민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

국제 원자력 협력이 증가함에 따라 양자간의 협력을 위한 법적 근거가 되는 원자력협력협정의 중요성이 정차 커져가고 있다. 본 논문에서는 미국의 원자력협력협정과 관련된 정책을 분석하기 위하여 우선 미국 원자력법 상의 관련 규정을 파악하고 미국 원자력협력협정이 체결 또는 개정되는 절차 등을 분석하였다. 또한 이들 절차가 실제 적용되는 사레를 파악함으로써 우리에의 시사점을 도출하였다.

International technological cooperation between Korea and Germany is important from a strategic perspective, especially from the view of hub Asian countries around China and Japan. The Korean strategy has emphasized technological cooperation with Germany, an established hub for the EU. However, German and Korean technological cooperation requires supporting policy by the German government for further technological cooperation with Korea. Active support policies for international technical cooperation have been considered for implementation within the main countries. The German government has increasingly recognized Korea as an important partner country. This paper seeks to identify support policies for German small-to-medium size enterprises (SMEs) for greater technological cooperation. Study results found that German SMEs need to strengthen networks in Korea.

협력 시스템은 분산 시스템 환경에서 호스트들이 네트워크를 통하여 상호 연결되어 있으며 다양한 사용자가 여러 자원들 공동으로 활용한다. 협력 시스템 발전 및 정보 보안의 중요성에 대한 인식 증가로 인하여, 개방형 분산 협력 시스템 환경에서도 정보 통신 시스템의 자원을 보호하기 위한 여러 가지의 보안 서비스에 대한 연구가 진행되고 있다. 하지만 기존의 일반적인 보안 서비스로는 협력 시스템에 특징과 구조에 맞는 서비스를 제공하기 어려운 점이 있다. 본 논문에서는 저자가 개발한 산업 디자인 협력 시스템에서의 보안 프레임워크를 제안한다. 제안된 프레임워크는 인증, 암호와 정잭, 접근제어, 보안 정보 관리의 네 가지로 구분하며 각각의 서비스가 상호 보완적으로 구성되어 있다. 또한, 특정 협력 시스템에 맞도록 구성되었지만 다른 협력 시스템에도 응용할 수 있도록 표준화를 따랐으며, 사용자의 요구에 따라 다른 비밀성과 투결성을 지원하기 위한 QoP(Quality of Protection) 서비스도 고려하여 설계하였다. 제안된 보안 프레임워크는 접근제어 요소를 협력 시스템의 구성에 맞도록 재구성하여 기존 정책의 단점인 복합적인 상황에서 확실한 보안을 할 수 있었으며 접근 정의에 따라 다른 알고리즘을 사용함으로 보안 프레임워크가 포함된 후에도 빠른 협력 작업이 가능했다. 또한 디자인 협력 시스템의 동시성 제어 정책을 기반으로 접근 제어 정책을 결정하였기 때문에 시스템 성능에 향상을 가지고 왔다.

Over the last few years, despite the government's ongoing efforts for cooperative relationship between large firms and small and medium-sized enterprises(SMEs), their effectiveness is limited. In addition, the academic researches for addressing practical policy alternatives are also insufficient. This study aims to suggest the practical policies for cooperative relationship between large firms and SMEs. To this end, we suggest typology to know how collaboration process between large firms and SMEs for technology commercialization project with the utilization of dimensions of technology and marketing cooperaton is, and analyse the characteristics of each type, and examine the present situation of collaboration between large firms and SMEs in Korea and then finally, derive government policy guidelines. Through this research, we suggest theoretical framework to reinforce national industry competitiveness under growing global competition through suggesting how SMEs take survival basis, and also how large firms collaborate with SMEs.

최근 국제기술환경은 국가 간 기술 개발 경쟁이 치열해지는 동시에 상호 협력도 확대되는 「경쟁」과 「협력」이 공존하는 상황이 전개되고 있다. 특히 세계의 1%에도 미치지 못하는 연구 개발 자원을 보유하고 있는 우리 나라의 경우, 인적·물적 자원의 한계를 극복하기 위해서는 「국제협력」에 적극 참여하는 것만이 유일한 번영의 길이라고 할 수 있다. 이러한 추세에 대응하여 과거 미국과 일본에 과도하게 의존되었던 기술 협력은 최근 EC, 소련, 동구권 등으로 다변화되고 있다. 향후 기술 협력의 추진 방향은 우리의 기술 개발 목표와 해외의 강점 분야를 연계한 쌍무협력을 강화하고, 국제 공동 연구에의 적극 참여와 지구적 문제의 해결에 능동적으로 동참하는 다국간 협력을 추진할 것으로 전망된다. 이하 미국, 일본, EC, 북한, 소련 및 북방 국가들과의 '92년도의 주요기술협력사항을 전망해본다. The purpose of this study is to contribute to an understanding of the policy instruments used by the public sector to ensure cooperation with the private sector in the delivery of space policy. Despite the importance of public and private partnership in recent years, there has been a lack of research on policy instruments. This study categorized 16 policy instruments into 4 types: purchase contracts, capital subsidies, research and development support and input subsidies. In addition, 5 cases of public private partnership in the United State, Europe and Japan were studied to explore policy implications to strength industrial competition.

앞으로 하도급법을 상습 위반한 업체는 정부 10개 부처가 참여하는 '부처간 하도급정책협력네트워크'에 올라 불이익을 받는 반면 우수업체는 금리를 우대받는 등의 혜택을 누리게 된다. 공정거래위원회(위원장 권오승)는 부처간 하도급정책협력 네트워크 명칭을 '두레넷'으로 선정하고 연말까지 각 부처별 재도 개선을 통해 내년부터 본격 가동에 들어갈 것이라고 밝혔다.
