고령화 시대에 있어서 노인복지시설을 이용하는 많은 노인들이 본인의 의지와 관계없이 일반적으로 경험하게 되는 건강관리 관련 프로그램은 대체의학과 밀접한 관계를 가지고 있다. 따라서 대체의학을 노인관련 의료복지에 적용함으로써 노인성질환에 대한 예방과 치료에 활용하고 치료를 통하여 노인의료복지의 수준을 제고하는데 노력을 할 필요성이 있다. 본 논문은 노인들의 일상생활에서의 대체의학의 요법을 통해서 포괄적인 건강증진을 위한 실천적 방안을 제시하고자 하였다.

Health Medical Act contains the reponsibility of Nation about People's Right and Obligation and aim at promoting health and welfare of People. The old age officially means time when Health is weakened. To complete the social security it is on the one hand necessary to provide an elaborate system of coordination in the field of social security. It should be pursued on policy. Medical benefits should be comparatively analysed to have implications for the national legislation.

통계청의 65세 이상 독거노인의 실태(통계청의 '2010 고령자 통계') 통계에 의하면, 2010년 65세 이상 노인이 홀로 사는 '노인단독가구(독거노인)' 수는 1,021천 가구로, 총 가구의 6.0%를 차지하고 있으며, 2030년에는 노인 단독가구의 비중이 11.8%에 이를 것으로 전망하고 있다. 또한 이런 독거노인들은 열악한 환경 속에서 건강문제, 경제적인 어려움, 외로움, 소외감 등 여러 가지 복지서비스적인 문제점이 나타날 보여 진다. 따라서 이 논문에서는 앞으로 점점 고령화사회로 진전이 이루어질 것으로 보이기 때문에, 독거노인의 증가로 인해 발생되어지는 문제점을 현실적으로 파악하고, 이들이 요구하고 있는 복지 수요를 대처하기 위한 실버케어시스템을 설계하여 제안한다.

The handicapped are so desperate for other's help, but it is not enough. The number of social workers who offers help for the handicapped has annually increased, it is still not enough of these compared to the number of the handicapped. And then volunteers are needed information to service about welfare centers and the procedure. In this paper, we developed offering help and information of welfare android application for the handicapped of the vulnerable class of the society. This application was developed for the handicapped who are in need of help and the volunteers who want to help the handicapped. It basically displays position of welfare centers surrounding user on Google map. The handicapped who needs help of another indicates their current position with messages, the handicapped positions are displayed for volunteers. In addition, we developed bulletin board to be transaction and swapping for assisting device information.

With the recent opening of The National Library for Individuals with Disabilities, interests in library services for the disable have been increasing. For the purpose of promoting library services for the disabled all the more, the study is to provide cooperative plans in policy between the social welfare and the library and information service based on library perceptions of social workers as specialists in disability and welfare fields. Cooperative plans in policy provided by this study are as follows: (1) The unique communication channel between librarians and social workers should be constructed through social networks. (2) Public relations on the value and necessity of both the library and librarians should be enhanced. (3) Education on the expertise of the social welfare for librarians should be enriched. (4) Clear-cut identities between librarian's and social worker's tasks should be established.

This study positively analysed the effects of service qualities of workers in integrated social welfare facilities on their working attitudes, targeting those who work for the welfare facilities. It identified the effects of service qualities such as tangibility, reliability, responsiveness, assurance, and sympathy on relationship factors such as relationship closeness through customization, organizational immersion and job satisfaction and presents suggestions to improve working attitudes of the workers. The results of the study are presented as follows: Reliability, responsiveness and assurance, service qualities of the workers, had effects on working attitudes. Relationship closeness through customization had an effect on organizational immersion and job satisfaction. Therefore, reliability, responsiveness and assurance that had effects on working attitudes of the workers were very significant factors and relationship closeness through customization were significant factors to improve working attitudes of the workers. This study presents political suggestions on the relations between service qualities of the workers in the welfare facilities and their working attitudes as alternatives.

The purpose of this study is to examine the current status of the elderly welfare ordinances currently enacted and operated by local governments, analyze the actual conditions and problems of the contents, and suggest the direction of enactment and revision of the elderly welfare ordinances for actively responding to the demand for various welfare services for the elderly. To this end, the scope of the study was specified by ordinances in Gwangju Metropolitan City, five autonomous districts, Jeollanam-do, and 22 cities and counties, and the criteria for content analysis of the elderly welfare ordinance of these local governments were selected and compared and analyzed in the four major areas of elderly welfare: income and jobs, care, health, leisure activities, and social participation. According to the analysis results, the direction of enacting the ordinance is to secure financial resources for the elderly welfare budget, develop differentiated welfare policies for the elderly that reflect the characteristics of each local government, expand ordinances related to infectious diseases, enact ordinances for medical support for non-infectious diseases, and enact customized ordinances for the elderly living alone. Finally, the limitations on the research subject and analysis scope of this study and future research directions were presented.

This study aims to speculate the development of sponsors of social welfare facilities through marketing mix. This is the time when the logics of economy is applied for the area of social welfare. Since July 2008 when the long-term care insurance system for the elderly executed, a number of social welfare facilities which depend on governmental budget have competed for various resources, but most of them have still had serious financial difficulties. As a supplementary method to overcome the financial problem, we have to develop how to excavate and manage sponsors who fit for conditions of the facilities to secure financial resources. To develop sponsors of social welfare facilities through marketing mix in this aspect, this study is to present strategic methods for sponsor development in seven factors developed by Fine(1992): product, price, promotion, place, producer, purchaser, and probing.

The employees in social welfare institutions have an importance of learning due to jop specialty more than any one else. That is because there are a variety of increasing needs in social welfare services and customer-oriented welfare services. On the basis of that, this study shows how learning orientation theories as a new organization management strategy affects the employees in social welfare institutions. It shows cause and effect relation by establishing hypothesis model based on the preceding researches. It performed empirical analysis on the employees in social welfare institutions in G metropolitan city. As a result, the hypothesis was tested that learning flow, vision sharing, openness have significant effects on member's jop satisfaction. It implies that job satisfaction can be improved, if the level of learning flow, vision sharing, openness of the employees in social welfare institutions are promoted.

In south korea, the elderly population has been continuously increasing, so blind spots in administrative welfare services for the elderly are expected to increase. therefore, this study aimed to analyze the types of blind spots in administrative welfare services for the elderly in gijang-gun, Busan, where the elderly population is increasing. using a network analysis, the demand and service supply ranges were derived. after that, in comparison to their sizes, the blind spots were divided into three types: i) blind spots in service supply, ii) blind spots in mobility constraint, and iii) dual blind spots. As a result, in gijang-gun, the blind spots in mobility constraint were 21.5%, the dual blind spots were 9.5%, and the blind spots in service supply were 3.2%. Based on these results, this study suggested policy directions for resolving the blind spots in administrative welfare services for the elderly by type.
