In this study, the last 10 years of news data on fine dust was collected and 80 topics are selected through LDA analysis. As a result, weather-related information made up the main words for the topic, and we can see that fine dust becomes a big issue below 10 degrees Celsius. The frequency of exposure to the media and the maximum concentration of fine dust are correlated with positive. Topics related to fine dust reduction measures and the government's comprehensive measures over the past decade, topics related to products such as air purifiers related to fine dust, topics related to policies protecting vulnerable people from fine dust, and topics on fine dust reduction through R&D were found to be major topics. Measures against fine dust as a social issue can be seen to be closely related to the government's policy.

This is to review the reform of the governance for science and technology advanced by the Noh Moo Hyun government. The reform mainly included introducing the vice premiership for science and technology, strengthening the coordinative function of the National Science and Technology Committee over the public R&D budget and programs, and establishing the Office of Science and Technology Innovation under the vice premier for science and technology. The reform aims to improve not only the policy coordinative mechanism but policy discourse mechanism over the enhanced science and technology policy. This paper argues that Noh Moo Hyun Government's reform of the governance for science and technology was not successful. The reason is that the reform targeted mainly to improve the policy coordination among government departments concerning science and technology policy. But it was nearly neglected to make effective the policy discourse mechanism linking the state actors and societal actors.

Science, technology and innovation policy (STI policy) is a result of the interactions between the social issues and academic research. Understanding the interactions of the STI policy between the social issues and academic research can throw some light on designing better policies and enhancing the social value of academic research. Thus, this paper explores the interactions of the STI policy between the social issues and academic research using the qualitative content analysis of major newspapers and journal articles in Korea. We have three major findings. First, on the one hand, academic research rose after uprising changes in the STI policy issues in the society. Second, on the other hand, social issues on STI policy were influenced by academic research reflecting the fundamental changes in the Korean innovation system and the nature of technology. Third, there are strong policy demands regarding the role of the STI policy for society and for traditional economic domains, but relevant research is scarce up to now. These findings contribute to uncovering the potential policy domains and agendas for policy makers and researchers.

As the big data technologies advance, there is an increasing interest in systematic methodologies for data-based policy determination especially in the public health area. This study proposes a method to develop an issue detection model through the collaboration with domain experts in order to intelligently detect major socio-national issues on infectious diseases based on data. At first, the factors influencing the 'domestic inflow of foreign infectious diseases' are determined and variables representing the factors are set. Thereafter, by using system dynamics methods, the causal analysis is made to find causal map indicating main influential factors. In this process, an empirical modeling is conducted through collaboration between data analysts and experts in the infectious disease domain. The proposed issue detection approach based on domain knowledges will make it possible to make a decision on policies more efficiently if the detection system is capable of continuos monitoring of the related issues.

21세기 들어 기후변화와 지구 온난화로 인한 환경에 대한 정책적 관심이 높아져 왔다. 21세기 초에 집권하였던 한국의 이명박 정부에서는 '녹색 성장(green growth)' 정책을 내걸어서 환경 정책과 경제 성장 정책을 동시에 포괄하고자 하였다. 본 논문에서는 어떠한 과정을 거쳐서 녹색 성장 정책의 아젠다가 형성되었는지를 연구하고자 한다. 이를 위해 본 연구에서는 녹색 성장이라는 정책 아젠다가 형성되는 행태적 과정에 관한 시계열 분석과 함께 구조적 측면으로서 인지지도 분석을 수행한다. 정책 아젠다의 시계열 분석을 위하여 신문 기사와 정책 보고서를 분석하며, 이명박 대통령의 연설문을 분석하여 인지지도를 구축한다. 정책 형성에 관한 시계열 분석 결과 녹색성장의 정책 아젠다 형성에 있어서 정치적 요인에 대한 고려가 사회적 이슈나 정책적 이슈보다 중요한 역할을 수행하였다는 점을 발견할 수 있었다. 다른 한편으로 본 연구의 인지지도 분석은 이명박 대통령의 녹색성장 정책이 미래의 다중 위기에 대한 대응으로 나왔으며, 환경의 발전에 초점을 둔다기 보다는 경제적 발전 특히 일자리 창출을 지향하고 있다는 점을 보여주었다. 본 연구는 인지지도 분석을 통하여 시계열 분석으로는 발견할 수 없는 정책형성의 구조적 관계성을 이해할 수 있다는 점을 보여준다.

As children's participation in online activities has recently increased, online services for children are also rapidly increasing, but children are not sufficiently guaranteed their rights. The purpose of this study is to classify and analyze issues related to the children's online privacy issues in Korea through the current status and case studies of application services mainly used by children. For this purpose, this research analyzed problems related to the children's online privacy protection according to the stage of using the application. As a result of the application content analysis, 1) issues of child identification, 2) effectiveness of notice and consent, and 3) issues of children's rights as subjects of information were derived. Based on the current status analysis, the policy implications were drawn based on the children's online privacy protection in the online environment, and suggestions were made for improvement.
