Housing prices are influenced by external shock factors such as real estate policy or economy. Thus, the intervention effect is important for the development of forecasting model for housing price index. In this paper, we examined the degree of effective power of external shock factors for forecasting housing price index and analyzed time series models for efficient forecasting of housing price index. It is shown that intervention models are better than other models in forecasting results using real data based on the accuracy criteria.

The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.

This paper explores the formation of global responsibility discourses in the elite US media used in promoting NATO's military interventions in the post-Cold War era. The case study of global responsibility discourses surrounding the Bosnian War (1992-1995) and the Kosovo Conflict (1998-1999) offers an account of the roles of the elite US media in foreign policy. The construction and articulation of global responsibility discourses in the elite US media were closely related to the US government's policy and were formed within the framework of US national interest and domestic responsibility. The cases of military intervention in the post-Cold War period imply that there were more fundamental structure and patterns by which the elite US media approached the 'humanitarian crises': 'benevolent domination' and the subsequent construction of a 'melodramatic national identity' in the war narratives. Presuming that the elite US media's discourse is a primary site for the public for experiencing and understanding distant suffering, this paper concludes that global responsibility discourses within the media may have dangerous ramifications for global democracy because the discourse of responsibility can potentially absorb the creative, progressive energies created by the public's awareness of responsibility on a global scale in order to reinforce the relations of domination.

방사선방호 및 방사성 폐기물 유출 및 산물에 대한 관리는 새 천년의 공공정책, 종사자교육 및 기술개발에 있어 매우 중요하다. 자유, 지탱능력, 투명성 그리고 기술로부터 오는 이익과 위험에 대한 의사결정에의 대중 참여 등에 대한 가치 남용은 새 천년의 공공 정책 의사결정 체계를 형성하게 될 것이다. 위험의 확인과 평가, 그리고 위험 관리에 대한 의사전달시 초기에 제3자를 개입시키는 것이 유용하다. 특정 환경문제를 더 넓은 공중보건과 생태계의 항목에 포함시키는 것은 모두에게 도움이 될 것이며, 또한 귀중한 자원을 가장 효과적으로 사용하기 위해 더 나은 결정을 도와줄 것이며, 과정과 결과에 대한 대중의 신뢰를 높혀줄 것이다.

This study targets on overall understanding about practitioners' experience at the community addiction management centers on intervening alcoholic-batterers. This research is a qualitative case study based on data that are collected from fifteen practitioners' interview experiences of both focus group and individual and data from supervising, advising, and workshop attending. As a result, the research shows that 'Overwhelmed to deal with alcoholic-batterers', 'Strengthening ability through pre-performances', 'Making an effort continuously to solve problems' and 'Unwillingness changes by intervening alcoholic-batterers' on upper categories of practitioners' experiences. Under alternative solutions and practical categories, it shows that 'Gaps between the needs and the reality' and 'Concrete needs to achieve competence'. To provide effective strategies, the study suggests practical and political implications that are reflected specific environments of the community addiction management centers.

COVID-19 has spread seriously around the world in 2020 and it is still significantly affecting our whole daily life. Currently, the whole world is still undergoing the pandemic and South Korea is no exception to it. During the pandemic, South Korea had several events that prevented or accelerated its spread. To establish the prevention policies for infectious diseases, it is very important to evaluate the intervention effect of such events. The susceptible-infected-removed (SIR) model is often used to describe the dynamic behavior of the spread of infectious diseases through ordinary differential equations. However, the SIR model is a deterministic model without considering the uncertainty of observed data. To consider the uncertainty in the SIR model, the Bayesian approach can be employed, and this approach allows us to evaluate the intervention effects by time-varying functions of the infection rate in the SIR model. In this study, we describe the time trend of the spread of COVID-19 in South Korea and investigate the intervention effects for the events using the stochastic SIR model based on the Bayesian approach.
