본 논문에서는 프라이버시 보호를 위한 개인 위치 정보 접근에 대한 통보 유무, 동의와 같은 차별화 된 정책 설정과 특정 장소나 시간에 대해 위치 정보 제공을 차단 할 수 있는 프로토콜을 제안 하려고 한다. 제안하는 프로토콜은 모바일 상의 프라이버시 설정을 위해 응용 레벨에서 동적으로 발생하는 개인의 위치정보에 대해 유저가 설정한 특정 장소와 시간에 따라 차단하는 기능 설정할 수 있다. 또한 서비스 제공자와 요청자 별로 개인 위치 정보 접근에 대한 통보 유무, 동의와 같은 차별화된 정책을 설정 할 수 있다. 제안하는 프로토콜은 이들 설정된 정책들의 리스트들을 요청자 별로 나누어서 사용자 프라이버시 리스트 서버(UPLS)에서 관리하며, 서비스 요청 시 설정된 정책에 맞는 서비스를 서비스 제공자들이 제공하게 되므로 개인 위치 정보에 대해 프라이버시를 제공하게 된다.

Differentiated Services (DiffServ) is a technique to provide Quality of Service (QoS) in an efficient and scalable way. However, current DiffServ specifications have limitations in providing the complete QoS management framework and its implementation model. This paper proposes a policy-based QoS management model that supports DiffServ policies for managing QoS of DiffServ networks. The management model conforms to Model-View-Controller (MVC) architecture, and is based on Enterprise JavaBeans (EJBs) technologies. In our model, high-level DiffServ QoS policies are represented as valid XML documents with an XML Schema and are translated to low-level EJB policy beans in the EJB-based policy server. The routing topology and role information required to define QoS policies is discovered by using SNMP MIB-II, and the QoS policy distribution and monitoring is accomplished by using SNMP DiffServ MIB.

Policy information is very valuable around the nation in its aspects of uniqueness, perofessionalism and specificity, so it has great significances to individual citizens. Therefore, it is necessary to prepare systematic instruments for anyone to have easy access to policy information owned by government and administrative institutions. And particularly, it is so impending to develop efficient policy information service(PIS) system. Indeed, however, Korea doesn't have yet established any policy or system to make policy information available on bloc to citizens. Thus, the purpose of this study is to conduct a survey to analyze actual profile of Korean policy information circulating institutions, and is also to analyze needs for domestic circulation of policy information, so that it can seek possible ways to consolidate domestic scattered policy information into a nationwide information system to improve national policy information infrastructure of Korea.

공개키 기반구조는 공개키 알고리즘을 이용하여 정보보호 서비스를 제공하는 정보처리 및 정보통신시스템에서 사용자 공개키의 무결성과 인증성을 제공하기 위한 중요한 기반 서비스이다. 공개키에 대한 무결성을 제공하기 위해서는 전자서명이 요구되며, 인증성을 제공하기 위해서는 제3의 신뢰기관이 요구된다. 제3의 신뢰기관이 통칭 인증기관이다. 사용자는 인증서를 이용하여 응용에게 공개키의 무결성과 인증성을 알려주며, 응용은 인증서에 포함되어 있는 공개키를 이용하여 정보통신 시스템에서 다양한 정보보호 서비스를 실현한다. 인증서 정책은 하나의 인증서를 특정응용에 적용 가능한지를 알려주기 위한 법칙들의 집합이라고 될 수 있다. PKI 영역(Domain)은 하나의 통일되고 합의된 인증서 정책으로 구현되는 인증기관들과 사용자들의 집합이라고 볼 수 있다. PKI 응용 영역간의 상호 연동은 PKI 서비스를 확장하기 위하여 중요한 기술이다. 본 고에서는 PKI 영역간 상호 연동을 위한 공개키 기반구조의 개요와 필요성 등을 기술하고, IETF PKIX의 공개키 기반구조 표준화 동향을 분석하며, 상호 연동을 위하여 요구되는 인증서 정책과 인증서 확장자를 살펴보고, 대표적인 주요 인증서 정책들을 분석하며, 최근 PKI 포럼에서 연구된 PKI 영역간 상호 연동 방식을 살펴보고, 마지막으로 상호 연동 방식간의 특징과 장단점을 제시한다.

The purpose of this study is to redefine the concept and scope of universal service and to develop universal service policy of South Korea for Korean reunification. The basic assumption of this study is that well developed universal service may contribute to the eventual reunification by ensuring equal access to information resources for the two peoples. The theoretical foundation of this study includes social capital and diffusion of innovations theory. This study uses policy analysis as both data collection and data analysis, more specifically qualitative policy analysis with triangulation for improving credibility. Data for the analysis were collected through legislation, other policy documents, and major agreements between North and South Korea related to informatization and unification. This study, identified the major characteristics of universal service and explored the current universal service in South Korea by analyzing major poicy instruments of South Korea. In addition, this study presented a great possibility of cooperating in telecommunication policy and telecommunication infrastructure. Consequently, this study proposed policy recommendations in five areas: 1) redefining the scope of universal service, 2) developing a unified telecommunication infrastructure, 3) developing policy instruments, 4) restructuring government organizations, and 5) creating a participatory universal service model for Korean reunification.

본 연구는 대학도서관을 중심으로 전자 정보서비스의 현황을 파악하고 이용자와 사서의 인식을 조사하여 도입 초기단계에 있는 국내 대학도서관에 온라인 실시간정보서비스의 운영방안을 제시하기 위한 목적으로 수행되었다. 이론적 연구와 실증적 연구에서 분석된 결과를 기초로 하여 계획, 정책, 실행의 측면으로 운영방안을 제시하였다. 서비스와 이용자의 특성을 고려한 계획과 기존 전자 정보서비스를 반영한 정책을 기반으로 효율적 교육 및 홍보와 평가를 통한 실행이 요구된다.

무선 데이터 서비스를 통한 사용자의 급속한 증가는 이동 단말의 증가 및 멀티미디어 응용이 가능한 이동 장치의 성능 증가, 높은 데이터율의 무선 액세스 기술 등 다양한 환경을 변화시켰다. 본 연구에서는 IP 이동망에서의 종단 사용자(End-User)의 서비스 보장을 위해 QoS(Quality of Service) 제어 메커니즘을 분석하여 QoS 정책 관리 구조를 제안하였다. 이 구조는 유선과 IP 이동망과의 복합적인 네트워크에서의 사용자 정책 기반 통합 지원 구조로 구성되며, 해당 자원에 대한 서비스를 구분하여 사용자 정책을 관리하며, 팀 이동망을 고려하여 단위 네트워크의 QoS 관리 서버를 중하여 종단 사용자의 QoS 정책을 관리하게 된다. 본 논문에서 제안한 구조는 종단 사용자 정책을 관리하는데 있어 응용 서비스 고유의 특성을 보장하며 사용자 정책에 따른 서비스 자원을 통함 관리할 수 있다.

UN has decided to observe the year 1999 as the International Year of Older Persons (IYOP). Since that year, older persons should have equal access to information in order to function effectively in an information society for all. Public library should be a important access point for older persons, and above all, be a leading ole to bridge digital devide in the regional community. There are, however, few policies or guidelines for public library services to older persons in Korea. This is a time fur developing these ones at the national level. In this study, the draft for public library services to older persons is suggested.

The purpose of this study is to investigate the current nationwide status of the multicultural and multilingual library services in Korea. To do this, a survey aimed at the public libraries, the non-governmental organizations and the governmental bodies that provided library services with multicultural and multilingual materials was conducted. Also, 15 librarians and the persons in charge were interviewed. As a result of this study, some recommendations not only regarding national library policies but also regarding public libraries providing multicultural library services to local users were suggested.

본 연구의 목적은 장애인활동지원제도의 현황 및 문제점을 살펴보고 정책적 개선 방안을 제안하는데 목적을 두고자 하였다. 이를 위해 보건복지부 통계자료를 활용하여 전국의 장애인활동지원 서비스기관들의 현황과 서비스에서 나타나는 문제점들에 대해 파악하였다. 정책적 개선방안으로 장애인활동지원 기관정보 조회서비스의 표준화된 제공, 장애인 본인에게 적합한 지원 기관이 선정 될 수 있도록 정보 제공, 서비스 만족 향상에 이용자의 특성과 욕구를 신속하게 파악, 개별 서비스의 특성상 활동 과정에서 발생할 수 있는 갈등관리 대응, 개선이 필요기관 전문가의 지도 및 컨설팅 제공, 우수기관 사례관리를 통해서 노하우 공유, 회계프로그램을 효율적으로 수행을 위한 전문가 파견 및 지원을 통하여 서비스가 개선 될 수 있도록 정책적 제안을 하고자 한다.
