand, in Korea, it is not used a lot, and there is a large deviation in the quantity and quality of information acquired according to the experience and knowledge level of investigator. Unlike Bazzell's most well-known model, we designed a Korean-style OSINT-based profiling technique that considers the Korean web environment and provides timeline information, focusing on the improved workflow. The database schema to improve the efficiency of profiling is also presented. Using this, we can obtain search results that guarantee a certain level of quantity and quality. And it can also be used as a standard training course. To increase the effectiveness and efficiency of criminal investigations using this technique, it is necessary to strengthen the legal basis and to introduce automation technologies.

Korea conducts a national health screening program to improve and check-up on public health and in recent years, the screening usage has been increased. Given the increased screening usage for radiographic exams, this study predicts the frequency of using radiographic exams and the exposure dose. This study estimates the usage of radiographic exams by isolating radiographic exams from the 2011 analysis of the national health insurance corporation, and estimates the public exposure dose by applying each procedure's dose table from UNSCEAR 2008. As a result of the analysis, in the 2011 National Health Screening, the average exposure dose per person is assumed to be 0.57 mSv, and depending on the type of screening program from the radiographic exam, an examinee could be exposed to between 0.2 mSv and 11.081 mSv. The frequency of using radiographic exposure was found to be 16,005,914 and the exposure dose was 6,311.76 person-Sv. The most frequent exam is the Chest X-ray, which was performed 1,070,567 (69.17%), and the UGI has the highest exposure dose at 5,217.94 person-Sv (82.67%). The outcome is categorized based on gender and age, excluding those under 39 years old. In all age groups, the screening usage and exposure dose are higher in females than in males. In particular, females between 50 and 54 years old have the highest screening usage (1,674,787, 10.5%) and exposure dose (701.59 person-Sv, 11.1%). As UGI accounts for 82.76% of procedures, except when done for medical purposes, if the government supports a voluntary UGI exam (which includes the UGI exam in the National Screening Program) or abolishes it completely, as seen overseas, the cost-effectiveness and validity of the UGI exam, as well as the exposure dose from the National Screening Program will all decrease significantly.

The entrepreneurship can be a source of national growth potential as behavioral tendencies of people who seek innovation, take risks of failure, and proactively respond to opportunities. In particular, in the economic situation of Korea where growth has been stagnated, it is necessary to strengthen the entrepreneurship of women which is relatively lower than men's in order to activate the start-up and economic participation of the whole people. In this regard, this study focuses not only on gender differences in entrepreneurship but also on the hidden impact of social contexts that cause gender differences in entrepreneurship. Specifically, this study examined the moderating effects of childbirth, a factor that reflects the social context of Korea in the relationship between gender and entrepreneurship. According to the results of the model that includes the interaction effect of these variables in addition to the independent effects of gender and childbirth, the gender effect disappeared, while the significant effect of both the childbirth variable and the interaction variable of gender and childbirth were confirmed. Furthermore, according to additional analysis, which identified the differences in entrepreneurship by creating four types of treatment groups based on gender and childbirth status, entrepreneurship was significantly lower in the 'female and childbirth' group than in all other groups. The difference between the remaining treatment groups was not statistically significant. These results indicate that differences in entrepreneurship levels between men and women overlap not with the unique trait of men and women, but with the social contextual effects of Korea, where women are under the full burden of childbirth and parenting. This study suggests implications that effective policy measures to promote women's entrepreneurship or economic activity should be taken by taking into account the social context of Korea that suppresses women's entrepreneurial behavior.
China has recently advocated a national strategy called "One Belt One Road" and transferred to execution to refine it into detailed action plans and has continued to fix the complement. However, the Korean Peninsula, including the North Korea remains could not be included at all in the Chinese development policy and framework in terms of the International Logistics. Currently it is raised between Korea-China rail ferry system again and that is when we need to make effective policy development on international multimodal transport system in Northeast Asia. This paper introduces the K-LB (Korea LandBridge) as its execution plan and conducted a feasibility study on this. K-LB consists of a Korea-Russian train ferry system based in Pohang Yeongil New Port(light-wing) and a Korea-China train ferry system based in Saemangeum New Port(left-wing). These two wings are linked to the existing rail system in Korea. This study is convinced that the K-LB is an effective international logistics system in the current terms and conditions and also demonstrated that it is feasible to introduce th K-LB on the peninsula. More strictly speaking, through a linear programming under objective function that minimize the transport cost quantified prior to demonstrate the feasibility, the available ranges and conditions for the transportation costs that are ensured the effectiveness of the K-LB are presented as results. According to the results, if the transport cost of K-LB is cheaper about 34.5% than that of sea transport such as container transport, the object goods may be transported by K-LB on this route. It means that the K-LB system has a competitive advantage due to more rapid customs clearance as well as omitted loading and unloading procedures over container transportation system. It also noted that the threshold level may not be large. Therefore, K-LB has competitive enough to prove its introduction in the Northeast Asian logistics system.

Recently, the conservation of mountainous landscape and compensation for diverse demands for mountain areas such as leisure, recreation and welfare are under discussion. The purpose of this study is to investigation the perception of mountainous landscapes by those who view and recognize the landscapes and to estimate economic value by estimating the willingness to pay for the management of mountainous landscapes. This study will provide data for the management of mountainous landscapes. As a result of comparing the perception between the territorial landscape and the mountain landscape, the mountain scenery was 3.96, the management level satisfaction was 3.28, and the management necessity was 4.38, which was higher than the national landscape, while the national landscape was satisfactory but the management level was insufficient. Jeju Island (39.0%) and Gangwon (38.6%) were chosen as the most scenic areas with beautiful forest and mountainous landscape resources. The aesthetic characteristics of the vast skyline of mountain scenery, the background of the area, and the mountainous landscape that forms the landmark were evaluated highly. And, it is considered that consciousness of mountainous landscape management is heightened by 86.8% of respondents, who positively answered the Mountainous Landscape Visual Impact Assessment before the development project. The per capita payment amount for mountainous landscape management was calculated to be 3,742 won and, based on the number of visitors to the mountain National Parks in 2016, it is estimated to have an economic value of about 169.5 billion won. Policymakers have limitations in the mountainous landscape management policies of the administrative subject. Establishing a consensus on the importance and necessity of landscape management by diagnosing the status of public perception is expected to help create more effective policy direction and implement strategies for the management of these areas.
