As the importance of venture firms has increased as a new growth engine, the South Korea government makes various efforts to establish healthy ecosystems for ventures and start-ups. Especially in order to foster the competitiveness of venture firms, various support policies such as financial and R&D expenses are being expanded and promoted. In this study, the author analyzed the impact of government funding on venture firms' internal competencies and management performance by using the resource-based theory. Moreover, this study tested the moderation effect of firm's growth stages. Unlike previous studies, this study focused on qualitative rather than quantitative aspects of internal competencies and the financial and non-financial performance are used to measure the management performance of the ventures to examine the effects of government funding for venture firms in more details. For the purpose of verifying the hypothesis of this research, "The Research On The Precision Status Of Venture Firms" in 2017 from the Ministry of Small and Medium Business was utilized, which has been compiled since 1999. According to the results of this study, the government funding experience did not significantly affect the company's internal competencies and financial performance, but had a significant impact on the non-financial performance, which in turn seemed to have a significant effect on the financial performance. In addition, it was found that the technology, price, design, and quality competencies affected non-financial performance, while the organizational management and marketing competencies did not. However, the price, design, organizational management, and marketing competencies affected financial performance, while the technology competency was not. Finally, there were no differences in the effectiveness of government funding, depending on the growth stages.

정부가 국내 도축산업 경쟁력 강화를 위한 대책 방안을 시행한다. 현재 진행되고 있는 도축장구조조정을 촉진시키는 한편 이를 바탕으로 거점별 혹은 지역별 대표 도축장을 선정하고 각종 정책사업을 집중 지원해 육성한다는 계획이다. 여기에 현행 도축장 위생 및 품질기준을 대폭 강화해 세계 일류기업과 경쟁하는 선진 도축산업으로의 도약을 위한 발판을 마련한다는 방침이어서 추이가 주목되고 있다.

The development and accomplishment of Open Source Software(OSS) is one of the hottest, as well as the most recent topics in the software industry. Prior studies with respects to OSS have concentrated on discovering both developers and users' rationales of participating OSS projects, analyzing specific OSS solutions or OSS movement itself. However, the empirical study on identifying determinants that influence organizational adoption of OSS and further diffusion of the technology has been a scant. Thus, the main purpose of this study is to investigate the key determinants affecting organizational adoption of OSS. The proposed research model incorporates organizational needs(Evolutional Leadership, Adaptive performance, Readiness for Change) and technological needs(Job Relevance, Cost Benefits, Software Quality) in order to explain organizational OSS adoption. Further, this study assesses the impact organizational OSS adoption has on the OSS Performance and OSS Diffusion. Results from 366 adopting organizations in various industries show three constructs in organizational needs and two constructs in technological needs with exception of Job Relevance have a significant influence on OSS Adoption; and adoption impacts its performance, and diffusion. The implications of the results suggest not only a new theoretical model for OSS research, but also the important implications for OSS diffusion.

This study investigates the importance of government's support for logistics security assurance through certification programs. First, the study analyzed priorities among the requirements of logistics firms through Analytic Hierarchy Process(AHP) and Quality Function Deployment(QFD) approaches. For this process we invited 21 logistics experts to assess the relationships between logistic firms' requirements and government policies regarding logistics security using the house of quality, a set of matrices of QFD. The results of this phase of the study revealed the priorities of logistics firms' goals regarding the diffusion of the government security certification program as follows: integrated logistics security systems(40.3%), strengthening government support systems(32.4%), and operational effectiveness of logistics security certification(27.2%). Second, a relative weights applied QFD method based on AHP was applied to determined the expected outcome of the logistics security certification program. The results indicated as follows: productivity improvement(28.4%), improved level of service(26.7%), logistics cost reduction(21.6%), advanced information systems(19.7%), and improved environmental protection(3.6%). The results of this study provide new insights concerning logistics firms' requirements for supply chain security and the importance of government's support policies through logistics security certification programs.

용접관련 국가규격(KS)를 보완하고 지원하는 단체규격을 제정하고 보완하는 단체규격의 정비가 필요하다. 이러한 단체규격은 외국의 유사단체의 규격과 상호인증이 가능하도록 정비되어져야 한다. 용접기술분야에서 단체규격의 주체는 외국의 경우는 용접협회인바 우리나라의 경우는 대한용접학회와 한국용접공업협동조합이 단체규격의 주체가 될 수 있다. 그러나 단체규격의 수준을 높이고 이용 효율을 높이기 위하여 관련 전문가가 적극 참여하여 규격을 정비할 수 있 도록 정부 또는 관련 사업계로부터 지원이 필요하다. 국내 용접관련 규격을 국제적 수준으로 정비하는 사업이 정부주도로 이루어져야 한다. 이러한 사업을 통해 용접관련 규격을 해석하고 산업체에 규격적용의 문제점을 자문할 수 있는 전문가가 양성되어 져야 한다. 이러한 전문가는 우리산업체가 해외에서의 규격관련 분쟁에서 유리한 입장을 지킬 수 있도록 훈련되어져야 한다. 또한 국제 규격 제정 활동에도 참여하여 국가이익을 대표할 수 있어야 한다.

국토교통부(장관 서승환)는 녹색건축물조성지원법의 후속조치로 지난해 12월 31일 제1차 녹색건축물 기본계획을 발표했다. 정부는 기본계획에 따라 2020년까지 건축물에서 배출되는 온실가스를 배출전망치(BAU) 대비 26.9% 감축 목표를 수립했다. 특히 정부는 녹색건축물의 보급과 육성을 비전으로 ${triangle}$신축 건축물의 에너지 기준 강화 ${triangle}$기존 건축물의 에너지 효율개선 촉진 ${triangle}$건축물 사용자의 에너지 절약 유도 ${triangle}$녹색건축 기술개발 및 인프라 구축 등 4대 추진전략과 10개 정책과제를 도출했다. 이번 녹색건축물조성지원법 수립을 통해 고효율 설비 의무화 등 기계설비를 확대 반영하여 기계설비업계 발전의 토대가 마련됐다. 향후 정책과제 추진에 따라 녹색건축 설비 및 시공품질 강화, 그린리모델링 활성화, 녹색건축 전문기업 및 전문인력 육성을 비롯한 기계설비분야 기술개발 촉진 등으로 구체화될 전망이다.

In this study, we investigate an influence of the China government's software support policy on the revenue of software export. In the analysis in the areas of technology development, manpower development, quality control and marketing reinforcement from 2008 to 2014, it has been found that the amounts of the policy influence and annual revenue of software export increase simultaneously, proving that the China government's support policy has a close relationship with the software export revenue. However, the annual ratio of the software export revenue to the gross software production revenue has decreased over the period, which indicates that the growth of software industry in China has been mainly driven by domestic market.

품질경영이 공공기관 및 연구소의 연구개발 분야로 확대된 오늘날, 나날이 복잡해지고 다양해지는 기술 변화와 높아진 고객의 품질 기대에 부응하여 고품질의 연구개발 결과물을 창출해 내기 위해서는 품질에 영향을 미치는 연구원의 모든 조직 및 참여인원들이 품질보증 및 향상에 대한 인식 제고가 필요하다. 뿐만 아니라 연구원의 경영 원칙 및 제도적 지원을 바탕으로 모든 연구개발 사업에 공통으로 적용할 수 있는 R&D 표준 프로세스의 구축의 필요성이 대두되었다. 정부출연 연구 기관인 한국전자통신연구원의 R&D 프로세스가 갖추어야 하는 특성과 이 특성을 고려하여 개발한 R&D 표준 프로세스를 소개한다.
