To date, the literature has focused on formal R&D activities, such as internal, joint or external R&D, but informal R&D activities, such as job training or design, can also have a positive impact on technological innovation. To address this research gap, this paper examined 1) the influence of informal R&D activities on innovation adoption, and 2) the differences between formal R&D-oriented and informal R&D-oriented firms in process and product innovation. For this, statistical analysis was conducted using the data set from 2012 Korea Innovation Survey. The results suggest that 1) informal R&D activities can influence process innovation, and 2) firms engaging in both informal and formal R&D actively adopt product innovation. Findings suggest that 1) firms should recognize the importance of informal R&D and 2) national R&D policy should reflect the positive role of informal R&D in technological innovation.

물부족현상을 해결하기 위해서는 장기적인 공급기반시설의 확충과 함께 여러 형태의 경제적 유인제도의 활용을 통한 수요관리정책을 병행함으로써 물의 절약효과를 최대화시키는 것이 바람직하다. 본 연구에서는 1993년 한국 제조업을 대상으로 시장구조적, 환경적 제약여건하에서 공업용수의 비효율적인 사용실태를 알아보고 적정수준의 용수수요량을 유도하기 위하여 용수가격의 인상을 추진할 경우, 이에 필요한 가격인상율을 제시한다. 방법론적으로는 적정수준의 자본투입을 가정한 제약일반비용함수를 추정한다. 추정결과, 공업용수는 적정수준에 비해 무려 평균 50배 이상 과다하게 사용되고 있으며 1993년 현재의 용수가격을 106.8% 인상시켜야 적정수준으로 유도할 수 있는 것으로 나타났다.

이 조사는 1960년 이래 외국인의 투자가 있는 우리나라 정보통신사업체에 대한 다각적인 분석을 통해 외국인투자의 현황을 파악해 보고 향후 전망을 함으로써 국내 기업의 대외경쟁력 확보와 해외진출에 기여할 수 있는 기회와 정부나 정책연구기관의 향후 정책수립에 필요한 기초자료를 제공하기 위해 실시하였다.

국제 곡물가격의 고공행진 등 축산업 전반적으로 어려움이 지속되고 있는 가운데 신정부가 지난 2월 출범하였다. 한.미 FTA 국회비준은 물론 한·EU FTA 협상 전개 등이 경기 침체와 맞물려 앞으로의 양계산업은 가시밭길이 예상되고 있다. 신정부 출범과 함께 본회에 서는 양계인들의 의견을 수렴하여 8개 사안에 대해 양계분야 정책을 정부에 건의한 내용을 요약.게재한 것이다.

The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.

'기업 생태계'에서 '유니콘'이란 표현법은 2013년 'Aileen Lee'에 의해 명명된 이래, 특히 한국에서 '스타트업 생태계'의 국제적 수준 비교의 차원에서 활발하게 다루어졌다. 정부 차원에서는 이를 정책적 목표로 설정하여, '2022년까지 유니콘 기업 20개 목표'를 제시한 바 있다. 이와 같이 '유니콘 클럽 기업'에 대한 현상이 정책적 목표 차원에서 다루어지며, 대중적으로 더욱 확산된데 반해, 이에 대한 실체적 및 본질적 이해 목적의 학술적 연구는 충분치 못하였다. 본 연구는, 첫째, 2018년 기준 '유니콘 클럽' 기업 326개 및 2019년 479개의 기업을 대상으로 이들의 특성을 심층적이고 다면적으로 분석하였다. 그동안 주로 국가 별 '유니콘 기업' 수 및 산업 분류 기준 일반현황 중심의 대중적 소개가 주된 내용이었다. 그러나, 본 연구는 투자자를 포함한 기초 현황을 상세 분석하였고, 사례분석을 포함한 질적 탐색을 수행하였다. 또한 군집분석, 판별분석, 다층 회귀분석 등 양적 탐색을 함께 수행하였다. 개별기업의 '기업가 요인-산업(시장)환경 요인-자원 요인-전략 요인', 즉 'ERIS 모델'에 기반하여 그 특성을 살펴보았다. 둘째, 기업가치에 영향을 미치는 요인들을 앞서 분석한 특성 요인 및 투자자 특성과 연계하여 살펴보았다. 그리고 마지막으로는 이들을 토대로 '기업 생태계' 관점에서 유니콘 현상'을 바르게 이해하고, 또한 정책적 측면에서 이를 생산적으로 활용하는 방향을 제시하였다.

As local government is of great importance for the sake of advancement of the political system based on national participation in politics and recognition for autonomy, it is proper to appreciate the need and come up with strategies so that the local government can be successfully established and developed. Therefore, a survey was conducted among residents, civil officials, and local councils, who are the main bodies of local government. As a Jesuit, it turned out that there were problems in terms of specialty and integrity, that there are potential risks of local or group egoism, and that political indifference is getting intensified among some residents, and even they tend to avoid participation. This result indicates that there are needs for the establishment of the recognition and efforts for consistent reconsideration among participants.

환경의 가치, 특히 물의 가치는 시대와 함께 변화하고 있다. 그동안 국내 하천관리는 환경적 측면보다는 이수와 치수에 보다 초점이 맞춰져 있어, 하천 고유의 수생태계 서비스기능 유지에 필요한 용수의 확보에 정책적인 배려가 부족하였다. 그러나 최근 소득수준이 향상되고 환경개선에 대한 관심이 늘어나면서 물관리에 있어 이용뿐만 아니라 환경측면을 고려한 지속가능한 하천관리에 대한 정책적 관심이 높아지고 있다. 이에 하천 수생태에 대한 정책 역시 과거보다 강화되고 있는 추세이며, 최근 물환경보전법 공포를 통해 수생태건강성 유지를 위한 환경생태유량에 대한 법적 근거가 마련된 바 있다. 실질적인 환경생태유량 공급 정책방안 마련을 위해 환경생태유량 공급이 하천 수생태에 주는 효과에 대한 편익 정보를 산정해볼 필요가 있다. 이에 본 연구에서는 환경생태유량 공급효과에 대한 편익을 산정해 보았으며, 이를 위하여 대표적인 비시장재화 가치평가법인 선택실험법을 적용하였다. 한편 환경생태유량 공급효과에 대한 많은 연구에서는 환경생태유량 공급효과를 하천의 주요 어종 관련 지표를 통해 나타내고 있다. 이에 본 연구에서도 환경생태유량 공급에 대한 편익산정시 하천고유어종 변화, 하천 어종 수 변화, 외래어종 변화의 3가지 속성에 대한 한계지불의사액을 추정하였다. 본 연구결과는 환경개선을 위한 정책수행, 특히 수생태계 환경개선을 위한 정책결정시 기초자료로 활용될 수 있을 것으로 판단된다.
