  • COVID-19 occurred in China in December 2019 and spread to the world. Untact culture becoming commonplace due to the spread of COVID-19, is accelerating digital transformation across society. The government is increasing government fund to overcome national crisis situations such as COVID-19. In order to efficiently execute these government funds, the government and policy financial institutions need to come up with two measures. One is to establish a transparent government fund execution process, and the other is to secure the objectivity of the review process. In this paper, to solve this problem, we designed the execution process of government funds from the government to end users with Consortium Blockchain, and designed a machine learning algorithm for internal review of policy financial institutions. The research data proposed in this paper will be helpful in setting the future government policy direction for government fund execution.

  • In recent years, as there is growing concern with ESG (Environmental, Social, and Governance), the strategic direction of business management is changing from maximizing shareholders wealth to maximizing stakeholders value. ESG is reshaping a corporation's supply chain management strategies. The purpose of this study is to explore the ESG challenges in supply chain management. As a result of network text analysis and topic modeling analysis on 3226 news articles, 'Suppliers', 'Sustainability', 'Shared Growth' 'Carbon Neutral', 'Safety and Health', 'Responsible Business Alliance', 'Supply Chain Due Diligence Law' were identified as the main issue. Since ESG initiatives in the supply chain are not limited to the efforts of individual firms, future research should focus on figuring out what difficulties and challenges exist in the diffusion of ESG practices along multi-tiered supply chains, and how to overcome them.

  • In this paper raw spectrum data were analyzed to suggest the moving forward of performance evaluation and quality control of wind profilers of four manufacturers operating in South Korea. For the analysis, the profile of the spectrum averaged by season and the profile of four statistical values (minimum, average, median, and maximum) calculated by Power Spectrum Density (PSD) were used. The quality of spectrum data was the best for LAP-3000, followed by YKJ3, PCL-1300, and CLC-11-H. In Cheorwon and Chupungnyeong, where PCL-1300 was installed, the variability of the spectrum due to ground clutter and non-meteorological signals was large, so ground clutter removal and signal processing such as moving average and multi-peak were required. In Gunsan and Paju, where CLC-11-H was installed, DC (Direct Current) bias and propagation folding were found, so it is necessary to remove the DC bias and limit the effective altitude for observation.

  • In this paper, multi-region based Radial Graph Convolutional Network (MRGCN) algorithm which can perform end-to-end action recognition using the optical flow and gradient of input image is described. Because this method does not use information of skeleton that is difficult to acquire and complicated to estimate, it can be used in general CCTV environment in which only video camera is used. The novelty of MRGCN is that it expresses the optical flow and gradient of the input image as directional histograms and then converts it into six feature vectors to reduce the amount of computational load and uses a newly developed radial type network model to hierarchically propagate the deformation and shape change of the human body in spatio-temporal space. Another important feature is that the data input areas are arranged being overlapped each other, so that information is not spatially disconnected among input nodes. As a result of performing MRGCN's action recognition performance evaluation experiment for 30 actions, it was possible to obtain Top-1 accuracy of 84.78%, which is superior to the existing GCN-based action recognition method using skeleton data as an input.

Simulation of acoustic waves horizontal refraction using a three-dimensional parabolic equation model (3차원 포물선방정식을 이용한 음파의 수평굴절 모의)

  • In order to examine the possibility of horizontal simulations of acoustic waves on the environments of big water depth variations, this study introduces a 3-dimensional model based on the pababolic equation. The model gives approximated solutions by separating the cross- and non cross-terms in the equation. Assuming artificial bathymetry (25 km × 4 km) with a source frequency 75 Hz, the simulations give clear horizontal refractions on the transmission loss distributions. The degree of refractions shows non-linear increase along the propagating range and proportional increase with water depth along the cross range. Another simulations with the real bathymetry (25 km × 8 km) also give clear horizontal refractions. The horizontal distributions present little difference with the depth resolution variations of the same data source because the model gives interpolations over the depth data before simulations. Meanwhile, the horizontal distributions show big difference with those of different data sources.

  • 초음파 도플러 유속계(ADCP)는 초음파를 이용하여 하천의 유속 및 수심을 측정하는 장비로 기존의 지점식 유속계와는 다르게 수심방향 유속분포와 수심을 한번에 측정하게 되며, 보트를 이용하여 하천을 횡단하게 되면 기존의 유속-면적법을 이용하는 방식보다 간편하고 빠르게 한 단면의 유량을 측정할 수 있다. 이와 같은 이점으로 인해 국내뿐만 아니라 해외에서도 대하천에서부터 중·소규모의 하천까지 다양한 범위에서 유량을 측정하는 장비로서 사용되어지고 있다. ADCP의 측정 유량은 유량관측소에서 수위-유량관계식을 구축할 때 사용하고 있으며, 이렇게 제공되는 유량은 하천의 중·장기 계획 수립, 수공구조물의 설계 및 수문·수리분야의 연구에 활용되고 있다. 하지만 ADCP의 유량측정은 ADCP의 미측정 영역의 유량 추정, ADCP 잠김깊이의 정확도, 하안에서의 고정 측정시간 등 ADCP의 측정 과정이나, 유량 추정 방법에 따라 영향을 받게 되며. 이외에도 하천의 수심, 하상의 상태와 같은 측정 조건에 따라서도 정확도의 변화가 발생할 수 있다. 측정결과의 정확성을 향상시키고, 신뢰도가 높은 자료를 제공하기 위해서는 ADCP의 유량 측정결과에 대한 불확도를 발생시키는 요인들에 대한 분석과 이를 감소시킬 수 있는 방법을 찾는 것이 중요하다. 1993년 ISO, BIPM, IFCC 등 6개 기구에서는 측정불확도를 산정하기 위한 측정불확도 산정 지침서(GUM, Guide to the expression of Uncertainty of Measurement)를 제시하였다. GUM 표준안은 측정과정에서 발생하는 다양한 불확도 요인들을 불확도 전파법칙을 통해 전체 불확도를 산정하는 방식으로 WMO와 ISO의 유량 측정분야에서도 GUM 표준안을 측정불확도 산정 기준으로 공인하여 사용하고 있다(JCGM 100, 2008; ISO 25377, 2020). 이에 본 연구에서는 GUM 표준안을 이용하여 ADCP로 측정된 유량의 측정불확도를 산정하는 방법을 개발하고 각 요인들에 대한 실험 및 분석을 진행하였다. ADCP의 측정 정확도를 분석하기 위한 실험은 자연에 가까운 형상을 모의하고 있고, 소하천 규모를 갖고 있는 하천연구센터에서 수행하였으며, 요인들에 대한 분석 방법 및 총 불확도를 계산하는 방법에 대하여 제시하였다.

  • 영상유속분석법은 비접촉식으로 유속을 측정하는 방법으로 특히 홍수시 하천의 표면유속을 안전하게 계측할 수 있어서 경제적이고 안전한 하천유속 측정 방법 중 하나이다. STIV는 영상의 휘도 정보를 시간 방향으로 나열하여 작성된 STI(Space-Time Image)에 나타나는 패턴의 기울기를 이용하여 유속을 산정하는 방법이다. 특히 STIV(Space-Time Image Velocimetry)는 기존 입자군의 상호상관법에 기초한 입자영상유속계와 달리 표식자의 유무와 상관없이 유속을 측정할 수 있어 적용성과 안정성이 확보된다. 하지만 영상의 상태가 불량한 경우 정확한 유속 측정이 난해하며 야간에는 별도의 조명 추가 및 태풍과 같은 악기상에서는 빗방울이 카메라에 맺히거나 수면의 진동, 구조물의 진동에 의한 영상의 상태가 불량하게 되어 측정 정도가 떨어진다. 이처럼 영상을 이용한 유속 계측에 있어 다양한 연구 및 기술개발이 요구되는 시점이다. 따라서 본 연구에서는 영상을 이용한 정확한 유속측정을 위해 STIV와 인공지능을 융합하여 정확한 유속 평가를 목적으로 한다. 우선 기존 STI에 의한 기울기 추정방법을 확장하여 딥러닝(CNN)에 의한 기울기 추정방법을 도입하였다. CNN은 일반적으로 이미지의 특성을 추출하는데 유용한 방법으로서 STI의 2차원 Fourier변환 이미지를 사용하여 패턴의 기울기를 감지하도록 학습하였고 적용 결과 기울기에 대한 인식율은 매우 양호하였으며 이를 이용한 실제 관측 영상에 적용한 결과 유속에 대한 정밀도도 매우 양호하게 나타났다. 또한 딥러닝을 적용한 STIV는 노이즈(진동, 화면 불량 등)가 있는 영상에서도 안정적으로 유속을 산정할 수 있으며 전파유속계를 이용한 실제 하천의 표면유속 관측치와 비교 검토 결과 매우 양호하게 유속을 평가하고 있는 것으로 나타났다.

  • Currently, as IoT technology develops, monitoring systems are being used in various fields, and image processing is being used in various forms. Image data causes noise due to various causes during the transmission and reception process, and if it is not removed, loss of image information or error propagation occurs. Therefore, denoising images is essential. Typical methods of eliminating Salt and Pepper noise in images include AF, MF, and A-TMF. However, existing methods have the disadvantage of being somewhat inadequate in high-density noise. Therefore, in this paper, we propose an algorithm for determining noise for Salt and Pepper denoising and replacing the central pixel with an original pixel if it is non-noise, and processing the filtering mask by segmenting and averaging it in eight directions. We evaluate the performance by comparing and analyzing the proposed algorithms with existing methods.

  • As mobile devices become multi-functional, and converge into a single platform, there is a strong need for a codec that is able to provide consistent quality for speech and music content MPEG-D USAC standardization activities started at the 82nd MPEG meeting with a CfP and approved WD3 at the 88th MPEG meeting. MPEG-D USAC is converged technology of AMR-WB+ and HE-AAC V2. Specifically, USAC utilizes three core codecs (AAC ACELP and TCX) for low frequency regions, SBR for high frequency regions and the MPEG Surround tool for stereo information. USAC can provide consistent sound quality for both speech and music content and can be applied to various applications such as multi-media download to mobile device Digital radio Mobile TV and audio books.

  • Vibrations and wave propagations in waveguide structures can be analysed efficiently by using waveguide finite element (WFE) method. The WFE method only models the 2-dimensional cross-section of the waveguide with finite elements so that the size of the model and computing time are much less than those of the 3-dimensional FE models. For cylindrical shells or pipes which have simple cross-sections, the external coupling with fluids can be treated theoretically. For waveguides of complex cross-sectional geometries, however, numerical methods are required to deal with external fluids. In this numerical approach, the external fluid is modelled by the boundary elements (BEs) and connected to WFEs. In order to validate this WFE/BE method, a pipe submerged in water is considered in this study. The dispersion diagrams and point mobilities of the pipe simulated are compared to those that theoretically obtained. Also the acoustic powers radiated from the pipe are predicted and compared in both cases of air and water as an external medium.
