Study on the Aviation Safety Autonomous Reporting System for Flight Safety (항공안전운항을 위한 항공안전자율보고제도의 고찰)

  • 항공산업의 초창기에는 항공기 안전사고의 대부분이 기술결함으로 인하여 발생하였다. 그러나 항공기술의 발달로 인한 첨단화, 정밀화되면서 기술결함에 의한 사고는 대폭 감소하였지만 인적요인에 의한 사고는 일정한 수준 감소 이후 꾸준하게 유지하고 있다. ICAO따르면 인적요인의 70~80%가 재발 가능성이 존재하며 독자적인 원인이 아닌 위험요소의 복합적작용으로 발생한다고 기술하고 있다. 이를 방지하기 ICAO에서는 항공안전을 위협하는 사고(ACCIDENTS), 준사고(Serious INCIDENTS), 항공안전장애(HINDRANCES)등의 데이터를 수집, 공유, 분석을 통해 항공안전 위해요소를 사전에 제거, 차단할 수 있는 사전예방 시스템의 수립을 권고하고 있으며 이를 위해 국제사회를 중심으로 의무보고제도, 자율보고제도 등이 활발하게 운영되고 있다. 그러나 국내의 경우 운영시스템의 체계화 및 정부, 관련부처의 노력에도 불구하고 일부보고제도만이 정착되어있고 자율보고제도는 사회적 환경, 문화적 요건의 차이 등으로 인하여 활발하게 운영되지 못하고 있다. 따라서 국내 외 안전자율보고제도의 동향을 바탕으로 해당제도의 효율적인 정착 방안을 모색할 필요가 있을 것이다.

Case Study on Risk Assessment of Railway Infrastructure Sections Using Acceptable Risk Matrix (위험도 매트릭스를 활용한 철도시설물 구간 위험도평가의 사례연구)

  • Owing to the established international standards for reliability and safety management of railways and the third-part conformity assessment implementation, quantitative risk assessment focusing on communication system related to railway safety has being implemented. The quantitative risk assessment starts from the establishment of quantitative RAMS requirements; the risk has to be maintained under an acceptable safety level. This paper introduces the risk assessment process based on international standards ; risk assessment was conducted using failure data for railway facilities for about 5.5 years. In addition, based on the results, a scientific risk management method for railway facilities is suggested.

  • The Railway Safety Act of 2014 strengthened the 'Railway Safety Management System' to establish autonomous safety management for railway operators and railway facility managers. Accordingly, it is required to establish and implement risk assessment and safety measures for risk management. However, the current risk assessment system is carried out at the fragmented safety management level within individual fields, which has caused difficulties in establishing and implementing risk assessment and safety measures. In addition, the technical standards of the safety management system stipulate that risk assessment of railway operators is mandatory, so standardized standards for risk assessment of railway facilities and railway vehicle maintenance are needed. Therefore, in this paper, we first verified railway risks by analyzing railway accident data for the last 10 years, and proposed a standardized framework to effectively assess and manage risks through a case study of a condition-based smart maintenance system developed based on railway vehicle maintenance data.

  • Purpose: The purpose of this study is to prevent construction safety accidents, and the design safety systems were reviewed. This paper aims to establish as an effective system by looking at the implementation procedures and contents of the design safety review system. Method: We reviewed the purpose and content of the law, accident statistics, etc. for the study. In addition, we looked at the implementation plans for actual construction sites using the 'design safety' assessment process as defined by the Act. Results: We divided it into the data review phase, the risk factor elicitation and alternative setup phase, and the design safety assessment report preparation stage. Conclusion: it is necessary to derive risk factors that take into account the diversity of construction sites. However, the effectiveness of other reports is questioned as they are often copied and written. Therefore, it is necessary to strengthen external verification procedures attended by construction safety experts.

  • 본 연구에서는 Post-Tensionging System용 정착구의 구성품인 2 Piece Wedge 와 3 Piece Wedge를 장착한 P.S 콘크리트 시험체의 피로 수명 예측과 피로수명 분포특성을 고찰하기 위하여 피로시험을 수행하였다. 피로 시험결과를 피로해석에 적합한 것으로 알려진 Weibull 분포에 적용하여 실험과 확률해석에 의한 회귀분석식 및 피로강도의 비교, 2 Piece Wedge 와 3 Piece Wedge 시험체의 안전계수, 응력수준별, 피로 수명 분포도, 응력 수준별, 파괴확률, 2 Piece Wedge 와 3 Piece Wedge의 위험 함수등을 고찰하였다.   • 부산지역 전력수요의 약 65%를 담당하고 있는 한국남부발전(주) 부산천연가스발전본부는 2007년 11월부터 전사 안전시스템 선진화 시범사업장으로 선정되어 안전시스템 선진화의 초석이 되는 발전소로 거듭나고 있다. 안전보건관리시스템인 KOSHA 18001과 공정안전관리(PSM)을 기본으로 2009년 5월 도입된 재난안전관리시스템(DEMS), 행동교정프로그램인 ASA 제안안제도뿐 아니라 발전사로는 처음으로 신 작업안전시스템을 도입하여 위험성평가와 키락킹(Key-Locking)으로 인적실수나 오작동에 의한 안전사고를 사전에 방지하는 철저한 안전경영시스템 정착시켜 언제, 어디서 발생할지 모르는 안전 및 재난사로에 대비하고 있다.

미국의 소프트웨어 공급망 보안 정책 동향: SBOM 사례를 중심으로

  • 2021년에 발생한 일련의 소프트웨어 공급망 공격으로 미국 연방 정부의 사이버보안 개선 정책이 가속됐다. 이중 소프트웨어 구성 정보를 유통하는 SBOM 정책은 SW 구성요소의 투명성을 강화하여, 이를 활용하는 공급자와 수요자의 보안 인식 개선에도 도움을 줄 것이 기대된다. 다만 SBOM으로 공급망 보안 위협을 완화하려면 해결해야 할 기술적 이슈가 있고, SBOM 수집자를 위한 구체적인 가이드도 마련되지 않아 제도 정착에는 시간이 걸린다. SW 공급망 문제는 SW 개발 관행에 대한 지속적인 개선이 요구되며, 글로벌 연쇄 위험으로 결코 혼자서는 해결할 수 없다. 따라서 우리는 실태조사, 실증사업 등을 시작으로 현실에 맞는 정책을 먼저 적용하고, 제도적 조화를 위한 국제협력에도 힘써야 한다.

Experimental Study on the Precast Concrete Joint using Re-bar Debonding and Cutting Technique (철근 비부착 및 절단 기법을 사용한 PC 접합부의 실험적 연구)

  • Precast concrete (PC) panels are often used as retaining walls to support soil pressure. In such a case, the panels should be connected at the location where PC panels meet with a buttress. However, it is not easy to provide enough development length for the reinforcing steels due to the limited width of the buttress. If it happens, the width of buttress should be increased as large enough although it is not desirable. The critical section required for providing the development length is always located where the flexural moment is maximum. Thus it is the place the buttress width ends. Also it is the place that the reinforcing steels stressed to maximum. However, it is possible to make differentiate between the maximum moment location and the most stressed location of reinforcing steels. It means that the most stressed location of reinforcing steels, the critical section, can be moved to the other place where the moment is not maximum. New critical location will have less moment than that of buttress width ends. In consequence, the development length would be longer than that of the typical way of construction. Debonding or cutting technique make it possible to reduce the moment strength of a section. Therefore reinforcing steels are debonded or cut to have a desired flexural strength at a desired place. In this study, five test specimens in full scale were erected to examine the effects of critical section movement in PC panel joints. Test parameters were the length variations of debonded and cut reinforcing steels. The test results showed that the debonding or cutting technique could be used to lengthen the development length in the joint of PC panels.

The Network Effects of Smoking and Drinking Behaviors on Subjective Job Risk Assessment and Workplace Injuries (근로자의 흡연과 음주를 통한 네트워크 형성효과 -주관적 업무위험판단과 사업장 산업재해 발생 분석-)

  • We investigate how smokers and drinkers have influenced on self-reported risk assessment and workplace injuries, using the Korean Working Conditions Survey. Our empirical results indicate that persistent smoking habit raises workers' job risk assessments and work injuries significantly. Also, former smokers notice relatively higher risk assessments in various work activities, but they are less likely to affect work injuries. More frequent drinking behavior leads to a positive effect of job risk perception and workplace injuries. Regular smoking with frequent drinking for high income classes, however, have significantly reduced the chance of work injuries. Furthermore, establishing smoking-designated area at the workplace makes workers reduce workplace accidents positively. Therefore, the network effect of smoking and drinking behaviors in private circle levels is suggested to extend into public and constructive activies at the workplace levels for sharing useful and productive information, which will eventually reduce workplace injuries dramatically.

  • The Ministry of Public Safety and Security was established in order to handle all sorts of disasters because of Sewol ferry tragedy and the fundamental reform on the emergency management system will be performed. The establishment of the Ministry of Public Safety and Security is considered as the landmark for the emergency management when it is compared to those in the United States and Japan in terms of the size and the authority. However, there are many tasks to be done for the settlement of the Ministry of Public Safety and Security. More specifically, a real and substantial plan should be prepared because the organization was established without blueprints or detailed implementation plan. This study suggests that all-hazard approach which is the one of the disaster management principles should be applied when the substantial plan is prepared. All possible hazard should be analyzed, assessed, and prioritized. In addition, Based on the results, the effective policies should be established with the consideration of Korean context.
