This study aims to seek effective measures centering on developing countries that can export Korea's e-Government ranked the first place two times in a row (2010 and 2012) in the United Nations' e-Government Survey. Up to the present, individual ministries or agencies have made efforts to export systems or services related to e-Government, but it is judged that comprehensive and systematic approaches have not been sufficient. This study, therefore, has been intended to find realistic mid- and long-term strategies and supporting methods that can promote Korean-type e-Government exports by analyzing problems identified in the strategies implemented by the current ministries or agencies for assisting enterprises engaged in e-Government exports. In addition, this study as an empirical one has been intended to diagnose improvement points by analyzing e-Government exporting strategies executed by existing government ministries and agencies, suggest methods for filling in gaps between as-is and to-be models, and seek timely and effective measures in the future.

ICT 기술 융합이 가져오는 초고속과 초융합, 초지능화 시대를 의미하는 제4차 산업혁명으로의 진입을 앞두고 있다. 그리고 그 시대를 선도하기 위한 국가, 기관차원의 전략수립이 치열하다. 그러나 제4차 산업혁명에 대한 불분명한 기준은 전략수립에 있어서 장애요인이 될 수밖에 없다. 이에 본 연구는 제4차 산업혁명에 관한 문헌을 토대로 전략수립을 위한 프레임워크를 제안하여, 다가오는 시대변화에 대응하기 위한 정부출연 연구기관의 역할에 대한 시사점을 얻는 데 그 목적이 있다. 특히 정부출연연구기관의 역할을 기술 인력 정보 제공자로 분명히 하고, 관련된 민간기업과의 공생을 통하여 제4차 산업혁명의 생태계를 조성하는 것을 강조하고자 한다. 제4차 산업혁명이 유연한 산업구조를 요구하고 있는 것은 분명하다. 따라서 정부출연 연구기관이 중소기업 및 기술기반 창업기업이 성장할 수 있는 생태계를 조성한다면, 제4차 산업혁명을 대기업 위주의 산업구조를 탈피할 수 있는 기회로 활용할 수 있을 것이다.

정부는 R&D 재원의 전략적인 투자를 위해 199년에 국가과학기술위원회를 설치한 이후, R&D 예산 배분 조정을 지속적으로 추진하면서 개별 사업에 대한 예산조정 이전에 투자우선순위를 설정하였다. 그러나 그간의 투자우선순위 설정은 중장기 투자전략, 기본계획 등을 근거로 하기 때문에 중점적으로 투자해야 할 기술분야에 대해 정성적인 언급에만 머무를 수밖에 없고, 현재 연구트렌드를 반영하기 어려위 실제 R&D 예산 배분 시 구체적인 연계성이 부족한 실정이다. 이에 본 논문에서는 나노분야 R&D를 중심으로 키워드를 활용한 트렌드 분석을 통해 정부 R&D 예산 배분의 전략성을 제고할 수 있으며, 사업의 투자규모를 설정하는데 있어 투자우선순위와의 연관도를 높이는 방안을 제시하고자 한다.

본 연구에서는 과학기술기반 미래전략연구의 세대별 특징을 기준으로 우리나라 정부의 과학기술 주무부처에서 발표한 과학기술기반 미래전략 보고서 및 특징을 검토하였다. 비교분석한 결과 우리나라 과학기술기반 미래전략 연구의 내용은 초기부터 선진국의 그것과 유사한 형태로 진행되었지만, 수행체계는 엘리트 중심으로 국민을 계몽하는 문화로 남아있음을 알 수 있었다. 아울러 최근 과학기술기반 미래전략에서 국가가 주도하여 경제를 발전시키는 패러다임이 점차 약화되는 경향성이 두드러지는 트렌드와 함께, 과거에 비하여 과학기술기반 미래전략 연구의 실행력이 낮아지는 추세를 확인할 수 있었다. 이처럼 최근 과학기술기반 미래전략에서 나타나는 한계점을 극복하기 위해, 과학기술기반 미래전략 연구가 집행실효성을 담보해주는 정책도구로 변신해야함을 피력하였다.

This study analyses the Korean successive governments' nuclear strategies after the post-cold war and suggests the future countermeasures as analysing to reciprocally interconnect B. Clinton and G.W.Bush governments' policies and North Korea's nuclear strategy. As the conclusion, this study suggests that the most urgent domestic alternative measure to North Korea's nuclear dismantlement is to prepare the grand strategy with the united whole national consensus and to order the renewed stronger future role by the mutual cooperation of multilateral agreement system and international regimes and lastly to adopt the extended deterrence through the reinforcement of the 5 great joint statements between the South-North Koreas.

세계경제 불황 이후 자동차산업의 뉴 노멀(New Normal)은 산업 중심지의 동북아 이동 그린 카 소형차 저가차 개발의 가속화 완성차업체간 제휴 확산과 자동차의 공동사용(Car Sharing) 모색 등을 들 수 있다. 이중 주목할 부문은 그린 카 개발과 상용화의 가속화다. 각국 정부가 환경, 연비, 안전 규제를 강화하고 있고 자동차산업의 성장 기반 강화를 위해서 산관 공동으로 그린 카 개발과 상용화에 막대한 재원을 투입하고 있기 때문이다. 주요 완성차업체들은 21세기 세계 자동차산업을 주도할 그린 카 기술과 시장을 선점하기 위해 철저한 기술보호와 함께 합종연횡을 확대하고 있다. 각국 정부도 시범 도시와 구역을 지정해 그린 카 운행을 지원하면서 보급 확산에 적극 나서고 있다. 이하에서는 불황 이후의 지동차산업 환경변화 각국의 그린 카 지원 정책, 자동차업계의 개발 및 상용화 전략, 그린 카에 대한 소비자 인식과 향후 수요 전망 및 우리 정부와 지동차업계의 그린 카 전략 추진 방향에 대해 살펴 본 후 타이어업계의 대응 전략을 제시해 보기로 한다.

This study is on the control system of simulation-based emergency preparedness 'government level exercise'(GOV-Ex), which provides main control elements required for each stage of planning, preparation, implementation, and follow-up measures and its operation concept. For this purpose, the control requirements of 'simulation-based government level exercise'(GOVSIM-Ex) was derived through the preceding studies on GOV-Ex and simulation exercise control in military exercise and disaster exercises and then the concept of operation was presented. The main contents are exercise planning and key event scenario, the linkage between simulation model and other models, the composition of the simulation control center and the organization's workstation(WS), DB, control and evaluation team etc. The study limited to the main control elements, not all the control elements required for the GOVSIM-Ex, and it has limitations that the specific implementation plan of some control elements proposed has not been presented. These are presented as a future research subject. The study will promote the development of the GOVSIM-Ex Control System and early settlement of GOSIMV-Ex in the future.

정부가 서민들의 주거 안정을 위해 오는 2018년까지 연간 50만 가구씩 총 500만 가구의 주택을 공급하기로 했다. 기존의 도시 외곽이 아닌 도심이나 도시 근교에 주택을 집중 공급하고, 분양가보다 15% 저렴한 중소형 주택과 10년 임대 후 분양 전환되는 지분형 임대 주택 등을 공급하기로 한 것이다. 정부가 발표한 '보금자리 주택의 공급 방안과 청약 방법 및 전략에 대해 알아보았다.

신약개발은 많은 투자비와 시간이 필요하면서도 성공률이 낮아 위험성이 높은 분야로, 국내 제약 기업의 투자 역량과 인력이 부족하여 민간 R&D 투자만으로는 한계가 있다. 현재 바이오 분야 중 신약 분야에 가장 많은 정부 R&D 예산이 투입되고 있으나, 특정 단계가 아닌 신약 개발 단계 전주기에 걸쳐 지원하고 있기 때문에 투입 예산을 효율적으로 활용하여 성과를 창출하기 위해서는 투자 현황에 대한 분석이 필요하다. 본 연구에서는 정부 R&D 사업 중 신약개발 과제를 대상으로 신약개발 단계, 의약품 종류, 대상 질환을 기준으로 정부 R&D 투자 현황을 분석하고자 한다. 이는 향후 신약 분야의 경제적 성과 창출을 위한 정부의 투자 방향과 전략 수립에 활용 가능할 것이다.

정보통신기술의 발전과 그에 따른 사회경제적 수요 변화에 따라 기존 인터넷 기반의 전자정부가 접근성(accessibility), 활용성(availability) 및 개인화(personalization) 제고차원에서 무선 기반의 전자정부(Mobile-Government), TV 기반의 전자정부(TV-Government), Ubiquitous-Government, (이하 U-Gov) 등으로 빠르게 전환되고 있다. 이와 같은 전자정부서비스의 전환점에서 본 연구는 TV기반 전자정부 서비스 제공 전략에 대한 시론적 연구이다. 따라서 본 연구에서 T-거버먼트의 기술적.사회적 환경변화와 미국, 영국 등 해외 사례와 우리나라의 T-거버먼트 서비스 제공 현황을 분석하였다. 그리고 이러한 거시적 기술적 환경분석과 국내외 사례분석을 토래로 향후 T-거버먼트 개발시 고려사항과 추진전략을 제시하였다.
