An Analysis of the Status of Digital Divide on Students and Teachers at Elementary and Secondary Schools in Gyeongnam (경남도내 초중등 학생 및 교사의 정보격차 현황 분석)

  • Digital divide comes to appear as a new factor of causing social inequality with the entry of information society. Especially, the digital divide in student class makes a worry about education inequality as the education using ICT, e-learning, and u-learning are enlarged. So, the concern about the status of digital divide in school is increasing. In this study, we conducted a questionnaire survey of students and teachers in elementary and secondary schools located in Gyeongnam, and measured informatization level with the weighted average of three subindices : accessing index, capability index, and utilization index. According to the survey, the index on information processing capability showed the largest gap in both the student group and the teacher group. We also had the result of positive correlation between the capability index and the utilization index. These results show that the gap of information processing capability is an important factor for understanding the digital divide.

A Study on the 4th Industrial Revolution and Gender Gap (제4차 산업혁명과 성별 격차에 관한 연구)

  • Purpose : To analyze how the Fourth Industrial Revolution affects the gender gap. Method : This study regressed the relationship between ICT development index, network Readiness index and gender gap in 145 countries all over the world. Results : The ICT development index was not statistically significant, but the network readiness index was positively correlated with female labor participation rate and gender wage equality ratio, indicating that the progress of the $4^{th}$ industrial revolution increased female participation in labor but the wage gap has been shown to intensify. Conclusion : The results verify the hypothesis that the $4^{th}$ industrial revolution led by the information and communication revolution affects the labor market conditions of women.

  • Depending on the degree of access to information, social inequalities, especially economic inequalities, can increase. The information gap can lead to an income disparity, leading to an economic disparity. Recently, as we have evolved into a smart environment, our society is in a more complex situation in the digital divide. In the smart environment, unlike the wired Internet based environment based on the existing PC, various media services that are not tied to the transmission means are emerging and the information gap in the smart environment is causing even more serious problems. The purpose of this study is to analyze the correlation between the informatization level and income of the Korean people based on the information gap index and the results of surveys conducted on the general public in Korea. If there is a difference in the level of income depending on the level of access, utilization, and utilization of information by the Korean people, a new approach or change is needed in the policy or strategy for resolving the digital divide of the Korean government.In particular, it should be accompanied by the consideration and concern for the information alienated group and efforts for the continuous support for the solution of the digital divide. The results show that the correlation between the informatization level of the Korean people and the household income is statistically significant (+). In addition, the correlation coefficient trend is positive, suggesting that the government needs various informatization policies to increase the informatization level of the general public in Korea.

A Study for Multicultural Families as Digital Poverty: Focusing on Target Changes of the Digital Divide Survey for Multicultural Families (정보소외대상으로서 다문화가정에 대한 연구: 정보격차지수 조사대상자 재정의를 중심으로)

  • The definition of digital poverty of multicultural families has not been changed since it was used at the first digital divide survey in 2012. The objective of this study is to reexamine and redefine digital poverty targets of digital divide survey for multicultural families. The results suggest to reexamine multicultural families rather than limiting to Immigrant women for digital poverty. The results were as follows. First, the current survey has been limited to the migrant women for information gap survey of married migrants. But, It is expected to increase immigrant men in the future. It should include migrant men in the marginalized target in terms of preparation for a multicultural society. Second, the current survey has been limited to the migrant women for information gap survey. But, It is expected to increase children of multicultural families. This information gap is likely to be linked to differences in education or future economic disparities for children of multicultural families. It should include children of multicultural families in the marginalized target in digital divide survey.

A Study on Digital Divide of Farmers and Fishermen (농어민의 정보격차와 소득수준에 대한 연구)

  • The regional differences between urban and rural areas make many diverse differences. There are various differences between urban and rural areas such as economic gap and cultural gap. There is also a difference between urban and rural areas in accessing and utilizing information. The purpose of this study is to clarify the relationship between the information gap and the income gap among farmers and fishermen groups, where information gap is considered to be more serious than other groups. In other words, we tried to examine whether the information gap between farmers and peasants affects the income gap. The purpose of this study is to analyze the relationship between informatization level and income of farmers based on the information gap index and survey results conducted every year by the government. The results show that there is a statistically significant positive relationship between the informatization level of farmers and household income. In addition, the trend of the regression coefficient is positive, suggesting that the government needs various informatization policies to increase the informatization level of farmers.

  • In this paper, we develop the Women's Information and Communications Technology Development Index (WIDI) framework for the Association of Southeast Asian Nations (ASEAN) Member States. While there are a number of global ICT indices, there are no standard global data metrics for ICT gender-related statistics in developing countries. Therefore, this research has been conducted by the Asia Pacific Women's Information. This study referenced some of the major global ICT indices and created a framework that used their basic structure and included the various measurement factors such as socio-cultural factors element and ICT policy for woman. The WIDI framework is supported by a back-end survey that was designed by the research team and reviewed by ASEAN taskforce members. Through WIDI, we can compare ICT development status and gender information gap and measure the national information gap. By presenting the basis for policy decisions on eliminating gender disparitie can help improve the social status of women.

An Analysis on Gap of the Ability to Utilize Information Between In-service and Pre-service Teachers (현직교원과 예비교사간의 정보활용능력 격차 분석)

  • The ability to utilize information of learner can do self-directed learning that increases creativity of learner. But in the middle and high schools, if 2009 revision curriculum has to be enforce, the education of information knowledge and literacy is expected to leave the education undone at schools. Therefore the ability of leaners must develop through teaching in all subjects, and so the ability of teachers in the class is very important. We examined the actual conditions about the ability of pre-service and in-service teachers, and analyzed the gap of the ability between in-service and pre-service teachers. The indexes of total ability of in-service and pre-service teachers are shown to be 74.4 points and 50.5 points out of 100. The ability of pre-service teachers is on the level about 68-percent as compared with the ability of in-service teachers. Therefor the education offices of cities and provinces and the teacher training institutes must establish for improvement of the ability of pre-service teachers.

An Analysis of International Achievements and Inequality in Research in the Field of Library and Information Science (문헌정보학 분야 연구의 국제적 성과와 격차에 대한 분석)

  • This study examined the output performance of papers published in international journals in the LIS field over the past 20 years and used the Gini coefficient and Hirschman-Herfindahl (HHI) index to understand the international gap in academic paper output and its changes. In addition, the characteristics of academic publications were visualized focusing on the top producing countries of academic papers, and differences according to sub-research areas were also identified. As a result of the analysis, first, although the United States and China are leading the publication of papers over the past five years, the results produced by the Netherlands showed relatively high influence and international and industrial cooperation results. Second, a high inter-country gap index (g= 0.7-0.8) has been maintained in terms of paper production and citation volume over the past 20 years, but the concentration of top countries is showing a trend of easing over time, as CR3 (Concentration Ration 3) decreased from 63.3% to 43.2%, HHI decreased from 2,129.6 to 976.1. Third, the LS field showed the highest gap between countries and a high degree of concentration centered on the United States, while the SM field was confirmed to be the most dispersed.

A Study on the Gap Between University Academic Information Resource Using Gini Coefficient (지니계수를 활용한 대학도서관 학술정보자원 격차 연구)

  • This study uses Gini coefficient to index the inequality of academic information resource among universities to identify the areas where the gap is extremely severe, and analyzes the Gini coefficient over time for 10 years to show how the gap is changing. In addition, the degree and characteristics of the gap appearing by type of universities such as metropolitan universities, local national universities, private universities, and colleges were also compared. As a result, first, the university library academic information infrastructure showed a severe level of disparity (0.6 - 0.9), and the inequality was more severe in serials, electronic resources, and reference service. Even when the relative Gini coefficient was calculated considering the number of students, the inequality was over 0.4 in serial etc. Second, the Gini coefficient trend over the last decade shows that the inequality has decreased toward equality in the re-education time of employees and electronic information resources, but not in other sectors. Third, it was found that special universities and universities in the metropolitan area showed a large gap between universities of the same kind, and local national universities showed the best gap level as well as the best academic information infrastructure.
