A Study on the Organizational Systems of Social Enterprises and The Finance in Europe and Suggestions (유럽지역의 사회적기업 조직체계 및 재원확보 방안의 비교와 한국에의 시사점)

  • Through the research, we found that the organizational systems of social enterprises in Europe have both properties of limited companies and stock companies in traditional organizational structures such as cooperatives, mutual companies and associations. However, social enterprises pursue interests of entire community, allowing the interested parties to join them in comparison with cooperatives. And for finance, most of the countries mainly use public fund such as national grants, but they are using more sales revenue. However, in our country the organizational systems of social enterprises have been introduced as the government and academic circles discussed expansion of social employment within a short period. So Korean enterprises tend to depend on national support rather than profitable activities for finance. Therefore, we need to develop a Korean convention or social agreement for the organizational systems of social enterprises. Furthermore, it is important for social enterprises to secure safe finance through development of social services and social cultures such as donation.

  • The relationship between R&D Polices(R&D subsidy, tax incentives) and firm R&D expenditures is analyzed through firm's profit maximization function. As a result, the relationship between R&D policies and fmn R&D expenditures is determined by the relationship between firm R&D expenditures and market price. In case of major innovation which cause the fall of market price, the elasticity R&D subsidy and firm R&D expenditures is negative(substitution). In case of minor innovation which cause the rise of market price, the elasticity R&D subsidy and firm R&D expenditures is positive(complement). Tax incentives is bring about the increase of firm R&D expenditures. R&D subsidy and tax incentives are substitutively influenced at firm R&D expenditures.

  • 본고(本稿)의 목적은 서독(西獨) 일본(日本) 양국(兩國)의 의료보험제도(醫療保險制度)를 비교 검토하여 그들의 경험에서 배울 수 있는 교훈을 토대로 우리나라의 실정에 적합한 정책방안을 제시하려는 데 있다. 일반적으로 서독(西獨)은 제도내용이 효율성(效率性)보다는 형평성(衡平性)에, 일본(日本)은 비용효과(費用效果) 측면에 치중함으로써 서독(西獨)에서는 의료비 증가로 비용억제(費用抑制)가, 일본(日本)에서는 급여의 형평문제(衡平問題)가 중심과제로 되어있다. 이들 양국(兩國)의 경험을 토대로 한국제도(韓國制度)의 개선(改善)에 유용한 일련의 정책대안(政策代案)을 제시하면, 프로그램간 부담과 급여의 균등화를 추진하고, 정부(政府)의 보조금지원(補助金支援)은 목표인구(目標人口)를 대상으로 규모를 최소화하여 비용효과적으로 실시해 나가야 할 것이다. 소단위조합(小單位組合)의 지속적인 광역화(廣域化) 추진과 조합운영에 자율적인 기능을 부여해 나가는 한편 지역보험(地域保險) 보험료부과기준(保險料賦課基準)의 단순화 및 형평제고를 위해 자력조사(資力調査)를 조기에 실시할 것을 제안한다. 후송체계(後送體系)를 전국적으로 확대 적용시켜 나가면서 고소득계층에 대하여는 강제적용보다 임의적용으로 전환하여 민간보험시장(民間保險市場)의 개발을 꾀하고, 소득 있는 피부양자를 선별하여 보험료(保險料)를 부과(賦課)함으로써 보험재정(保險財政)의 안정을 도모하여야 할 것이다.

Strategies going into other countries and the prospect of market in construction industry (해외 건설시장의 전망과 진출확대 방안)

  • The construction engineering field is less than $3\~5$ of the gross construction cost, but engineering's role is very important because the performance of final facility is decided in the engineering stage. Nevertheless, before now government and private companies are more concentrated on construction works than making strategy to strengthen the competitiveness and technical development of investment in construction engineering sectors. Search research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. Moreover this research have analyzed the technical improvement of construction engineering companies and reason for competitiveness weaken by various aspects, It provides governmental and private plans to advance into overseas market. Especially, to strengthen domestic companies into advancing overseas market, it has suggested that tax & subsidy privileges, supporting plans for obtaining information of overseas and strategic cooperation with other organizations.

  • The insect industry in Korea has been supported by the Act of Fostering and Supporting Insect Industry since 2010. Based on the Act, insect breeders are entitled as farmers. However, the insect industry is not included in the Fundamental Act of Agriculture, Rural Community and Food Industry which defines all concepts, such as agriculture, farmers, and agricultural products. Legally and strictly speaking, there is no method to defense the insect industry when an argument is raised that insect industry is not included into agriculture, so persons who breed insects are not eligible for all agricultural supports and subsidies of the government. Thus, it is necessary to clear the legal status of insect industry by revising the related laws and regulations.

  • According to the demands of the times, Inchon international airport railroad opened up step by step but It is situation that much government subsidies are paid because It does not competitive power with road traffic by decline of schedule speed. Inchon international airport railroad users will convert by other transportation and minimize damage their time as travel time is prolonged. Therefore, need high speedization of airport railroad, this may act big role competitive power security as well as airport railroad activation with another public transportation. Thus, this paper suggests that a high speedization possibility section in the sections of airport railroad and train speed elevation effect analysis by roadbed, railroad, system improvement and the most efficient operation intervals analyzing each vehicles (AREX (120km/h), KTX (230km/h), EMU(Electric Multiple Unit, 180km/h) train running pattern.

  • The major entity supplying the supporting infrastructure of the venture creation is the venture capitalists, university(and research center), and government. Especially, the role of the university and academic entrepreneurs is the key factor in the process of the technology transfer. The capacity(or role) of the academic entrepreneurs to craft a vision, and then to lead, inspire, and persuade key members makes an enormous difference between success and failure. And the supporting model of academic entrepreneurial venture creation requires that the systematic supporting system as well as the institutional framework for handling the conflicts among the members of a committed venture team. Among the a variety of organization, the university needs to supply the, formal supporting program such as technology transfer, university-industry cooperation, venture development, and the perception of the mere presence of policies and programs designed to encourage entrepreneurial activities for fostering economic development. Besides, careful consideration must be given to the role universities should play in the regional economy and what policies are appropriate to allow it to play that role effectively. On the basis of the above literature review results, this article suggests the supporting model for the venture creation by the strategic alliance composed of the industry, university, and government considering both of the entities's role and the motives of academic entrepreneurs in venture creating process.

Tax Incentives for Job Creation and Employment Retention (고용창출과 고용유지를 위한 조세지원제도의 개선방안에 관한 연구)

  • This study is aimed at suggesting the establishment strategy of human resource development through the tax support system under the "Tax incentive limitation law" provided for job creation and employment retention, by which the improvement measurements for utility maximization. The study results are briefly summarized as follows: At first, It's necessary to permit overlapping deduction of the tax favor for encouragement of job creation and employment retention, i.e. tax exemption and tax credit, and to exclude a company from the object for the alternative minimum tax application for maximization of the effect on employment inducement. Secondly, It's necessary to establish tax exemption and a tax credit on the surplus of the minimum wage standard. At last, It's also necessary to abolish, or expand the sunset period of tax support on a large scale to enhance the predictability of human resources management. These discussion are made through the convergence both employment policies and tax laws.

  • In this study, it investigates the highly controversial issue "low carbon car subsidy". Through the policy's intent, purpose, and necessity, it aims to present alternatives for automotive industry development. Introducing the low carbon car subsidy will bring a huge change to the vehicle purchase practices by changing vehicle purchase cost. It expects that this change will reduce greenhouse gas emission from vehicles. For successful settlement of the system, it shall set up the target sections for subsidy and levy appropriately in order to get the nation's consensus. Additionally, it has to conduct sufficient reviews the measures such as adjustment to the existing auto tax, divided payments of burden charge, etc before enforcing the system. In terms of the automobile industry, it must do their level best in technical development in order to meet the carbon dioxide emission level of imported cars until the enforcement. Also, the government has to strengthen its support to the industry.
