Guidelines and Status of Hospital Library in Korea: for Patients and Carers (국내 병원도서관 관련 기준 및 현황)

  • This study examined and analyzed the related study, Library Law, comparison of Korean Library Standards and IFLA guidelines and the status of domestic hospital library provision in order to grasp the regulations and status of domestic hospital library. As a result, the related study is very insufficient compared to overseas, and the Law and Standards for hospital libraries are not clearly and in detail in the Library Law. It is impossible to grasp the statistics and actual condition of the hospital library through the Yearbook of the Korean Library. The Korean Library Standards and IFLA guidelines also show differences in composition and key elements. According to the survey, 49 hospitals (1.3%), 8 hospitals (0.2%), 5 nursing hospitals (0.1%), 4 children's hospitals (0.1%), and 1 military hospital (0.0%) were among the 67 hospitals surveyed. Of the 49 general hospitals, 42 were advanced general hospitals, of which 17 were providing hospital libraries. The most urgent issue for providing hospital libraries is the revision of the Library Law and the Korean Library Standards, and the mandatory provision of hospital libraries, publicity through library magazines, and related research should be carried out.

A Study on Construction of Collision Prevention Algorithm for Small Vessel Using WAVE Communication System (WAVE 통신을 활용한 소형선박의 충돌예방 알고리즘 구축에 관한 연구)

  • In December 2017, many collision accidents of small vessels, such as those between oil refineries and fishing boats, occurred near Yeonghung-do in Incheon. In order to prevent marine casualties from small vessels, the government is striving to improve the safety capabilities of ship operators by strengthening education and improving the working environment. They are providing education and refining training regulations for fishermen operating vessels under 5 tons. However, the situation includes certain vulnerabilities. In this study, we propose a collision prevention algorithm for small vessels using the Wireless Access in Vehicular Environments (WAVE) communication system, which is a new communication technique to prevent collisions with small ships. The collision avoidance algorithm used is based on DCPA/TCPA. Research analyses, simulation experiments and questionnaires have been conducted to define the criteria of DCPA/TCPA. As a result, the standard for DCPA was $8(L_a+L_b)$ and for TCPA was 2.5 min. Three different accident cases were selected, and this algorithm was applied to confirm alarm responses at certain times. This algorithm can provide information to the operators of small ships in advance to help them recognize potential collision situations.

3D Resistivity Survey for Dam Safety Inspection (저수지 안전진단을 위한 3차원 전기비저항 탐사)

  • Resistivity method has been used for the dam safety inspection and, for the convenience of fieldwork, two-dimensional (2D) resistivity data has been usually measured along the dam crest. However, since the dam has three-dimensional (3D) structure, 2D resistivity survey along the dam crest violates 2D assumption and 3D effects caused by 3D topography and material properties in the dam distort the inversion result of 2D resistivity data acquired along the dam crest. Furthermore, it is really hard to evaluate the 3D structure of the dam and 3D leakage pathway using 2D resistivity survey because 2D resistivity survey can provide only 2D resistivity section beneath the survey line. In this study, 3D resistivity survey was conducted at a dam in Korea. By comparing the results from 3D and 2D resistivity surveys, merit and demerits of 3D survey were investigated. Finally, it was confirmed that 3D survey can provide more accurate information about the dam status and 3D leakage pathway compared to the 2D survey. Therefore the 3D resistivity survey should be actively expanded for more accurate dam safety inspection even though more time and expense are required.

A comparison of imputation methods using nonlinear models (비선형 모델을 이용한 결측 대체 방법 비교)

  • Data often include missing values due to various reasons. If the missing data mechanism is not MCAR, analysis based on fully observed cases may an estimation cause bias and decrease the precision of the estimate since partially observed cases are excluded. Especially when data include many variables, missing values cause more serious problems. Many imputation techniques are suggested to overcome this difficulty. However, imputation methods using parametric models may not fit well with real data which do not satisfy model assumptions. In this study, we review imputation methods using nonlinear models such as kernel, resampling, and spline methods which are robust on model assumptions. In addition, we suggest utilizing imputation classes to improve imputation accuracy or adding random errors to correctly estimate the variance of the estimates in nonlinear imputation models. Performances of imputation methods using nonlinear models are compared under various simulated data settings. Simulation results indicate that the performances of imputation methods are different as data settings change. However, imputation based on the kernel regression or the penalized spline performs better in most situations. Utilizing imputation classes or adding random errors improves the performance of imputation methods using nonlinear models.

  • The purpose of this study is to provide the future development of the PRC Marine Corps by analyzing the changing functions via its historical development. The PRCMC is an elite regular military forces and was established by the Central Military Commission(China) in 1953 in order to project the national military power toward the enemy's territory by overcoming maritime obstacles such as seas and lakes. The PRCMC is relatively smaller personnel strength compared with the whole size of the PRC military forces. Thus its functions were limited in the areas of amphibious and land operations, island and land defense against Taiwan before the PRC pursues expanding policy toward outside. However, in the 2000s, China pursues its policy for obtaining absolute national interest so that its functions are rapidly enlarged into defense of the forward naval bases, and those for evolving its power toward outside according to not only the island territorial dispute with Japan, but also Xi Jinping's active expanding policy what we call 'the one belt and one road'. So its personnel strength is slowly increased. If the increasement of the PRC Navy and Marine Corps would develop into the level of which they can contain the status and influence of the US military power in Asia-Pacific area, it is possible that the security environment of the North-east Asia including the Korean peninsula will be fluctuated. Consequently, the ROK also needs to reevaluate the functions and the size of the joint strength of the ROK Navy and Marine Corps considering the transition of the changing security environment.

Evaluating usability of and satisfaction with two types of dental CAD software (두 종류 치과 임플란트 캐드 소프트웨어의 사용자 편의성 및 만족도 비교)

  • Purpose: This study evaluated the usability of and satisfaction with two types of computer-aided design (CAD) software among users who had experience with dental implant CAD software and those who did not. Materials and Methods: Dental technicians (n = 20) who had previous experience with dental implant CAD Software and students from the College of Dentistry (n = 12) who had never designed implant custom abutments were asked to evaluate two types of CAD Software, Exocad and Deltanine. In addition, the participants were asked to fill out a structured questionnaire (Section 1: Entering basic information and retrieving files; Section 2: Setting conditions before abutment design; Section 3: Setting abutment design; and Section 4: Overall satisfaction). For the statistical analysis of the collected data, Mann-Whitney U test was used (${\alpha}=.05$). Results: The ease of design and satisfaction with the implant CAD Software, evaluated with respect to 21 statements divided into four Stages, were significantly higher for Exocad in both groups for Secion 1. For Sections 2 and 3, participants with experience evaluated Deltanine to be significantly better. For Section 4, both groups evaluated Exocad Software to be better. Conclusion: Overall, the Exocad Software was evaluated as having better usability and offering greater satisfaction. However, in terms of performance in the core of the design process, i.e. Sections 2 and 3, Deltanine was rated higher by the experienced users. Thus, if the user interface design parts are supplemented, Deltanine CAD Software could be put to a wider use in clinics.

E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

A Study on Perception of Adoption of ISO 30301 Management System for Records Standard Certification (ISO 30301 기록경영시스템 표준 인증제도 도입에 관한 인식조사)

  • The ISO 30301 MSR Standards support successful management of organization while providing strategic plans to the issue of records management. In Korea, these standards are established as the national standard (KS) in May 2013, and also, there are actions being taken to adopt the certification of the ISO 30301 Standards. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about records management. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of stakeholders' perception for the adoption of ISO 30301 certification given the circumstance that the ISO 30301 certification is not yet adopted in Korea. For this purpose, the research is implemented through literature review and in-depth interviews. Firstly, the literature review looks at ISO 30301 standards and the concept of certification that is being carried out with the ISO 30301 Standards, and it discusses the necessity of the adoption of the relevant standards' certification. Secondly, there are in-depth interviews carried out to study for the adoption plan for the ISO 30301 certification. The participants to the interviews include five records and certification related experts and five records managers at public institutions whose records management is supervised by National Archives of Korea. Interview data was analyzed based on grounded theory methodology. This study will be able to provide significant implication to build a successful plan for the adoption of ISO 30301 certification by reviewing perception of professional and problem, strategy of this certification.

A Study on the Effect of Experience-specificity and Uncertainty on Choice in Experiential Products -From Transaction Cost Perspective- (경험재 거래의 경험특유성, 불확실성이 선택에 주는 영향에 관한 연구 -거래비용적 관점에서-)

  • The purpose of this study is to investigate the effect of transaction characteristics on transaction cost and choice intention by applying transaction cost theory to experiential product. Experience-specificity, transaction uncertainty, and personal uncertainty are proposed to reflect the characteristics of experiential products, and the effects of these variables on transaction costs and transaction costs are assumed to have an influence on the choice intention. The results of this study are summarized as follows. First, experience-specificity(site, physical equipment, knowledge skill, temporal), transactional uncertainty(product-, process-), personal uncertainty (preference-, and situation-) have a significant positive effect on transaction cost. Second, transaction costs (search, comparison, examination, negotiation, payment, delivery) have a significant negative effect on the choice intention of the experiential product. The results of this study show that the increase of transaction costs can reduce the choice of experiential products and the strategic consideration of experience specificity, transaction uncertainty and individual uncertainty are required to reduce transaction costs. In addition, experiential products lacked access from a transactional and cost-based point of view, and this study contributes theoretically by compensating for the lack.

The Impact of Late-night scapes on Healing and Attitude in Night Tour (심야관광에서 심야스케이프가 힐링경험과 태도에 미치는 영향)

  • Although healing is now developing an interest in extending tourism, there have been few studies in this area. Especially late-night tour is closely related to healing experience, but there are little researches that help us understand healing in late-night tour. This study was conducted to examine the relationships among late-night scapes(light aesthetics, sharing mood, culture uniqueness), healing experience(stress reduce and psychological happiness), attitude toward late-night tour. We collected data involving various late-night tourist, and used 198 respondents to analyze these data using LISREL structural modeling. Light aesthetics and sharing mood had positive effects on stress remove, but Culture uniqueness didn't have a signigicant effect on stress remove, unlikely the prediction. And all late-night shape had positive effects on psychological happiness. Also we tested the effects of the healing experience(stress remove and psychological happiness) on attitude. In the final section, we discussed several limitations of our study and suggested directions for future research. We concluded with a discussion of managerial implications, including the potential to advance understanding late-night tourist and implying an enhanced ability to satisfy target consumers of late-night tour.
