  • A joint design scheme is proposed to optimize the up/down scaler and the motion vector estimation module in the transcoder system. The proposed scheme first optimizes the resolution scaler for a fixed motion vector, and then a new motion vector is estimated for the fixed scaler. These two steps are iteratively repeated until they reach a local optimum solution. In the optimization of the scaler, we derive an adaptive version of a cubic convolution interpolator to enlarge or reduce digital images by arbitrary scaling factors. The adaptation is performed at each macroblock of an image. In order to estimate the optimal motion vector, a temporary motion vector is composed from the given motion vectors. Then the motion vector is refined over a narrow search range. It is well-known that this refinement scheme provides the comparable performance compared to the full search method. Simulation results show that a jointly optimized system based on the proposed algorithms outperforms the conventional systems. We can also see that the algorithms exhibit significant improvement in the minimization of information loss compared with other techniques.

  • The motion estimation in video encoding system occupies the biggest part. So, we require the motion estimator with efficient structure for real-time operation. And for motion estimator's implementation, it is desired to design hardware module of an exclusive use that perform the encoding process at high speed. This paper proposes motion estimation detection block(MED), 41 SADs(Sum of Absolute Difference) calculation block, minimum SAD calculation and motion vector generation block based on parallel processing. The parallel processing can reduce effectively the amount of the operation. The minimum SAD calculation and MED block uses the pre-computation technique for reducing switching activity of the input signal. It results in high-speed operation. The MED and 41 SADs calculation blocks are composed of adder tree which causes the problem of critical path. So, the structure of adder tree has changed the most commonly used ripple carry adder(RCA) with carry skip adder(CSA). It enables adder tree to operate at high speed. In addition, as we enabled to easily control key variables such as control signal of search range from the outside, the efficiency of hardware structure increased. Simulation and FPGA verification results show that the delay of MED block generating the critical path at the motion estimator is reduced about 19.89% than the conventional strukcture.

  • In the fourth industrial revolution age, because of advance in the intelligence information technologies, the various roles of AI have attracted public attention. Starting with Google's Alphago, AI is now no longer a fantasized technology but a real one that can bring ripple effect in entire society. Already, AI has performed well in the medical service, legal service, and the private sector's business decision making. This study conducted an exploratory analysis on the possibilities and issues of AI-driven policy decision making in the public sector. The three research purposes are i) could AI make a policy decision in public sector?; ii) how different is AI-driven policy decision making compared to the existing methods of decision making?; and iii) what issues would be revealed by AI's policy decision making? AI-driven policy decision making is differentiated from the traditional ways of decision making in that the former is represented by rationality based on sufficient amount of information and alternatives, increased transparency and trust, more objective views for policy issues, and faster decision making process. However, there are several controversial issues regarding superiority of AI, ethics, accountability, changes in democracy, substitution of human labor in the public sector, and data usage problems for AI. Since the adoption of AI for policy decision making will be soon realized, it is necessary to take an integrative approach, considering both the positive and adverse effects, to minimize social impact.

  • Most of the existing domestic studies to identify the distribution of longevity population and influencing factors oriented confirmatory approach. Furthermore, most of the studies in this research topic simply have used their own definition of spatial unit of analysis or employed arbitrary spatial units of analysis according to data availability. These research approaches can not sufficiently reflect the spatial characteristic of longevity phenomenon and exposed to the Modifiable Aerial Unit Problem(MAUP). This research performed the Exploratory Spatial Data Analysis(ESDA) to identify the spatial autocorrelation of the distribution of longevity population and investigated whether the modifiable areal unit problem in the aspect of scale effect using spatial population data in Korea. We used Si_Gun_Gu and Eup_Myeon_Dong as two different spatial units of regional longevity indicators measured. Then, we applied Getis-Ord Gi* to investigate the existence of spatial hot spots and cold spots. The results from our analysis show that there exist statistically significant spatial autocorrelation and spatial hot spots and cold spots of regional longevity at both Si_Gun_Gu and Eup_Myeon_Dong levels. This result implies that the modifiable areal unit problem does exist in the studies of spatial patterns of longevity population distribution. The demand for longevity researches would be increased inevitably. In addition, there were apparent differences for the global spatial autocorrelation and local spatial cluster which calculated different spatial units such as Si_Gun_Gu and Eup_Myeon_Dong and this can be seen as scale effect of MAUP. The findings from our analysis show that any study in this topic can mislead results when the modifiable areal unit problem and spatial autocorrelation are not explicitly considered.

  • The goal of automatic velocity analysis is to extract accurate velocity from voluminous seismic data with efficiency. In this study, we developed an efficient automatic velocity analysis algorithm by using bootstrapped differential semblance (BDS) and Monte Carlo inversion. To estimate more accurate results from automatic velocity analysis, the algorithm we have developed uses BDS, which provides a higher velocity resolution than conventional semblance, as a coherency estimator. In addition, our proposed automatic velocity analysis module is performed with a conditional initial velocity determination step that leads to enhanced efficiency in running time of the module. A new optional root mean square (RMS) velocity constraint, which prevents picking false peaks, is used. The developed automatic velocity analysis module was tested on a synthetic dataset and a marine field dataset from the East Sea, Korea. The stacked sections made using velocity results from our algorithm showed coherent events and improved the quality of the normal moveout-correction result. Moreover, since our algorithm finds interval velocity ($\nu_{int}$) first with interval velocity constraints and then calculates a RMS velocity function from the interval velocity, we can estimate geologically reasonable interval velocities. Boundaries of interval velocities also match well with reflection events in the common midpoint stacked sections.

  • This study focused on exploring real transaction price of apartment and spatial and temporal heterogeneity of the variables that influence real transaction price of apartment from the spatial and temporal perspective. As independent variables that are considered to influence real transaction price of apartment, transport, local characteristics, educational conditions, population, and economic characteristics were taken into account. Accordingly, the influence of independent variables and spatial distribution pattern were analyzed from the global and local aspects. The spatial and temporal changing patterns of real transaction price of apartment which is a dependent variable were analyzed. First, to establish an analysis model, OLS analysis and GWR analysis were conducted, and thereby more efficient and proper model was selected. Secondly, to find spatial and temporal heterogeneity of independent variables with the use of the selected GWR model, Local $R^2$ was used for local analysis. Thirdly, to look into spatial distribution of independent variables, kriging analysis was carried out. Therefore, based on the results, it is considered that it is possible to carry out more microscopic housing submarket analysis and lay the foundation for establishing a policy on real property.

  • The use of sinusoidal corrugated web girder for the box-type girders and gable steel main frames has recently been increasing very much. The reasons are that the thin web of the girder affords a significant weight reduction compared with rolled beam and welded built-up girder, and that corrugation prevents the buckling failure of the web. Improvements of the automatic fabrication process makes mass production of the corrugated web and unit possible, and applications of this girder have been extended considerably. Thus, the research for the optimum design processer considering the production data is needed practically. For doing this research, we develope the discrete optimum structural design program in consideration of production list data for the research, and the program apply to the single girder under the uniform load and the concentrated load as numerical example. We consider objective function as minimum weight of the girder, and use slenderness ratio, stress of flanges and corrugated web, and the girder deflection as the constraint functions. And also the Genetic Algorithms is adopted to search the global minimum point by using the production list as a discrete design variable. Finally, to verify the optimality of the design, we conduct a comparison of the results of the discrete optimum design with those of the continuous one, and also analyze the characteristics of the optimum cross-section.

  • Carrot is one of the useful crops used abundantly in cooking in Western as well as Asia regions such as China and Korea. However, seed coats have hairs which should be removed to increase germination rate. Furthermore, because of seed hairs, farmers face several additional losses, such as time consumption, manpower, capital and so on, for seed handling. To prevent these problems, study of gene related hair formation using short-hair seed lines is required. We analyzed genes related to hair formation from seed through expressed sequenced tag (EST) profiling, based on the fact that the development of carrot seed hair is related to cellulose synthesis pathway in secondary cell wall synthesis stage. To study the gene expression related to hair formation of the carrot seed, a cDNA library was constructed by using the early maturation stage of the short-hair line (659-1) and hairy seed line (677-14). In short-hair (659-1) and hairy seed (677-14) lines, results from of EST profiling through BLASTX search analysis using the NCBI database showed that 172 and 224 unigenes had significant homology with known protein sequences, whereas 233 and 192 unigenes were not, respectively. All ESTs were grouped into 16 categories according to their putative functions. Twenty nine unigenes among all ESTs were considered to be genes regulating seed hair development from cellulose synthesis pathway during secondary cell wall synthesis stage; in results, 14 unigenes related to seed hair development were found only in hairy seed line.
