This study was carried out to verify the effect of consumer and supplier characteristics on the utilization of consulting results, quality of consulting service and management performance in the government-support consulting service on SMEs. A survey was conducted and analyzed on SMEs which went through government-support consulting, with the following results of the study. First, for consumer characteristics, consulting awareness was found to have positive effect on the utilization of consulting results while organizational culture have no effect. Second, for supplier characteristics, consultant capability was found to have positive effect on the quality of consulting service but with no effect of government support policy. Third, consumer characteristic of consulting result utilization and supplier characteristic of consulting service quality were both found to have positive effect on management performance. Suggestions and significance of this study are as follows: the result of this study suggests a need to increase the SMEs' understanding of consulting service and the utilization of the consulting results as well as institutional support for enhancing the capability of consultants, a provider of knowledge service. It also has significance in presenting an effective and efficient direction of policy on consulting support project for SMEs.

한국데이터베이스진흥센터는 지난해부터 정보통신부의 지원을 받아 데이터베이스 품질평가 사업을 추진하고 있다. 정부나 기업에서는 데이터베이스 구축을 위해 매년 1,000억원 이상을 투입하는데 반해, 지속적인 사후 품질관리가 제대로 이루어지지 못해 이용자들의 불만을 사왔다. 이에 한국데이터베이스진흥센터에서는 우수한 데이터베이스의 제작. 유통 기반을 조성하고 체계적인 데이터베이스 품질관리를 유도하기 위해 데이터베이스 품질평가 모델을 개발, 보급하고 있다.

As the 4^th industrial revolution has been an emerging issue, the government and industry has paid increasing interest to smart factory. The Korean government has made efforts to establish smart manufacturing capabilities of small-to-medium sized firms by providing supports for smart factory. However, the effectiveness of the supports and satisfaction of firms have hardly been analyzed. This study aims to analyze firms' satisfaction by attributes of policy suuports for smart factory and identify priorities for government supports. The results show that 8 out of 11 attributes were one-dimensional and 3 were attractive attributes. Among the 11 attributes, funding support was the top priority. The attributes such as dispatching external experts, consulting for sophistication of smart-factory, and consulting for maintenance and repair were also high priorities. These results imply that firms prefer supports for maintenance and sophistication to adoption or initial establishment of smart factory.

Evaluating information quality of government Web service, applying quality measurement methods for web - database was conducted. This approach intended to control the quality of information service by indicating the problems and weak points in terms of retrieval, use of easiness, and user support, and by suggesting the guidelines for improvement. There were two main results to most of the investigation. The first one indicated that web information service of eighty-two percent of domestic government sites was not good enough (less than middle score). and only eight percent of them got higher score than middle point. The second result was that user support aspect was the worst part that we need to consider future course of action for service improvement. More specific guidelines were summarized at the discussion section.

본 고에서는 국내 인터넷 인프라 산업 발전을 위한 2015년도 정부지원 네트워크 분야 R&D 추진 방향에 대해 소개한다. 인터넷은 정보중심 사회의 핵심적인 사회 인프라로써 국가 경쟁력에 차지하는 비중이 증가하고 있다. 1990년대부터 우리나라 정부의 지속적인 정보통신 인프라 구축 및 고도화 작업으로 국내 인터넷 인프라는 세계 5위 수준으로 평가되고 있으나, 국내 관련 산업은 매우 열악한 상황에 놓여 있다. 2015년 정부 지원 네트워크 분야 R&D 과제 기획은 국내 관련 산업의 경쟁력 제고를 위해 다음 세가지 방향으로 추진하고자 한다. 첫째는 단기적으로 국내 산업체들이 SDN/NFV 및 클라우드 등과 같은 새로운 인터넷 인프라 장비 시장에서 조기에 경쟁력을 확보할 수 있도록 스마트 네트워킹 기술 확보 및 관련 생태계의 조성을 지원한다. 두 번째는 급증하는 인터넷 트래픽을 수용할 수 있도록 전 계층 광통신 기반의 초고품질 전달 기술 확보를 추진하고자 한다. 마지막으로 반도체, 이동통신 단말기 등에 편중되어 있는 국내 IT 산업을 안정적이고 지속적으로 발전시킬 수 있는 신 성장동력 발굴을 위한 원천연구로서 양자 정보통신 기술 연구를 장기적으로 추진하고자 한다.

그 동안 정부는 한. 육우 및 젖소에서 조사료와 농후사료의 비율 40 : 60을 60 : 40으로 개선 하기 위해 각종 정책을 추진하여 왔다. 그러나 아직도 조사료 생산 기반확충, 작부 체계의 개편, 조사료의 유통 활성화, 품질 및 안전관리 강화 이를 위한 법적 제도적 지원 방안과 관련 산업의 부가가치 향상을 위한 정책 보완이 필요하다. 그 대안을 찾아보는 것이 본 연구의 목적이다. 생산기반을 수요와 공급 면에서 보면 지역적으로 불균형 현상이 일어나고 있고 지역별로 재배 여건에 적합한 다수확 우량 조사료 종자 보급이 필요한 경우도 있다. 실수요자에 대한 정부 지원에 대하여 미흡하다는 의견도 있는가 하면 특히 조사료 생산의 작업일수가 짧은 탓에 기계장비의 이용률이 저하되기도 하였는데 이에 대한 정부 지원 방안 개선의 여지가 있다. 유통 기반에서 보면 조사료의 특성상 부피가 크고 단가는 낮아 단위당 유통비용이 높아지므로 유통이 활성화되는 데 애로사항이 되어 왔다. 조합 간에만 유통비를 지급하게 되어 비조합 공급자에게는 판매가 어렵거나 구매력이 약해지는 문제점 개선이 필요하였는데 법인이 아닌 경종 농가와 축산농가가 상호 계약에 의해 효과적으로 공존 공영하는 일본의 사례를 벤치마킹해 볼 필요가 있다고 연구에서 밝히고 있다.

최근의 방송은 고화질, 고품질, 실감화 등으로 방송통신융합과 신규 서비스가 나오게 됨으로서 멀티플랫폼으로 발전하고 있다. 뿐만 아니라 디지털 전환에 따른 방송장비의 진화로 장비수요가 증가하고 있는 추세이다. 국내는 주로 방송장비산업체가 중소기업 위주로 이루어져 있어, 정부차원의 적극적인 지원과 국내 외의 표준화를 통한 국산 방송장비의 원천 기술 확보 및 방송사업자의 적극적인 활용을 통한 검증으로 경쟁력 강화가 함께 이루어질 수 있도록 하여야 할 것이다. 또한 정부의 지원으로 기 개발된 장비는 개도국과 선진국으로 분류하여 차별화된 방송장비로 공략하고, 개도국에 중복된 지원을 단일 창구화하여 공략할 수 있도록 정부차원의 정책이 필요할 것으로 보인다.
