This study analyzes and suggests improvement direction for the problems of housing related market laws and policies that cause sudden changes according to the application criteria. These laws and policies include income deduction from housing subscription, monthly rent loan for housing stability, high price house, penalty points from poor quality construction, and real estate brokerage commission. Each has one or more specific values that decide application criteria causing noticeable different results. Benefit or loss can be decided when an application range is changed by a small difference of the application value near to the boundary. This study suggest to use equations instead of a certain values to remove those sudden changes and to make them steadily increasing slopes which can be lines or curves. The concept can be applied to other laws and policies that have significantly different results between criteria.

국가혁신체계로서 클러스터의 중요성과 더불어, 향후의 방향에 대해 논하고자 한다. 본 연구의 목적은 클러스터의 지역, 산업, 정책적인 특성을 파악하여서 미래의 발전방향을 파악해보기 위한 것이다. 일반적으로 클러스터는 지역적으로, 산업적으로 확산되는 가운데, 정책적 지원을 통한 성장을 기대하고 있다. 지역, 산업, 정책 클러스터로 구분하여 살펴본 결과, 지역 및 산업 간의 연결과 정책적 촉진(facilitate)은 불가피한 것으로 나타났다. 다만 정책은 클러스터의 진화에 필요한 합리적이고 객관적인 기준설정에 의해 실행되어야 하고, 궁극적으로 시장의 자율적 역할이 극대화되는 방향으로 전개되어야 할 필요성이 존재하고 있다. 따라서 클러스터 진화과정에서 시장의 자율 즉 새로운 비즈니스에 대한 시장의 엄격한 평가가 진행될 수 있도록 진화시키는 것이 중요하다고 하겠다.

주택 가격이 최근 급등하면서 각종 정부정책이 쏟아져 나오고 있지만 주택 가격은 지역 별 편차를 늘리는 등 다른 문제점들을 양상하고 급등한 가격을 조정하는데 어려움을 겪고 있다. 주택을 선택하는 속성에는 다양한 기준이 존재하고 있어 단순한 정부 정책만으로는 해결하기 어려운 측면이 있다. 따라서 다양한 주택선택 속성에 대해 파악하고 주택구매 의도에 미치는 영향에 대해 파악하는 것이 중요하다. 본 연구는 주택선택 속성과 정부정책이 주택 구매행동에 미치는 영향력을 통해서 주택시장에 대한 이해를 돕고자 한다. 이를 위한 분석의 주요 쟁점은 다양한 유형의 주택선택 속성과 정부 정책 간에 부동산 투자전망의 조절효과를 고려하는 것이다.

A green market refers to a market that consists of environmentally aware consumers. A few researches have been carried out on the effects of environmental policy measures in a green market. These existing researches were based on a vertical differentiation model with firms' price-setting behavior, and derived that unit emission standard and environmental product taxes could not reduce the amount of pollution emission. This note considers a vertical differentiation model with firms' quantity-setting behavior, and shows that, contrary to the previous result, the amount of pollution emission is reduced by the introduction of unit emission standard. This implies the importance of the nature of firms' interaction in figuring out the pollution abatement effect of environmental policy measures in a green market.

The curriculum localization policy is closely related to the decentralization and autonomy policy, which is a direction of the 2022 revised curriculum. In particular, considering the continuously expanding and changing environment and contents in science education, the localization of the science curriculum has the advantage of advancing to expertise through diversity. In this paper, through experts' perception of the science curriculum localization policy, the implications of the curriculum revision were confirmed, focusing on 'MPOE(Metropolitan and Provincial Offices of Education) curriculum arrangement and implementation guidelines(hereinafter referred to as 'guidelines')' and the achievement standards revision of science curriculum. In conclusion, study participants considered that the possibility of expanding the localization of the curriculum was high due to the unique characteristics of science practices. And they recognized the level of localization at the 'district office of education or village'-level between MPOE-level and school-level. When localization reaches the school-level in the future, it was considered necessary to discuss linkage with teacher policies such as teacher's competency, noting that the level of teachers could become the level of localization. In addition, there was a common perception that in order for the science 'guidelines' to be localized, 17 MPOE must be given the authority to autonomously organize some achievement standards in parallel. It was considered that 'restructuring or slimming of achievement standards' should precede localization of achievement standards in connection with this. On the other hand, it was predicted that the curriculum localization policy would enhance the aspect of diversification and autonomy of the science curriculum, and the establishment of achievement standards was directly related to evaluation, so it recognized the need to refine policies such as new description for evaluation clause in future science 'guidelines'. Finally, considering science and characteristics, it was mentioned that it is necessary to specify regional intensive science education policies in the 'guidelines' themselves beyond the localization of teaching materials.

통계자료는 국가의 정책을 수립하는데 가장 기초가 되는 자료로서 국가 경영에 필수적인 인프라에 해당하며, 국가정책 수립의 근거자료로 활용하기 위해서는 생산되는 통계자료의 신뢰성이 담보되어야 한다. 신뢰성은 생산되는 통계자료의 정확성을 가장 기본으로 하며, 더 나아가서는 시기적절하게 통계자료를 생산하고 수요자 중심의 통계지표를 발굴 제시했을 때 통계자료로서 의미를 갖게 된다고 할 수 있다. 본 연구는 통계자료가 갖는 의미에 맞고 효과적인 통계자료를 생산하기 위하여 현재 발간중인 한국수문조사연보의 통계량과 산정기준, 적용성 및 활용방안에 대한 종합적인 검토를 통해 표준화된 통계처리 기준을 제시하고자 한다. 이를 위해 강수량과 수위, 유량측정성과 및 유량자료 통계량 44종에 대한 통계량별 결측치 처리기준과 활용성 및 결측치 처리방안에 대하여 검토로 통계값의 일관성 및 객관성이 확보될 수 있도록 개선방안을 마련하였다. 더불어 자연현상에 대한 명확한 해석이 가능하고, 기후변화에 따른 기왕의 극치자료와 비교검토가 용이하도록 통계량 표 개선과 이동시간 기준 최다강수량 등 신규 통계값에 대한 산정기준 방안을 제안하였다. 본 연구의 결과로 제시한 신규 통계량 정보를 추가적으로 제시하고, 표준화된 통계처리 기준에 따라 통계값을 산정할 경우 통계 자료의 일관성 및 객관성이 확보될 수 있을 것으로 기대된다.

본 논문은 인터넷 상에서 서비스되는 스트리밍 미디어를 캐쉬 서버에서 캐슁할 때 적용할 수 있는 재배치 정책에 관한 것이다. 스트리밍 미디어의 특성에 적합한 재배치 기준을 제시하고, 그에 따라 미디어 데이터를 캐슁하고 재배치하는 방법을 제안한다. 또한, 제안한 재배치 정책과 기존의 알려진 방법들에 대한 성능 비교 분석을 수행 한다.

Nowaday OECD countries actively introduce the performance audit to evaluate the performance of public policies. Motivated by the current trend in practice, this paper presents performance audit indices and methodology developed for evaluating the transportation investment projects and policies. The main contribution of this study would be twofold:1) key performance indices, 5Es + 4Cs rule, and methodology of performance audit are derived from foreign (GAO, NAO) and domestic (BAI) audit reports; 2) checklists (key issues and focuses) of performance audit are suggested as ranks. It is also suggested that further studies are needed to maintain the indices and the methodology to achieve sustainable performance of transportation projects and policies.

오늘날 공공부문정보화사업에서의 정보시스템에 대한 도입은 정보시스템 자원을 구성하는 하드웨어와 소프트웨어는 서로 불가분의 관계를 갖고 있음에도 하드웨어와 소프트웨어에 대한 규모산정은 서로 상이한 기준이나 지침에 따라 독립적으로 진행되어 왔다. 그러나 이러한 방식은 체계적이고 합리적이지 못하여, 정보시스템 도입이 지속적으로 증가하고 있는 상황에서 적정 시스템 도입 및 개발 등을 위한 객관적 , 체계적 , 통합적인 기준 마련이 필요하다. 따라서 본 연구에서는 하드웨어 규모산정지침과 소프트웨어 대가기준 등 정보시스템 규로산정 관련 기준 간의 연계를 위한 사전연구로써 통합규모산정을 위한 통합모형을 제시하였다.
