설계 접안능력에 따른 선박규모별 상대적 접안속도 도출

  • 선박의 대형화 등 급격한 환경변화에 따라 항만시설 확보에 주력을 기울이고 있지만 늘어난 항만 물동량을 따라가지 못해 부두의 설계접안능력보다 더 큰 선박이 접안하는 사례가 빈번하게 발생하고 있다. 하지만 이러한 접안 과정이 위험하다고 평가되어야 하는 것인지는 고려해볼 필요가 있다. 부두는 정해진 설계접안에너지가 있으며 부두에 접안하는 선박의 규모가 각각 다르므로 허용되는 접안속도 또한 달라져야 한다. 따라서 본 연구는 설계접안에너지를 고려한 선박규모별 허용접안속도를 구하고자 한다. 또한 실측접안속도에 적용하여 부두 접안능력과 선박 규모가 고려된 상대적인 값을 가지는 추정접안속도를 도출할 수 있다. 이를 통해 대상부두에서 얼마나 많은 선박이 위험한 속도로 접안하고 있는지 분석하였다.

  • 부두의 접안능력 조정 가능성을 판단하기 위해서는 조정예상 가능한 선형을 대상으로 항만시스템의 전반적인 부분에 대한 검토가 필요하다. 이 중 선형 증가에 따른 통항 및 접안조종 안전성의 평가는 부두의 접안능력 조정 가능성을 판단하기 위한 중요한 역할을 한다. 이 연구에서는 광양항 제품부두의 접안조종 안전성의 평가를 위해 선박조종 시뮬레이션을 수행하여 검토하였다.

A Systematic Approach to Decide Maximum Berthing Ship Size Coupled with Berth Design Criteria - A Case of Port of Ulsan - (부두 설계기준을 고려한 접안가능 최대선형의 결정에 관한 연구 - 울산항을 중심으로 -)

  • "Summer Deadweight Tonnage(SDWT)" is used as the criteria of the berthing capacity when establishing port entry limits under current guideline. The important factors affecting to the maximum ship size of possible berthing are mass, length and breath of the ship rather than deadweight. Therefore this guideline should be modified to ensure safety and efficient operation of berth. This study aimed to propose a rational guideline to adjust the berthing capacity. In order to decide proper berthing capacity, three berths of Port of Ulsan were selected and systematic evaluations for the safety of passage transit, berthing maneuvers, ship motions at berth and stabilities of structures were conducted. Small changes of ship size had little effect on those characteristics and little significant differences were found according to the increase of ship size at the same displacement. The evaluation results of the increasement of 50% of berthing capacity at 20,000 DWT, 25% at 40,000 DWT and 13% at 150,000 DWT were within the design criteria in which the berths were built. Therefore, if the channel width, diameter of turning circle, berth length and mooring arrangements are satisfied with the criteria, the current berth limitations should be adjusted by the displacement. as substitute for the deadweight.

A Basic Study on Safe Mooring Guide for Dangerous Goods Berths in Ul-San Port (울산항 위험물 부두의 안전계류에 관한 기초연구)

  • This study analyzed the state of the vessels which were using the berth for dangerous goods more than its carrying capacity in the major dangerous cargo handling port of Ulsan in Korea, The result of the analysis showed that a ship which has 3 times more than the maximum berthing capacity was moored at berth. Accordingly, a simulation model for 50,000 DWT berth was built and carried out the mooring safety analysis with 50,000 DWT, 70,000 DWT and 100,000 DWT vessels by mooring assessment program. The evaluation was carried out according to the standard environment presented in OCIMF standards. 50,000 DWT vessel was evaluated to meet the acceptable criteria but, 70,000 DWT and 100,000 DWT vessels exceeded the acceptable limit as per external conditions. Consequently, safe mooring guidelines were suggested and also proposed the building of common 'Mooring safety guideline' for port with assessment of different cases.

안전한 승하선을 위한 선착장 승강 환경 연구 - 부산시 유선장을 중심으로-

  • 본 연구에서는 승선환경에 관한 기초연구로서 승선 및 유람선 터미널의 공간 및 시설과 관련된 법적 문제에 대한 분석을 수행하였다. 연구결과는 다음과 같다. 1) 육상대중교통의 탑승과 관련된 법령과 규정에 비해 시설별 세부규정이 미흡하고, 유람선터미널 역시 탑승객 수용능력별 시설기준이 요구된다. 2) 터미널의 대기공간과 승강장은 법에 따라 기본시설이 갖춰지지 않은 곳으로 탑승능력을 수용할 수 있는 좁은 공간이다. 3) 현측 접안과 선수측 접안을 유람선 선착장의 승강 공간과 사용 시설 등을 고려하여 적절히 사용해야한다.

  • 대산항 씨텍 제3번 돌핀부두에 최초 설계의 접안능력기준을 약간 상회하는 5만 DWT급 VLGC 선박이 접안작업을 할 경우, 돌핀의 용량에 따른 접안작업 동안의 안전성 여부를 대산항만의 입출항 제한 자연 환경조건을 적용하여 선박 계류측면에서의 안전성을 판단하고자 한다. 이를 위하여 대상선박의 부두에서의 최악의 외력조건과 계류장력과의 관계를 OCIMF에서 연구 발표한 결과를 바탕으로 계류안전성 계산공식을 적용하여 계류안전성을 평가하도록 한다.

A Measurement Way of Operation Risk Evaluation of Korean Seaports Using Negative DEA (Negative DEA를 이용한 국내항만의 운영위험평가 측정방법)

  • The purpose of this paper is to show the empirical measurement way of operation risk evaluation in domestic seaports for overcoming the limitations which the traditional DEA method has by using 13 Korean ports in 2003 for 4 inputs(birthing capacity, cargo handling capacity, number of coastal guard vessel, number o f coastal special guard vessel ) and 5 outputs(Export and Import Quantity, Number of Ship Calls, number of coastal accident, number of coastal crime, number of coastal pollution). Because traditional DEA method has produced the limited set of information, negative DEA mixed with tier, stratification and layering methods should be adopted. The goal of negative DEA is to set up DEA models that will place the poor operating ports on or close to the empirical frontier. The core empirical results of this paper are as follows. First, Donghae ports should benchmark the operation way of Yeasu, Busan, Woolsan ports in terms of the middle and longterm base. Second, 5 ports(ports of Taean, Yeasu, Tongyoung, Busan, Sokcho) which were revealed as the poor operating ports in Negative DEA analysis should benchmark Incheon, Woolsan, Pohan, and Donhae ports. The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Negative DEA of this paper for predicting the poor operating in the ports.

  • In order to mitigate the overcapacity of Busan port, Busan new port has been developed as transshipment port which is capable of handling 8,000 TEU containership. Generally, design of transshipment port has to reflect the capacity of feeder because both mother vessels and feeders enter the planned port at the same time. However, the existing plan of Busan new port capacity needs to be reexamined since the adopted capacity of each berth at new port, 300,000 TEU, does not seem to be enough to handle both mother vessels and feeders. Therefore, in this study we calculated the required number of berth and berth length by considering cargo handling capacity in terms of the ship size and this study makes some implications in relation with the terminal development plan.

  • This study aims at calculating berth length required of the given volume of containers. For this, unlike previous studies assuming 300,000 TEU per berth as the capacity of a berth, this study attempts to apply more realistic situation such as the distribution of vessel size, lifts per vessel, berth time by vessel size, and average berth occupancy ratio. the result are compared with that of Pusan New port planning.

A Study on the Extracting the Core Input and Output Variables in Korean Seaports by DEA and PCA Approach (DEA와 PCA에 의한 항만의 핵심 투입-산출변수의 추출방법)

  • The purpose of this paper is to show a way for extracting the core input and output variable in Korean seaports by using principal component analysis and DEA(data envelopment analysis). Two inputs(birthing capacity, and cargo handling capacity) and three outputs(export cargo handling amount, import cargo handling amount, and number of ship calls), and three cross sectional data(1995, 2000, and 2004) for 26 Korean seaports are considered for measuring the efficiencies of 21 DEA models. 21 models can be treated as variables and efficiencies as observations for extracting the core inputs and outputs variables by using principal component analysis. An empirical main result indicates that core input variable is cargo handling capacity, and core output is the number of ship calls. The Korean seaport authority can adopt the DEA and principal component analysis for deciding the development and investment to each seaport.
