정부가 구제역 발생 이후의 대한민국 축산업 재건을 위해 대대적인 리모델링 착수에 들어갔다. 방향은 ${\blacktriangle}$방역메뉴얼 개편 ${\blacktriangle}$조직정비 ${\blacktriangle}$축산업 선진화 등 크게 3가지이다. 이와 함께 정부는 지난 3월 24일부로 구제역이 진정돼 안정적인 통제가 가능하다는 판단에 따라 구제역 경보단계를 '심각'에서 '경계'로 한 단계 낮추기로 했다. 구제역 발생에 따른 위기 경보 단계는 '관심(주변국 발생)${\rightarrow}$주의(국내 발생)${\rightarrow}$경계(확산)${\rightarrow}$심각(3개 시 도)' 등 총 4단계로 구성돼 있다.

기업 자금의 조달은 주식 발행 자금으로부터 은행의 융자자금 및 사채에 이르기까지 매우 다양하다. 본 기고는 항공우주산업으로서 지원가능한 정부의 기술개발 등 특수한 목적을 위해 지원하고 있는 재정자금에 대해 알아보고자 한다. 특히 관련 부처의 출연자금(융자자금 제외) 위주로 설명하였으며 과학기술처의 특정연구개발사업은 정부출현연구소 및 대학의 연구활동을 지원하기 위한 자금이므로 생략하였다.

참여정부의 국방획득 제도개선 추진의 결과로 방위사업법이 제정되고, 이 법에 따라 방위사업청 산하 정부출연 법인체로 '06년 2월 2일 새로운 조직의 국방기술품질원(이하 기품원)이 탄생하게 되었다. 이에 기품원 사천센터에서 있었던 T-50엔진(F-404-102)의 내구성 시험평가 현황을 알아보고 이 과정에서 느낀 교훈을 살펴보고자 한다.

참여정부 집권 기간 동안 수많은 부동산 정책이 쏟아졌다. 재건축 시장에 안전진단 강화, 개발부담금 부과 등 규제책이 드디어 시행되고 강북의 뉴타운 지역의 투기 수요에 쐬기를 박는 재개발 지분 구입시 토지거래허가를 받도록 하는 법안도 나왔다. 결국 정부가 주택 가격에 거품이 있다고 경과와 함께 강력한 규제정책을 시행함에 따라 강남권을 중심으로 버블 세븐 지역의 상승세가 시들해지고 있다. 각종 규제책의 시행에 따른 주택 시장의 거래 동향 등을 취재했다.

정부와 열린우리당은 지난 6월 8일 오전 당정협의회를 열고 벤처 활성화 보완대책을 마련했다. 이는 정부가 지난해 12월 24일 벤처기업 활성화 대책을 발표한 지 6개월여 만에 내놓은 보완대책으로, 지난해 발표된 활성화 대책이 주로 세제 금융지원에 초점이 맞춰진 반면 보완대책은 창업초기 벤처기업 지원과 벤처기업의 경영환경 개선에 초점이 맞춰졌다. 다음은‘벤처활성화 보완대책’상세내용이다.

The purpose of the study is to examine the potentialities and limits of Business Reference Model (BRM) as records classification schemes in Korean central state institutions. The analysis is based on the data collected through focus group interviews of three times, in which six records professionals from central government agencies participate. This paper begins with inquiring the framework of records classification based BRM, required by Public Records Management Act. It explores the types of benefit of BRM application to government records classification. Based on the collected data from the interviews, it investigates how records are aggregated, and how transaction level (Danwi-Gwaje) of BRM is applied in the course of records aggregation.

국내 창업연구 결과에 따르면 사내벤처 기업의 생존률 및 성과가 일반 창업기업 대비 더 높게 나타난다는 연구결과들이 제시되고 있다. 이에 우리 정부는 2017년부터 사내벤처 및 분사창업기업 육성을 위한 지원제도를 운영하고 있으며, 본 연구에서는 이러한 정부의 개입이 분사창업기업의 창업과 성장에 미치는 영향 관계를 분석하는 것을 목적으로 하고 있다. 본 연구의 대상자는 2019년 1차년도 사내벤처 육성프로그램에 참여한 7개의 기업 중 11개의 분사기업팀을 대상으로 하였으며, 주된 영역은 (1)분사 칭업자의 특성에 따른 기업가적 의도 및 (2) 모기업의 지원정책, (3) 정부의 정책 개입에 따른 분사창업과의 관계를 규명하고자 하였다. 3개월의 이노베이션 부트캠프 과정 이후 2022년까지 해당기업의 CEO 인터뷰 및 기사를 통해 추적한 결과, 사내벤처팀 모두 모기업의 지원정책과 본인의 업무를 기반으로 창업을 시작하였으며, 모기업 및 유통파트너를 첫 소비자로 하는 경우가 다수를 차지하였다. 모기업은 재정직 지원 제공하는 한편, 정부에서 요구한 '실패시 재입사 가능'의 조항을 준수하고 있었으며 이러한 정부의 정책개입은 중소기업의 사내벤처제도에 긍정적인 영향을 미치고 있음을 확인할 수 있다. 본 연구를 통해 우리나라 정부의 사내혁신을 통한 혁신창업 활성화에 이론적, 실무적, 정책적 제안을 제시하고자 한다.

지난 1981년부터 해외석유개발사업이 시작된 이래 지금까지의 총투자비 약 24억 달러 중 에너지특별회계에 의한 정부지원금은 약 6억 달러로 전체 투자비의 25%를 차지한다. 이와 같은 정부지원에도 불구하고 1997년도의 개발수입량은 13.6백만 배럴로 국내 원유소비량의 1.6%에 불과한 실정이다. 2010년까지 국내 소요원유의 10%를 자주개발 원유로 공급한다는 정책목표를 설정한 정부는 최근 IMF사태와 구조조정 여파로 기업들이 해외석유개발사업에 대한 투자 우선순위를 낮추고 있다고 판단하고, 에너지 안보차원에서 석유를 안정적으로 확보하기 위해 지원방안을 모색중인 것으로 알려져 있다. 본 연구는 현행 성공불 융자의 사전적(事前的) 지원제도 대신 국내기업이 해외석유개발사업에 진출해 그 결과 국내에 도입하는 개발원유에 대해 단위당 일정금액을 지원하는 사후적(事後的) 지원제도를 대안(代案)으로 선택해, 이 제도하에서 개발수입률의 크기를 측정할 수 있는 수리적 모형을 설정하고, 이의 실증분석을 통해 개발수입목표율에 따른 정부지원금의 크기를 추정하여 제시하고 있다.

Fourth Industrial Revolution and COVID-19 pandemic have boosted the use of Government 24 app for public service complaints in the era of non-face-to-face interactions. there has been a growing influx of complaints and improvement demands from users of public apps. Furthermore, systematic management of public apps is deemed necessary. The aim of this study is to analyze the grievances of Government 24 app users, understand the current dissatisfaction among citizens, and propose potential improvements. Data were collected from the Google Play Store from May 2, 2013, to June 30, 2023, comprising a total of 6,344 records. Among these, 1,199 records with a rating of 1 and at least one 'thumbs-up' were used for topic modeling analysis. The analysis revealed seven topics: 'Issues with certificate issuance,' 'Website functionality and UI problems,' 'User ID-related issues,' 'Update problems,' 'Government employee app management issues,' 'Budget wastage concerns ((It's not worth even a single star) or (It's a waste of taxpayers' money)),' and 'Password-related problems.' Furthermore, the overall trend of these topics showed an increase until 2021, a slight decrease in 2022, but a resurgence in 2023, underscoring the urgency of updates and management. We hope that the results of this study will contribute to the development and management of public apps that satisfy citizens in the future.

The amount of unstructured data generated online is increasing exponentially and the analysis of text data is being done in various fields. In order to identify the research trends on the platform government, the title, year, academic society, and abstract information of the academic papers on the subject of platform government were collected from the database of the domestic papers, DBPIA(www.dbpia.co.kr). The results of the existing research on the platform government and related fields were analyzed based on each stage of the national informatization promotion. The technology, service, and governance topics were extracted from papers on platform government and the trends of core topics were analyzed by year. Entering the era of the intelligent information society, this study has significance for providing the basis for defining a new role of government - the platform government that sets the stage for the private sector to lead the innovation, and plays the role of an 'enabler' and 'facilitator' instead. The purpose of this study is to understand the platform government research through objective analysis of its trends. Looking for future directions, this study will contribute to future research by providing reference materials.
