How Did the Press Report the Conflict Between Korea and Japan? : Focusing on Framing and Signifying Strategies (언론은 한일 갈등을 어떻게 보도했는가 : 프레임 유형과 의미화 방식을 중심으로)

  • This study critically reviewed whether the South Korean press reported the issue of conflict between South Korea and Japan in a way consistent with their journalistic values. To this end, this study conducted frame analysis and textual analysis for the articles of three press(Chosun Ilbo, Hankyoreh and KBS) from the three major branches of conflict (Korea's Supreme Court's ruling on forced labor compensation in October 2018, the Japanese government's decision to regulate exports in July 2019 and the Korean government's decision to end GSOMIA in August 2019) to one week. There were many superficial reports of simply relaying conflicts around the occurrence and outcome of events, and there were few reports that analyzed the context in depth or suggested alternatives. And partisan reporting, which is cited as a key issue in the Korean journalism, has been strongly revealed in the midst of a conflict between Korea and Japan, a national emergency situation.

Korean Media Partisanship in the Report on THAAD Rumor Network and Frame Analysis (사드 루머(THAAD rumor) 보도에 나타난 한국 언론의 정파성 네트워크 분석과 프레임 분석을 중심으로)

  • This study stereotyped the media on the basis of ideological inclinations and media types and explored the news coverage through word analysis, network analysis, and frame analysis. There was no difference between conservative media and progressive media in terms of the amount of news. The conservative mainstream media considered the THAAD rumor as an unnecessary misunderstanding and a rumor based conflict of the south-south. The progressive mainstream media mentioned much about Hwang Gyoan, external influences, and lies and highlighted the government's opinion that there was external influence that spread a vicious rumor. Conservative media mentioned on the bringing about social disturbance and in case of progressive media mentioned social disturbance, and progressive media mentioned the responsibility of government and the attitude of conservative media about the diffusion of the rumor. In conclusion the press framed the THAAD rumor on the basis of their ideological inclinations instead of the role of journalist.

Income Inequality and Labour Union in the Era of Globalization: Examining Interaction Effects with Institutional and Political Contexts (세계화 시대의 소득 불평등과 노동조합: 제도적·정치적 맥락과의 상호작용 효과를 중심으로)

  • Labour unions have traditionally been regarded as a key actor in improving income inequality. However, recent studies have revealed that the relationship between labour unions and income inequality is not straightforward but it varies depending on various institutional and political contexts. This study focuses on institutions of collective bargaining and government partisanship as major conditions affecting the income inequality reduction effect of labour unions and attempts an empirical analysis. In particular, we systematically analyzed the effects of union density on income inequality in terms of market income and disposable income, using panel data from OECD countries of the period 1990~2019 when the Cold War ended and globalization intensified. The analytical results show that the effect of unions on reducing income inequality was more pronounced in disposable income than in market income, and the effect was conditional. The union's effects varied depending on the degree of centralization of collective bargaining rather than the coordination mechanism. Contrary to previous studies, the union's impact was evidenced in centrist governments rather than left-wing governments. These findings indicates that in the era of globalization, labour unions are adopting more flexible political strategies, moving away from their traditional relationship with left-wing parties. These results suggests that unions' political and economic roles shows both continuity and change in the era of rising inequality.

Unhappy Start but Happy Ending?: Three Conditions for the Success of the 21st National Assembly in the Era of Polarization (제21대 국회 개원 평가와 전망: 양극화 시대 국회 운영의 성공조건)

  • This article purposes to investigate opening process of the 21st National Assembly in the middle of severe conflicts between two major-parties, and predict the changes it will bring to the operation of the National Assembly. With incumbent party's taking all leadership positions of standing committees, it broke the practice since 13th National Assembly, that is, distribution of the standing committees based on the seat-ratio. It means that our National Assembly has entered a new phase in the decision-making process. While the incumbent party, with overwhelming victory in general election, emphasizes that it should dominate legislative process to support the government, the out-party claims that they should take leverage to check over government. Two opposing trends are characteristically observed in the operation of the Korean National Assembly. First of all, due to the experience under authoritarian regimes, the National Assembly has been institutionalizing decision-making processes in the direction of enforcing cooperation between parties. On the other hand, the polarization in political parties has been stronger, making it difficult to reach consensus between parties. This article claims strongly that the 21st National Assembly need to find a balance amid such two-conflicting trends. To do so, three necessary conditions are proposed: observing decision-making procedures, securing diversity within party and National Assembly, and deliberative legislative activities.

How Trust and Distrust in Government Influence Electoral Participation: The Moderating Role of Ideology and Partisan Preferences (정부신뢰와 정부불신, 그리고 투표 참여: 유권자의 이념성향과 정당호감도에 따른 차별적 유인)

  • This study aims to verify how trust in government leads voters' electoral participation with paying attention to their political orientations. In particular, this study takes voters' partisan consideration into account to examine different direction of the effect of trust in government on electoral participation depending on their ideology and partisan preferences. Key findings show that governmental trust has a positive influence on electoral participation for voters who have conformable ideological orientations to the incumbent government and positive preferences toward the ruling party. In contrast, distrust in government is more likely to increase the possibility of electoral participation for those who have different ideology from the incumbent, negative attitude toward the ruling party, and partisan preferences of the opposition party. Previous studies on the relationship between governmental trust and electoral participation have been mixed as yet. For the sake of explaining this inconclusiveness, this study focuses on partisan foundation of voters' political decision making. It contributes to our understanding of the political properties of governmental trust and its implications for representative democracy.

Democracy, The Media and Discourse Politics -Case Study about Media's Intervention in Representing Labor Strikes (민주주의, 언론 그리고 담론정치 -파업에 대한 미디어 프레임 변화를 중심으로)

  • Public opinion has dramatically shifted from positive to negative in Korea society especially since the IMF crisis. Such terms as 'aristocratic union', 'collectivism', 'damages on public interest' became a kind of conventional wisdom. Undoubtedly, media's representation has much to do with such a tantamount difference. This study thus attempts to understand the mechanism by analyzing media discourse related to labor strikes. For this purpose, this paper made a choice three cases including doctor-pharmacist dispute, general strike by truckers' solidarity, and Ssangyong Motor's strike. Total 217 editorial pieces of , and conceived to be a representative newspaper of ideological stance were analyzed. Research showed that while paying particular attention to demoralizing labor strikes, shed positive light on such disputes by articulating fundamental causes hampered by pro-capital policies along with anti-labor law enforcement. The believed to be relatively a neutral one showed ambivalent attitudes toward those cases. More favorable and inclusive reporting were found in accordance with policy shifts as well. Media's selective partisanship for the sake of private interests is firmly believed to downgrading credibility on Korean journalism. Also is fair, balanced and less biased reporting over socal disputes a vital part in crystallizing social consensus. In this consideration, the authors hoped this study to provide an opportunity to contemplate on what would be desirable journalistic values in modern democracy.

An analysis of Newspaper Reports on Government Real Estate Reform Policy in Korea (정부의 부동산 대책과 주요 언론보도 경향 분석)

  • The media is not just a means of conveying social reality, but is also a political economic subject that restructures social reality. The perceptions and attitudes of the people who read the news can be influenced by the content and direction of the media. Therefore, it is very important to understand and discuss the characteristics of news coverage produced by media. In the case of issues closely related to economic benefits rather than general socio-economic issues, more objective arguments and confirmation of facts are required. In this study, we tried to understand how real estate policy, which is one of the major political and economic issues of S. Korean society, is covered in the media. After analyzing media coverage, we concluded that it was somewhat unreasonable to look at facts about real estate policy objectively and make realistic alternatives, because the framework and attitudes expressed in the articles varied by newspaper.

A Study on Trusteeship Reports of Dong-a Ilbo (동아일보의 신탁통치 왜곡보도 연구)

  • Dong-a Ilbo tried to assume leadership of opinion in preceding the movement against the trusteeship as a mouthpiece for the Han-Min Party. Dong-a Ilbo was to try to promote the atmosphere of anti-trusteeship=anti-communism=anti-Soviet Union, distorting the decision of a conference of three foreign affairs ministers in Moscow. It was not an incorrect report, but the false report. As a result, the formula of an anti-trusteeship=anti-Soviet Union=anti-communism=patriotism, and a pro-trusteeship=pro-Soviet Union=pro-Communism=traitor was formed. And the important problems of land reform and pro-Japanese‘ clearance were missing. Historically, political newspapers had appeared in the periods of very important political change. Political newspapers played a role as mouthpiece for political party or group. Dong-a Ilbo was such a political newspaper. It was that Dong-a Ilbo tried to change the social atmosphere in preceding the movement against the trusteeship as a mouthpiece for the Han-Min Party. And history was distorted.
