This article surveyed the current situation of domestic R&D information system and investigated the possibility of knowledge-transformation for KMS. Four major requirements of the transformation were analyzed by applying evaluation index tool which was integrated and refined from the existed indices. and a process-oriented project approach was suggested with some practical implications for development of KMS.

초.중등학교에서는 교우학사관련 업무경감과 교육행정업무의 효율성 및 온라인 민원서비스 제공을 목표로 학교정보관리시스템을 활용하고 있다. 본 논문에서는 2003년 새로 도입한 교육행정정보시스템(NEIS)에서 건강관리 학교급식관리, 학교시설.장비관리 영역의 사용자 중심의 편이성과 현장 적함성에 대한 개선 방안을 강구하였다. 그 결과는 다음과 같다： (1) 학교와 의료기관에서 건강정보를 공동으로 관리.활용할 수 있는 평생건강관리체제가 국가인적자원관리에 더욱 효율적이다. (2) 법.제도, 업무절차, 표준화, 정보기술측면의 내실화된 학교급식관리가 요구된다. (3) 자재명세서(Bill of Material： BOM)와 워크플로우를 활용한 개선방안이 교육정보화 시설.장비관리에 효율적이고 업무처리변화에 유연함을 확인하였다.

The goal of this study is to determine domestic and overseas research trends of archives and records management. To overcome limitations of existing research trends analysis, we selected 8 international journals and visualized impact factors geographically based on published articles from 2000 to 2017. And then we performed timeline based contents analysis. To compare with domestic and overseas trends, we selected 6 domestic journals of archives and records management and analyzed by same ways. Based on the results, we investigated the marco trends in archives and records management, identified the difference among countries, and finally predicted the future research trends.

The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

최근 인터넷 상의 개인 정보 보호가 중요한 사회 경제적 이슈로 부각됨에 따라 기업 내부의 정보시스템에 산재해 있는 개인정보의 보호와 체계적인 관리의 필요성도 대두되고 있다. 하지만 기업내부의 DBMS나 파일서버에 집중적으로 보관 관리되고 있는 개인정보와 달리 분산된 개인용 컴퓨터(PC)에 산재해 있는 개인정렬의 효과적인 보호와 관리 방안은 부족한 실정이다. 본 연구에서는 기업 업무 환경 하에서 분산된 PC내에 저장된 개인정보를 효과적으로 관리할 수 있는 시스템(Privacy-i)을 제안하였다. 이를 위해 기업내에 산재한 PC에 저장된 개인정보를 보호하는 개인정보보호 시스템의 요구사항을 분석하고 시스템을 설계를 제시하였으며 하였으며 실제 개발을 통해 개인정보 보호 시스템을 구현하였다. 본 연구를 통해 개인 정보 유출에 대한 관리 책임을 지고 있는 관리 주체인 기업이 PC에 산재하는 개인 정보보호의 필요성을 인식하고 개발된 시스템의 적용함으로써 기업 내 정보 보안 수준을 높이는 계기가 될 것을 기대된다.

The purpose of this paper is to make a careful study on the characterization of information science and to describe the scientific basis for the revitalization. At first, various theoretic models in initial stage and later tendency of infor mation science are analyzed and evaluated. After that the dilemma and nature of information science as a postmodem science are investigated. Upon the results of these analysis and investigation, the new reference points of information science are presented from the strategic, theory-immanant, and methodological aspects.
