With the rapid development of radio technologies, there have been actively researching the convergence between radio technology and other industry as well as wireless communications itself. In this paper, we investigate the paradigm shift of radio policy as radio technologies such as small cells and cognitive radio advance, and analyze the directions of spectrum policy and radio technology to promote the creative use of radio waves. In particular, we propose the spectrum policy for the expansion of open spectrum policy, technology development of interference management, and restructuring of the Korean radio law.

일본에서는 무선 산업 발전을 촉진하기 위해서는 많은 양의 전파를 민간에게 개방할 필요가 있으며, 기존의 주파수에 대한 효율적인 관리와 전개가 필요하다고 판단하였다. 이러한 요구를 수용하기 위하여 [전파 정책 Vision] 및 [주파수 재편성 방침]을 확립하였으며, 2002년 이후 3차례의 전파법 개정과 전파 이용 상황 조사 등을 수행하여 산업 경제 활동의 강화와 질 높은 국민 생활 실현을 위한 전파 유효 이용 정책을 수행하고 있다. 국내에서도 전파 이용 중장기 정책 방향을 수립하여 전파법 개정, 신규 주파수 할당 및 주파수 회수 재배치 등에 대한 노력을 기울이고 있다. 여기에서는 급변하는 전파 환경의 요구에 능동적으로 대처하기 위하여, 우리나라와 전파 환경이 비슷한 일본의 전파 유효 이용 방법을 파악하고 국내 제도 개선을 위한 기초 자료를 제공함을 목표로 하고 있다.

일반적인 접근제어 모델이 메커니즘 내에 보안 정책을 미리 설계함에 따라 보안 요구사항의 추가나 변경에 어려움이 있는 반면에, 다중 접근제어 정책 모델은 기업 환경에 필요한 다양한 보안 정책들을 융통성 있게 지원하기 위해, 권한 명세 언어를 기반으로 positive/negative 권한을 모두 표현할 뿐만 아니라, 권한의 예외적 수행, 권한의 전파와 충돌 해결 정책 등을 구현함으로써, 접근제어의 권한 적용에 유연성을 강화하였다. 그러나, 기존의 권한 전파 및 충돌 해결 정책은 권한 전파의 모든 가능한 path를 고려하지 않거나, 충돌 문제를 해결하지 않는 부분이 있는데, 이것은 특히 서로 다른 정책의 어플리케이션 통합 환경에서 권한의 남용이나 상실 등 의도하지 않은 부당한 권한의 실행을 야기시킨다. 따라서, 본 논문에서는 다수의 정책의 영향을 받은 주체에 대해서 권한의 독립적 수행을 보장하면서, 추가적인 충돌 상황을 발생시키기 않는 권한 전파 정책을 제안한다.

최근, 국민 경제의 발전과 다양한 전파이용 기술의 등장으로 전파통신은 비약적인 발전을 거듭하고 있다. 이에 따라 전파사용은 특정계층의 전유물이 아닌 일반 이용자에게까지 깊숙이 확산되고 있으며 그 이용률은 급신장 추세를 나타내고 있다. 그러나 전파통신에 필수적 요소인 주파수 자원은 이용기술의 한계로 인해 제약될 수 밖에 없으며, 그 결과보다 합리적이고 체계적인 자원 관리기법이 요구되고 있는 실정이다. 또한, 최근에는 다양한 전파이용 욕구가 증가되고 있으며 주파수 분배의 투명성과 공개에 대한 요구도 일어나고 있다. 따라서 정부에서는 이와 같은 전파이용 환경의 변화에 대처하고자 다양한 정책을 추진하고 있는바, 본고에서는 먼저 우리나라의 주파수 관리실태와 이용현황을 설명하고 각계의 다양한 욕구를 수용하기 위한 정부의 주파수 관리 정책방향에 대해 기술하고자 한다.

In this paper, we studied a policy direction for promoting wireless industry. For this, we defined the concept of wireless industry and classified their structure and suggested a growth model of wireless industry and policy elements, which is composed of technology development, service development, advancement of law and regulations, business model development, assistance of production and use, publicity enforcement for promotion. Also, we had a survey on the policy elements for promoting the industry by experts interview. We drew some policy directions for promotion of wireless industry from survey results.

Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

약 100년 전 미국에서 전파(電波, Radio Wave) 프런티어(Frontier) 시대가 시작된 이래 전파는 ICT산업의 기반 기술의 역할을 충실히 수행하고 있다. 최근에는 전파의 활용이 전통적인 통신, 방송, 국방 분야를 넘어 센싱, 보안, 의료, 무선전력전송 등 다양한 분야로 확장되고 있다. 이에 따라 용도지정에 따른 배타적인 주파수 사용을 기반으로 하는 기존의 전파정책으로는 급증하는 전파 수요를 충족할 수 없다. 이에 본 고에서는 최근 전파 이용이 급격히 확산되는 시기를 역사적으로 고찰하여 전파 르네상스 시대라고 명명하고, 이를 뒷받침할 미래 전파 정책의 방향을 새롭게 제시한다.

주파수 공유 기술의 개발 및 적용은 실질적인 주파수 공급량을 확대하는 효과를 거두게 되어 주파수 자원의 희소성을 감소시켜 주는 긍정적인 효과가 있다. 그러나 현행 전파 관리 제도는 아직까지 공유 기술 적용을 위해 최적화되어 있지 않으므로 개발된 기술이 원활히 적용될 수 있도록 정부 차원의 정책 마련에 대한 검토가 필요하다. 본고에서는 주요한 전파 관리 정책의 모형에 대해 설명하고 공유 기술 적용을 위해 전파 관리 정책 측면에서 고려해야 할 사안들을 제시하고자 한다.

Recently, the Ministry of Internal Affairs and Communications(MIC) of Japan announced the policies for effective use of spectrum in the 2010s based on the developments of spectrum usage technology, at the same time resolving the social issues in Japan. In Aug. 2010, the establishment of "special white space areas" was suggested to promote the systematization of white space, and a prior model for actualizing the suggestion was published. Also, Action Plan for the frequency reorganization toward building wireless broadband. This paper investigates the future image of the services and systems in the 2010s and surveys the background of the implementing radio wave policy, the major strategy and the policy directions published by MIC of Japan. The contents suggested by this paper contribute to formulating domestic spectrum policies and to promoting the usage and application of spectrum.
