E-book Lending Service in Public Libraries: Issues and Possible Countermeasures (공공도서관 전자책 서비스의 쟁점과 대응 방안)

  • The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.

Characteristics and Current Status of Library E-book Purchase Contracts (도서관의 전자책 수급 계약의 특성과 실태)

  • This study aims to check whether e-book purchase contracts have sufficient requirements to serve as legal basis for e-book lending outside the library, and also to understand the current status and characteristics of the library's e-book purchase contracts. To this end, the legal and technical environment related to e-book lending was reviewed, and the elements that must be included in the license contract were summarized as the legal basis for e-book lending. Based on this, it was analyzed whether these requirements were properly reflected in actual contract cases. For three years from 2020 to 2022, the actual 43 contracts that were bid through the Korea On-line E-Procurement System were inspected, and then problems were pointed out, and improvement measures were proposed.

A Study on the Scheme to Activate an e-Book Service in Academic Libraries (대학도서관 전자책서비스 활성화 방안에 관한 연구 - 대출기록 분석을 중심으로 -)

  • This study suggests a scheme to activate an e-book service through the analysis on the cause of low usage of the services in academic libraries. The data analysis of e-book circulation records was performed for the purpose of preparing the scheme. Frequency analysis and descriptive statistics were used for basic data analysis. Also, t-test, ANOVA, non-parametric chi-square, and correlation analysis were used to examine whether there are any significant differences between treatment groups divided by gender and major.

Library's E-book Service and Copyright (도서관의 전자책 서비스와 저작권)

  • This study is to in-depth analysis of the copyright issues related to the library's e-book service, which is the cause of the recent conflict between the publishing industry and the library industry. To this end, the purpose and outline of the copyright system were briefly summarized. Then, the jurisprudence of the Copyright Act applied to the borrowing of paper books and e-books was analyzed, and the position of the publisher's association and the library industry were reviewed together. In addition, problems of the current copyright act related to e-book services were diagnosed and directions for improvement were sought. Unlike in the case of paper books, first sale doctrine does not apply to e-book borrowing, so the library cannot acquire the right to service just by purchasing e-books. Based on the contract signed with the distributor in the process of purchasing the e-book, the library acquires the right to service the e-book. However, if the validity period of the exclusive publication right expires, the contract itself becomes invalid, which can cause serious problems in the stability of library services and preservation of resources. In order to solve this problem, it is suggested that the first sale doctrine needs to be extended to digital works.

  • 본 논문에서는 전자 도서관을 위한 저작권 보호 기능을 가진 전자책 교환 시스템 개발을 소개한다. 전자책은 암호화에 기반한 리더 시스템을 통해 저작권이 안전하게 보장되도록 하는 디지털 컨텐츠 유통을위한 기술 표준이다. 전자책의 안전한 유통과 사용을 위해서 전자 도서관은 보유한 디지털 컨텐츠에 대해 적법한 사용 권한을 이용하여 대출을 해 줄 수 있어야 한다. 이를 위해 본 연구에서는 EBX(E-Book Exchange) 프로토콜에서 정의한 대출 기능을 구현한 도서관 서버를 개발하였고 전자책 리더 클라이언트를 통해 이러한 권한을 보호하면서 사용자가 전자책을 이용할 수 있게 지원하는 기능을 구현하였다.

  • 최근 도서관을 찾는 이용객들이 증가하면서 도서관의 시설이 넓어지고 좋아지고 있다. 또한 책의 종류도 다양해졌다. 시설이 넓어지고 직접 책을 검색하여 찾으러 가기 힘들어지고 시간 소요도 많이 된다는 불편함이 있고 도서 대출증이 없다면 책을 빌리기 힘들고 사서에게 부탁해야 한다는 번거로움이 있다. 본 시스템은 이러한 문제를 해결하기 위해 이용객의 스마트폰에 회원 정보가 담긴 바코드를 부여하고 대여할 책을 로봇이 이용객에게 가져다주는 기능을 제공한다. 이로써 대출증 소유의 불편함과 책을 찾는 불필요한 시간을 단축할 수 있다. 또한 로봇을 이용하는 도서관이라는 타이틀로 이용객이 증가할 것으로 기대된다.

  • The survey and interview about the management of e-book and its service scheme to the librarians who are actually charged with e-book service in libraries were performed and analyzed in this study. The objective of this study was to help the vitalization of e-book use and the realization of complete digital library based on the data.

  • This study aims to analyse the actual condition of the ebook services and propose the improvements of ebook services for children in the Korean public library. For this purpose, the current condition of the ebook services in the public libraries were analyzed and categorized by three criteria. Secondly, the ebook use analysis was conducted using PCs and mobile devices in terms of access to ebook library site, searching method, contents type and viewer, lending process, and user help. As a result of the analysis, several issues such as the difficulty in access to ebook site, the complexity of setting and usage depending on the file format, the insufficient user guide, the relatively lower quality service than the commercial's, and the lack of retrieval functions specialized for the ebook were presented. The improvement plan for the ebook services, especially for children in the public library was suggested.

A Study on E-Book Conflicts and Type of License (전자책 갈등과 라이선스 유형에 관한 연구)

  • The purpose of this study is to develop a reasonable improvement plan for e-book licenses as a prerequisite for the continued operation of library e-book services. The study aims to understand the fierce conflict surrounding e-book licenses between domestic libraries and the publishing industry and to propose solutions based on this understanding. To achieve this, the legal meaning of e-book licenses is analyzed, and the fundamental reasons for conflict between the publishing industry and libraries are examined in relation to the characteristics of e-books. In addition, various types of e-book licenses are classified, and the status of library e-book licenses and conflicts in major countries around the world, including Korea, the United States, Germany, France, and Japan, are investigated. Based on this, implications that can help resolve domestic issues are presented.

  • With the advent of the digital era, even thought the configuration and the importance of library resources have changed, still only traditional library resources of the past have been used to measure the effectiveness of university libraries. To overcome these limits, this study purposed to redefine the library resources factors for the evaluation of the library effectiveness as appropriate standards in digital library era. The survey method was used, the result follows. Budget, librarians, space, books, periodicals, e-journals, non-book materials, Web DB, e-book, computers are selected as input resources elements, while loan books, users, website visits, web DB uses are selected as output resoures elements. It could be noticeable that the elements related to the electronic resources was reidentified quiet a lot.
