대한민국의 농업생명자원 중 식물유전자원은 농촌진흥청 국립농업과학원 농업유전자원센터와 지방자치단체, 대학, 연구소 등 전국 79개 관리기관에서 보존하고 있으며 책임기관인 농업유전자원센터에서는 종자 1,599종 246,097자원, 관리기관은 영양체자원 1,476종 26,254자원을 관리하고 있다. 유전자원 관리(수집/증식/등록/평가/분양 등) 업무 중 생산되는 대량의 정보를 관리하기 위해서 농업유전자원 정보를 DB 구축하였다. 구축된 정보는 학명 등 기초정보, 형태·저항성 등 특성 정보, 화상·종자량·활력·분양·증식 등으로 구분하여 데이터베이스화하고, 이 정보를 관리하기 위한 농업유전자원관리시스템(Germplasm Management System, GMS)을 운영하였으나 개선전 프로그램은 설치 후 주기적인 업데이트를 해야하고, 하드웨어 교체시 프로그램을 재설치를 해야하는 번거로움이 존재하였다. 이러한 문제를 해결하기 위해 HTML5 방식으로 개선하였다. 개선 프로그램은 웹 브라우저(크롬, 마이크로소트 엣지 등)에 실행 주소(genebank.rda.go.kr/gms)를 입력만 하면 전국 79개 관리기관에서 자원을 접수하고 평가한 정보를 어디에서든 확인이 가능하다(메뉴사용 및 권한설정은 필요). 개선된 농업유전자원 정보관리시스템은 국가적 차원의 통합관리를 지원하여 농업생명자원을 효율적으로 관리하고 수요자가 원하는 자원에 대한 적절한 정보제공을 함으로써 농업생명자원의 활용 촉진에 기여할 것으로 기대된다.

The objective of this study is to apply Information Resource Management(IRM) methodology to corporate library and information units. The focus of the study fixes how to start, develop and establish IRM in corporations. The methodology of IRM is based on the way of integrating information contents and systems by information technology. The body of this study consists of three parts. Part 1 surveys the review of IRM progress, its definitions, its components, IRM policy, and IRM human resource. Part 2 suggests a modeling for IRM methodology, which includes the inventory for pinpointing each information resource entity(IRE), the analysis of information needs, the measuring cost of IRE, and the evaluation of information value. Part 3 investigates internal and external information resources of certain corporations and analyses the users' information needs.

본 연구는 최근 사회 전반적인 체제의 정보화와 그에 수반되는 제 현상으로, 정보가 모든 생산의 근본요소로 작용하고 있는 기업체의 정보자원관리에 효율성 제고를 위한 새로운 기법 개발과 그 활용모형을 제시하는데 목적이 있다. 기업활동을 유리하계 전개하여 기업이 목표로 하는 성과나 이익을 극대화시키기 위해서는 유동적인 국내외의 기업환경 변화와 그게 따른 경제동향, 기술동향 및 신기술 추세, 신제품의 출현과 시장성 등이 정확하게 파악되어야 함이 선행조건이다. 이러한 움직임은 각종 형태의 정보자원을 수집, 가공, 분석, 저장, 변형하여 생산현장에서 의사결정의 요소로 할용할 때 가능하게 된다. 이와 같은 목적을 달성하기 위한 주요 연구내용으로는 정보사회의 발달에 따른 기업환경 분석, 정보관리의 의의와 필요성 및 정보자원관리의 구성요소 등의 이론적 측면과. 실제 기업체의 정보자원관리 현황파악을 통한 정보자원관리 부서의 기능과 역할 방향 및 정보자원관리 기법과 교육모형을 제시함으로써 그 실제적인 적용 가능성을 연구하고 있다.

In this days, information resources are very important in the organization. So, firms and public department eager to management and use the information resources. Our country is surveyed on Information Resource status from 1997 in the public sector. Information Resource survey contributed to check the status. But, the survey has some weakness. thus we have to redesign the Information Resource survey. In this paper, we analyzed the IRM researches, checked the IR survey's weakness, and studied the improvement methods.

본 논문은 인적자원관리에 필수적인 전문가시스템의 개념에 대해서 논의하고 있다. 전문가시스템을 인적자원관리분야에 적용하기 위해서는 전문가시스템의 개발과 관련된 일반 적인 고려사항들 뿐만 아니라, 인적자원관리와 관련된 고유한 특성들이 고려되어야 한다. 본 논문에서는 인적자원관리 전문가시스템의 장점과 구조를 제시하였으며, 전문가시스템 개 발을 위한 단계별 구체적 활동을 논의하였다. 아울러, 규칙을 이용한 인적자원관리의 지식 표현법 및 예제를 통해서 인적자원관리정보시스템의 하부 시스템으로서의 전문가시스템의 특성에 대해서도 논의하였다.

The goal of this study is to build the system of investigating and analysing the status quo of the HANGEUL publications, and management of the HANGEUL information resources in China, Kazakhstan and Uzebekistan of the Central Asia, and Russia. Documents analysis, direct observation and interviews were used as research methods. The result of this paper consists of as follows: 1)distributing the HANGEUL information resources produced and collected by the Korean in China, Central Asia and Russia 2)presenting status of the organs of information resources management 3)documenting classification of China and Russia 4) constructing system of the information resources management.

한국은 전자정부 분야에서 세계정상임을 2번씩이나 입증한 바 있다. 여기에 여러 요인이 있었겠지만 그 동안 정보자원에 대한 투자와 활용한 측면을 무시할 수 없다. 흔히 정보자원은 정보기술과 적절하게 결합될 때 비로소 가치가 있다고 한다. 이런 측면에서 보면 정보자원을 보다 효율적으로 사용하기 위해 정보기술의 흐름과 조합에 대한 고려가 중요하다. 이를 위해 본고에서는 정보기술을 활용한 정보자원관리에 대한 국내외 현황을 분석해 보고, 정보자원관리 개념정리와 자원의 효율적인 관리 및 활용을 위한 발전전략을 제시하였다. 연구결과는 공공부문에서 정보기술을 활용하여 정보자원 관리를 어떤 방향과 비중으로 추진할 것인가에 대한 함의를 제공하리라 기대한다. 연구방법은 Hype 싸이클과 Quadrant 등을 이용하여 사례분석을 하였다. 그리고 분석결과에 대한 내용검증을 위해 2회의 관련전문가들과 포커스그룹을 통한 검토를 하였다.

The advancement of information technology allows people to access information and knowledge resources without the limitation of time and location through Internet. Digital age will be created a lots of information and knowledge in digital form, and also converted printed documents in machine readable form. This study is intended to provide a theoretical framework of information and knowledge and their relationship, why and how government have to manage these resources and what problems will be solved for management, and strategies for management such as selection, preservation, distribution etc. in terms of macro level.

인터넷 등의 컴퓨터 통신 네트워크의 발달로 인하여 분산된 정보자원의 공유를 통한 자원에 대한 재사용성의 필요성이 대두되었다. IRD(Information Resource Dictionary)는 조직 내에서 관련된 모든 정보에 대한 데이터가 논리적으로 중앙화된 정보저장소(repository)이다. IRD 내의 데이터는 다른 데이터를 기술하므로 이른바 메타 데이터라고 하기도 한다. IRD의 사전(dictionary) 요소는 정보자원의 종류, 정보자원의 의미, 정보자원의 논리적 구조, 정보자원의 위치, 그리고 정보자원의 접근방법 등을 기술한다. FIPS ANSI의 IRDS는 이항 관계를 이용하여 무결성 제약조건을 표현하므로 제약조건 규칙의 표현과 일반적인 추론 규칙의 표현이 제한되어 있으며, 다양한 형태의 무결성 제약조건의 표현과 IRD와 관련된 여러 정보의 도출 또는 추론 및 관리에 관한 사항은 IRD 응용 고유의 문제로 간주하여 언급하고 있지 않다. 한편, FIPS IRDS는 사용자가 SQL 및 IRD에 대한 전문적 지식이 없이는 사용자 질의 작성이 어려운 점등에 대한 문제점을 안고 있다. 본 논문은 FIPS IRDS의 기본모델에서 정보자원 표현, 정보자원들간의 관계, 정보자원의 관리 정보 구분을 명확히 하기 위해 정보자원 모델을 정보자원 표현요소와 정보자원 관리요소의 두 부류로 나누어 구분하고, 각 부류에 대한 자격 질의(competency question)를 통하여 유추된 요소들을 FIPS ANSI IRDS 기본 모델의 스키마 기술 레벨과 스키마 레벨에 첨가함으로써 그 기본 모델을 확장한다. 그리고, FIPS ANSI IRDS가 제공하는 IRD 기술과 관리 기능을 그대로 포함하면서 앞에서 문제점으로 지적된 제약조건 표현과 추론규칙 표현을 위하여 확장된 기본 모델을 중심으로 각 레벨의 구성 요소들의 형식적 의미(formal semantics)와 레벨 내 혹은 레벨 구성요소들간의 관계성(relationship), 그리고 제약조건의 표현과 질의 추론 규칙들을 식별하여 FOPL(First Order Predicate Logic)로 표현한다. 또한, 본 논문은 FOPL로 표현된 predicate들과 규칙들을 구현하기 위하여 Prolog로 변환하기 위한 이론적 방법론을 제시하고 정보자원 관리를 위한 기본 함수들과 스키마 진화(schema evolution)를 위한 방법론을 제안한다.
