Existing real estate markets are monopolized because they are capital intensive and have information asymmetry. However, with the advent of the Fourth Industrial Revolution, technology is converging in various industries based on information technology (IT), and the real estate market is also developing a new field called "PropTech". According to this trend, new PropTech technologies are emerging in various real estate services sectors in Korea, but the electronic contract system, which accounts for the largest portion of the real estate industry, is still cited as a complex identification process and long processing time. Therefore, in this paper, we propose an improvement plan for the current electronic contract system through the introduction of blockchain technology, which is drawing attention with the development of PropTech, and explore the possibility of introduction by producing an experimental model of blockchain-applied electronic contract system in a programming language.

CALS의 개념이 정부 및 국방조달 프로세스에서 기업간의 정보공유로 확대됨에 따라, CITIS도 Military CITIS에서 Commercial CITIS로 확대 발전되고 있다. CITIS는 CALS를 구현하는 과정에서 제품 및 시스템을 발주하는 조달자의 요구에 따라 제품 및 시스템을 납품하는 공급자 사이에서 계약에 따라 발생하는 기술정보 및 비지니스정보를 전자적으로 공유 및 교환하는 것으로 CALS 구축에 있어서 중요한 개념이라고 할 수 있다. 본 논문에서는 Military CITIS를 Commercial CITIS로 확대 적용하기 위하여 DODI 5000.2를 기준으로 CITIS 관련 각종 표준에 대한 분석을 하였다. 이를 통하여 국내 전자 환경에 적합한 Commercial CITIS의 개념을 정립하였다. 또한, 전자산업에서 조달자와 공급자간의 정보흐름과 Business Process 분석을 통하여 Commercial CITIS 서버 Class를 도출하였으며 이를 통하여 CITIS 서버의 아키텍쳐 모델을 제시하였다.

Digital signatures not only provide a way of guaranteeing the integrity of data but also establish the identity of the signer. However, basic digital signature format which contains only the signature of the signer does not guarantee the correctness of its creation time, and it can not remain valid over long periods. This paper proposes a system which integrates timestamp service into digital signatures. The system provides online services for the creation and verification of long term digital signatures which can give the guarantee of the correctness of their creation times and can be proved to be valid over long periods. The proposed system can be used in the various areas such as e-commerce contracts, document archival services, and invoice applications, which requires long term digital signatures. The proposed system is tested with the KRISS timestamp service system.

It is estimated that electronic commerce facilitates international trade and lower transaction cost and help firms make the best of the opportunities of market access. The comprehensive programs had been implemented to provide better electronic commerce environments by international organizations such as OECD, UNCITRAL, APEC, ICC and etc. Especially, WTO plays the most important role to implement efficient forms and rules on electronic commerce after Doha Ministerial Conference. Member countries recognize the need to conduct the electronic commerce in compliance with the principles and rules of WTO. However, there are many issues to be solved such as the clarifications of concepts and definitions, the possibility of adaptation of technological neutrality in GATS, the imposition of taxation in electronic commerce transactions and the methods of protecting copying as well as trademark. The Implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as the member countries have to adapt them in their transactions. Considering that further discussion will be continued in GATS, we need to analyze the problems and strategies for electronic commerce. As there are not concrete international laws for e-commerce, the existing laws must be revised and changed and each country need to present the enactment direction of e-commerce law to streamline e-commerce and to prevent trading partners from conflicting due to legal problems.

거래당사자간 상품과 대금의 지급을 보장하는 에스크로 서비스는 전자상거래 소비자피해를 예방하고 사후적 피해를 실질적으로 구제할 수 있는 효과적인 안전장치이다. 하지만 소비자보호 측면뿐만 아니라 전자상거래의 지속적인 발전을 위해서는 관련된 제도의 도입 및 보완이 필요하다. 우선 소비자피해보상보험, 사법적 구제 등과 같은 현행 소비자피해보상시스템과 상호 보완적으로 기능 할 수 있는 사전적 안전장치(Ex Ante Safeguard)인 에스크로 서비스의 법제화가 요구된다. 그 형태로는 전자상거래 사업자들이 자체 혹은 별도의 에스크로 업체와의 계약을 통해 에스크로를 제공토록 하되, 그 이용 여부를 소비자가 선택할 수 있도록 시스템을 마련해야 한다. 또한 안전한 대금지급을 위한 정보제공의 차원에서 에스크로 서비스의 이용에 관한 사항을 의무적으로 표시토록 하여 소비자가 쉽게 알 수 있도록 해야 한다. 끝으로, 에스크로 서비스의 공신력을 확보하기 위한 방안으로 에스크로 사업자의 자격기준을 마련하여 규제하는 것이 바람직하다.

Electronic voting has been followed by a lot of research as it provides convenience to voters and increases participation rates. Nevertheless, electronic voting has not been widespread yet. The existing electronic voting system does not guarantee credibility, and there arises a question on the security that the voting could be forged or altered by the attack to the central server. In this paper, we proposed blockchain based systems to solve the problems in electronic voting. Although the blockchain may guarantee the security of transaction data, there have been only a few electronic voting systems implemented using the blockchain. We developed blockchain enabled voting and brought out some of its related legal, technical and operational challenges to enforce more security in voting. Unlike centralized voting, the systems could enforce security and solve the problems such as forgery or alteration of transaction data caused by hacking or any attempts to gain control of the central server system.

세계 인터넷 사용 인구가 급증함에 따라 인터넷을 이용한 여러 형태의 전자상거래가 두드러지게 증가하고 있다. 이와 함께 인터넷을 통한 거래가 증가할수록 온라인 거래의 익명성과 비대면성을 이용한 여러 형태의 범죄 및 피해가 증가하고 있는 추세이다. 인터넷 전자상거래의 신뢰성의 문제를 극복하고 여러 가지 사기, 범죄로부터 소비자와 판매자를 보호하는 해결방안의 하나로서 인터넷 에스크로 서비스(Internet Escrow Service)가 그 대안이 될 수 있다. 에스크로 서비스에서는 구매자가 물품 수령을 확인한 후에 판매자에게 대금이 지급되기 때문에 구매자는 안전한 전자상거래 서비스를 제공 받을 수 있고 판매자는 확실한 물품대금지급을 보장 받을 수 있다. 또한 인터넷 에스크로 서비스 사업자(Internet Escrow Service Provider)는 에스크로 서비스를 전자상거래 계약체결 이후에 거래를 원활히 성공시키기 위한 제반 필요 사항들을 종합적으로 제공하는 종합 거래관리시스템 ( Total Transaction Management System)으로 확대, 발전시킬 수도 있다고 사료된다.

Preventing the forgery and alteration of test reports is important, in order to maintain the reliability of military supplies. Based on a survey of reports on testing institutions and a case study of established electronic document systems in the public sector, we propose a system architecture, which helps prevent the forgery and alteration of test reports with legal force. The proposed architecture takes advantage of both the time stamp that records the time a document is received and a server synchronized with the testing institution. Using the proposed system architecture, the user is able to request a test and receive reports from the testing institution without delay. Also, a defense agency is able to conveniently prove the authenticity of the test reports and utilize the statistical data collected by the architecture. Therefore, we expect that the proposed system architecture will help defense agencies to prevent the forgery and alteration of test reports and ensure their reliability and quality.

최근 ERP에 고객관계관리(CRM), 공급망관리(SCM), 지식관리(KMS) 등의 기능을 확장한 확장형 ERP에 대한 연구개발이 활발해지고 있다. 그러나 타산업과 달리 건설산업의 특수성으로 인한 정보화의 부진으로 인해 이러한 새로운 개념을 적용할 수 있는 ERP 확장모델이 없는 상태이며, 대기업의 경우 일부 이러한 모듈을 부분적으로 적용하려는 움직임은 보이고 있으나, ERP와 별도의 이종시스템으로 관리되고 있어 통합적인 ERP운용을 통해 얻을수 있는 효과를 기대하기 어려운 실정이다. 이에 본 연구에서는 산자부에서 건설표준ERP템플릿으로 지정받은 ERP엔진을 모체로 협력업체와의 인터페이스 제공을 위한 협업적IT시스템과 전자계약시스템, 그리고 변화되는 ISO에 대한 기업의 대처능력 향상을 위한 ISO인증관리시스템, 고객과의 관계관리를 위한 고객관계관리시스템, 절차서와 같은 기업 내의 표준화 된 문서를 관리하기 위한 전자매뉴얼관리시스템, 결재관리를 위한 그룹웨어, 기업 내의 지식저장소 관리를 위한 지식관리시스템을 연구범위로 하여 건설분야 확장형ERP 모델(E2CM)을 개발하였으며, 이를 검증을 위한 시스템(eCOMIS)을 개발하였다.

In terms of realizing the future e-government such as intelligent government, this paper attempts to provide an earnest and insightful reflection and suggests desirable strategies with regard to the four different crucial elements including electronic voting, electronic contract, resident registration/electronic document management, and real-estate registration as an operating strategy of intelligent government and the fourth industrial revolution regarding. The 4th industrial revolution is aimed at concentrating information or data characterized with sharing, opening, communicating and releasing in cloud computing system, analyzing big data, collecting information, and flourishing people's well-being by information and communications technology with utilizing the smart devices. Therefore, reliability of the pivotal information or data is critical and it is important for the participants being transparently shared, without the data or information being forged. In this respect, introduction or application of block chain technology is essential. This paper will review preceding studies, discuss the aspect of the 4th industrial revolution and intelligent government, then suggest operating strategies in the field of electronic voting, electronic contract, management of resident registration and electronic document and real-estate registration.
