破面解析과 그 應용 (I)

  • 오늘날 전자현미경의 급속한 발전 및 이에 의한 파면해석의 수많은 연구결과에 의해 파괴의 정성적인 연구로부터 정량적인 연구로 발전하게 되었고, 또한 일부의 파면모양은 균열 또는 결합선단의 파괴역학적(fracture mechanics)연구의 진전과 함께 파괴역학의 파라메타로서 정량적으로 정리할 수 있게 되어 실험적 증거를 제공하는 것으로 중요시되고 있다. 본고에서는 전자현미경에 의한 파면해석을 중심으로 기술하고, 이것이 파괴원인 규명의 미시조직학적 및 파괴역학적 검토에 어떻게 이용되고 있는가를 설명하였다.

  • 우리 선조들은 가끔 점을 쳐서 내일이 길흉화복(吉凶禍福)을 예측했다. 오늘날에는 복권 한 장에 마음을 졸이며 대박을 기다리는 현대인들에 이르기까지, 우리 인류는 항상 확률적인 상황에 직면해 왔다. '확률'이라는 말이 개입되는 순간부터, 우리의 삶은 하나의 도박이 되는 것이다. 병원에서 질병 감염 여부를 검사할 때나 법적 증거로 DNA 유전자를 감식할 때, 거기에는 항상 '확률'적 요인이 숨어있다. 그 중심에 가우스(Carl Fredrich Gauss, 1777-1855, 독일)가 있다. EU 통합 전 독일의 10 Mark 화폐 주인공 가우스, 가우스는 독일의 자존심이다. 고대부터 인간은 무엇인가를 결정할 때 확률적 결정에 따른다. 본고에서는 가우스 확률분포의 기원을 추적 요약하였다.

Multi-sensor Data Fusion Using Weighting Method based on Event Frequency (다중센서 데이터 융합에서 이벤트 발생 빈도기반 가중치 부여)

  • A wireless sensor network needs to consist of multi-sensors in order to infer a high level of information on circumstances. Data fusion, in turn, is required to utilize the data collected from multi-sensors for the inference of information on circumstances. The current paper, based on Dempster-Shafter's evidence theory, proposes data fusion in a wireless sensor network with different weights assigned to different sensors. The frequency of events per sensor is the crucial element in calculating different weights of the data of circumstances that each sensor collects. Data fusion utilizing these different weights turns out to show remarkable difference in reliability, which makes it much easier to infer information on circumstances.

  • Recently, according with a sudden increase of records produced and stored by digital way, it becomes more important to maintain reliability and authenticity and to ensure legal effect when digital records are collected, preserved and managed. On the basis of domestic legal procedure law and record management-related legislation, this paper considered judicial admissibility of evidence on electronic records managed by National Archives of Korea and drew potential problems when these are submitted to court as a evidence. Also, this paper suggested a plan applying digital forensics technique to electronic records management to ensure admissibility of evidence about electronic records stored in National Archives of Korea.

  • Corporate information has great value, but also poses great risk. Information governance is an organization's coordinated, inter-disciplinary approach to satisfying information compliance requirements and managing information risks while optimizing information value. This study aims to suggest the directions of implementing information governance in business firms based on analyses of Sedona Conference Principles of Information Governance. After analysing and reformulating the principles into control standards, and they are investigated and interpreted in terms of practicing information governance.

  • Marine accidents show various causes and effects in Korea where 3 sides of the country are surrounded by the ocean. Every year, 600 to 700 marine accidents occur mostly by small fishing boats. There are repeated accidents which involve crashes of coastal ships with fishing boats, which produce casualties and massive environmental hazard and the need for underwater search for shipwrecks. From the beginning of 21st century, the decrease of large ships with large number of crews led to the emergence of digitalvessels and the digital data storage of the installed equipments on the vessels, marine digital forensic - the extraction and analysis of the stored digital data within digital vessels - became necessary. This article is intended to suggest marine digital forensics as a solution of collecting evidence for discovering the causes, liabilities and compensations of marine accidents.

An SMS Notarization System Using Smartphones (스마트폰을 활용한 SMS 공증 시스템)

  • Although it's been nearly decade since the electronic notarization system enforced, the utilization is not high because of the troublesomeness of the client or his agent to visit the notarial office directly. Recently, the ministry of justice introduced e-notary based on audio-visual conference through amendament of the notarial law, and hence it will vitalize the usage of e-notary. In addition, due to the spread of smartphones, many people use SMS messages to express simple statements or promises. However, in case of legal disputes, the judgment of the court is different according to the case. The electronic notarization system can be used to prove of evidence of SMS messages, however, there is a hassle to convert SMS messages to electronic documents. To solve this problem, this paper proposes an SMS notarization system using smartphones. The proposed system uses reliable notarization server and it is divided into notarization system for message senders and notarization system for message receivers according to notary requestor.

  • 대학의 그룹웨어에서 생산 및 유통되는 전자우편 중 대학의 업무 및 학과행정과 관련된 공문과 회의내용은 대학의 주요 행정기록물이며 중요한 증거자료이지만, 현재 대학 구성원간의 유통되는 전자우편기록에 관련된 법령 또는 규정, 지침 등이 수립되지 않아 체계적으로 관리가 되고 있지 못하는 실정이다. 따라서 본 연구에서는 대학 그룹웨어 전자우편을 행정기록으로서 관리하기 위한 첫번째 단계로 대학 교수의 그룹웨어 전자우편의 사용실태를 파악하고 전자우편의 기록관리에 대한 인식을 살펴보고자 한다.

Importance and Management of the Laboratory Notebooks in the Research Record (연구기록물 중 연구노트의 중요성과 관리 제도화)

  • The purpose of this study was to promote the understanding of laboratory notebook's record characteristics through getting a line on the importance of the notebooks which have record, information, communication, and proof functions. To improve the research ethics and cultures, this study was examined and investigated by literature references and survey results. This study analyzed the status of the notebooks in part of laboratory information system of the R&D institutes, paper notebooks for laboratory records management, and the introduction of ELN for digital record. For the notebook's institutionalization, more review is needed to the possibility of involvement in the conflict, evidential requisite and signature by inspector, the limitation of autonomous policy for the notebook's operation, the difficulty of preservation for 30 years, the introduction of ELN and utilization for the notebooks. To improve management and institutionalization for the notebooks, it is needed to the notebook's record for knowledge management and evidential values, support and budget for the notebook's management department, researcher's recognition conversion for the notebooks related to the intellectual property and technology transference, the record method train for the notebooks from the university classes, and the introduction of ELN related to the laboratory information management system or project management system.

  • The legal dispute of electronic commerce and computer crimes are increasing because the electronic services like e-government and e-commerce are now widely used. Computer Forensics becomes the method for recovery, preservation, analysis and report regarding digital evidence essential to resolve the legal dispute and computer crime. In this paper, the developmental process of Computer Forensics is discussed. It is intended to elicit constructive discussion regarding the domestic Computer Forensics. And this discussion will be of help to establish the secure e-business and e-government services in the field of the research, legal system and technical skill of domestic Computer Forensics.
