The purpose of this paper is to analyze the trends of Policies and law related to web accessibility in developed countries such as U.S, U.K, Australia, Japan and EU and then propose polices to improve web accessibility in Korea. The results of the paper are as follows ; First, the awareness promotion programs, i.e seminars, campaigns, contests, etc., should be provided. Second, Korean standards and guidelines which have specific information should be made to improve web accessibility. Third, Web accessibility specialist should be trained. Finally, Law and regulation related to web accessibility should be amended as the Section 508.

한국의 농촌개발정책은 지난 50년에 걸쳐서 많은 변화를 겪어왔다. 농촌개발정책은 국내외의 정책 환경인자와 관련성을 맺는 가운데, 농업 농촌이 처한 시대별 과제를 해결해나가는 과정의 결과라고 여겨진다. 농촌개발정책은 1960년 이후 현재까지의 기간 동안에 4단계의 시기별, 정책구성요소별로 의미 있는 변화가 일어나고 있다. 2000년을 전후하여 국가발전을 위한 행정이념이 효율성에서 형평성으로 전환됨에 따라 농촌개발정책은 전반적이고 근본적인 변화에 직면하고 있다. 농촌지역은 국가발전을 위한 새로운 가치와 자원을 가지고 있는 공간으로 재인식되고 있다. 농촌은 곧 마을이라는 으로 변화되고, 농촌의 소도읍이 새로운 농촌지역의 삶의 미시적인 관점에서 접근되던 정책이 인근의 도시와 연계를 맺는 방향 공간으로 접근되고 있다. 농촌개발정책은 농업을 중심으로 하는 정책에서 비농업부문의 개발을 중시하는 방향으로, 지역농업과 공간정책을 통합하여 개발하는 방향으로 나아가고 있다. 이 과정에서 농촌개발과 관련이 있는 중앙정부 부처의 수가 증가하는 가운데, 지방정부와 지역주민의 역할이 강조되면서, 수직적 수평적인 분권화와 협치 체제의 구축이 중요해지고 있다. 또한 지역의 고유성과 지역단위사업의 연계성에 대한 강조는 자연히 지역단위 계획제도의 정착과 이를 현실적으로 뒷받침할 수 있는 예산제도의 변화를 가져오고 있다.

최근 정부정책과 국내외 초격차기술 및 딥테크 중요성 대두로 어느때보다 기술창업에 대한 수요와 필요성이 높아지고 있다. 특히, 대기업과 함께 스타트업에서도 초격차 기술을 포함한 딥테크에 대한 접근성이 용이해지고 기술사업화를 통한 적기 시장진입을 위하여 다양한 시도와 노력을 수행하고 있다. 대기업에서는 국내에서도 점차 활성화되고 있는 Corporate Venture Capital과 함께 기술스카우팅등을 통한 사내벤처링(Corporate Venturing) 방법론을 통하여 기업의 신성장 동력확보에 노력하고 있다. 스타트업계에서는 정부 정책과 지원을 통한 다양한 사업들이 진행되고 있으며 중견 민간기업에서도 국내외 스타트업과 관련 창업보육기관들과 함께 다양한 상생협력 활동을 하고 있다. 특히, 극초기 기업을 발굴하고 보육하는 액셀러레이터 즉 컴퍼니빌딩에 대한 사례가 많음은 관련 업계 누구나 부인할 수 없는 현상이다. 본 연구에서는 저자가 대기업에서 다년간 참여한 사내벤처링 방법론 현장에서의 경험을 토대로, 대학에서 기술창업기업 발굴에 대한 방법론을 기획하고 지난 3년간 현장에서 직접 실행한 경험을 토대로 초격차기술창업 발굴과 성장전략 방법론을 제언하고자 한다. 파괴적 혁신의 패러다임이 제안된후 다양한 영역과 부문에서 이론에 대한 검증도 병행된 것처럼, 초격차기술창업 발굴의 수요가 급중하고 있는 현시점에 현실적이며 robust한 고유한 방법론이 연구되어 결과물이 기업과 시장에 적용되는 것을 기대해본다.

This study examines the characteristics of creative city policy for Japanese culture and arts creation cities and finds the implications of culture and arts city policy by reexamining the examples of Kanazawa and Yokohama from the viewpoint of creation-based strategy of the city. The policy implications of creative-based strategies are as follows. First, in terms of the governance of the creative-based strategy, Kanazawa conducted governance through a citizen-led cooperative network, while Yokohama promoted creative city policy through a local government-led cooperative network. Second, The mechanism of action of the endogenous resources of Kanazawa and Yokohama was different. Third, the territorial embeddedness in Kanazawa and Yokohama was easy for pedestrians to access to the customer center in the creation core area. Both cities have good access to domestic and international demand, and amenity is well established.

최근 국내는 물론 전세계적으로 차세대 가입자망 구축이 활발히 진행되면서 EU를 중심으로 차세대 가입자망의 규제정책에 대한 논의가 활발히 이루어지고 있다. 현재까지의 차세대 가입자망 관련 규제정책 논의는 차세대 가입자망 구축 활성화를 위한 투자 유인 제고 및 동등접근성 보장을 통한 경쟁활성화라는 두 가지 핵심 정책 목표에 초점이 맞추어져 있다. 이에 따라 EU의 차세대 가입자망에 대한 기본적인 규제정책 방향은 물론 유립내 각국들은 두 가지 핵심정책 목표 달성을 위한 차세대 가입자망 관련 구체적인 정책방향을 수립하고 다양한 정책대안을 제시하고 있다. 따라서 본 연구는 차세대 가입자망에 대한 기본적 개념, 국내외 차세대 가입자망 구축 현황과 EU 차원의 차세대 가입자망 규제정책 방향 및 EU 각국들의 정책 동향을 통해 국내 차세대 가입자망의 규제정책 수립시 고려해야 할 이슈들을 살펴보고자 한다.

Considering international trends and foreign cases, it can be easily expected that web accessibility issue is becoming more and more important. While information technology has changed Korean society rapidly and widely, there are many People who have difficulties in using information services such as the elderly and persons with disabilities. One of the big barriers they face is the lack of accessibility of web services. These social problems have been rarely studied in Korea but surface as very import subjects to be addressed concerning IT and welfare policy. The objective of this study is to ensure web accessibility right for visually handicapped and reduce digital divide through development of a recommendation guideline of mobile internet user interface. In this study the trends of politics and laws related to web accessibility in developed countries are surveyed and some advisable recommendation guidelines of mobile internet user interface for visually handicapped to improve web accessibility are proposed.

최근 사회 전반적으로 급격히 진행되고 있는 디지털 컨버전스 트렌드의 한 모습으로 등장한 RFID/USN의 급속한 이용과 향후 발전, 진화되는 동향을 분석 전망한다. 이 추세를 분석함에 있어 필수적으로 요구되는 RFID/USN의 개념, 서비스 특징 및 국내외산업동향 분석 전망 및 발전을 위한 전략적 시사점을 도출한다. RFID/USN 산업의 발전 전략에 접근함에 있어 일차적으로는 RFID/USN의 개념과 구조 및 산업적 특성 그리고 응용분야에 대한 고찰을 통해 USN 구축의 중요성 및 의의를 살펴본다. 또한 국내외 기술 개발, 정책 동향 및 관련 기업의 동향과 향후 전망, 국내외 시장 추세를 파악하여 현 시점에서의 실효성 있는 RFID/USN 산업의 발전 가능성을 전망한다. 나아가RFID/USN 산업의 육성을 위한 발전 로드맵을 제시하고, 현재 구축되어 있는 정보통신네트워크 인프라를 최대한 활용하고 연관 산업의 파급 효과를 극대화 시킬 수 있는RFID/USN 산업 발전을 위한 추진 방향을 모색한다.

Since core scholarly journals have been digitalized, demands on the perpetual access and long-term preservation of subscribed digital information resources by libraries are increasing. Various institutions and organizations have performed the preservation activities of digital scholarly resources for the purpose of responding those demands. This paper illustrates the National Digital Archive(NDA) system proposed and developed by KISTI and discusses on the NDA strategies which aim to improve the usability of archived journal articles. In addition, NDA strategies of KISTI have been compared with those of international researches and the economic validity of NDA has been verified by analyzing NPV, BCR and IRR. Legal system for improving the application of the archived data should be studied next and high value-added data services have been suggested as our future studies in the final section.

에너지와 ICT 기술의 융합을 통한 새로운 비즈니스 모델의 창출은 신산업 신성장동력의 대표 아젠다로 주목받고 있으며, 관련한 정부의 정책 제도들이 봇물 터지듯 제시되고 있다. 스마트 에너지 서비스는 이러한 배경 하에서 기후변화대응, 탄소거래제, 수요관리 중요성 부각 등 사회문제 이슈 해결의 중심축으로 부각되고 있다. 스마트 에너지에 대한 정의는 그 적용 범위와 도메인에 따라 달라지기도 하고, 관련 범주도 넓으며 기술의 분야도 다양한 형태를 띠고 있다. 본고에서는 스마트 에너지 기술에 대한 특징과 국내외 기술 서비스에 대한 현황에 대해 살펴봄으로써, 인류가 당면하고 있는 피할 수 없는 에너지 분야의 문제 해결에 대한 기술적 접근 방향성을 제시하고자 한다.
