최근 들어 정보통신의 품질 인증으로 알려진 TL9000이 소프트웨어 업계에서 많은 관심을 보여 품질관리의 중요성이 한층 더 높아지고 있다. TL9000(Telecommunication Leadership9000)은 정보통신 분야의 사업자인 서비스 제공자가 자사에 제품을 공급하는 업체에게 요구하는 품질경영시스템을 의미한다. 이는 최종 고객인 통신 가입자의 만족을 위해 공급자의 통신 서비스 질을 향상시키고 지속적인 개선과 품질관리비용을 절감하기 위해 세계131개 통신업체들로 구성된 QuEST포럼에 의해 99년 11월 새로운 국제 표준으로 제정된 통신 업계의 전문 인증규격이다.

최근 금융 및 통신 산업 중심의 텔레마케팅 시스템이 증가하고 있는 가운데 아웃바운드 전문 콜센터 솔루션에 관한 관심이 증가되고 있다. 과거의 인바운드 위주의 마케팅에서 탈피하여 좀더 구체적이고 효율적인 마케팅전략이 필수적으로 아웃바운드 기반의 콜센타는 고객의 문의사항을 접수받아 해결하는 상담중심의 인바운드 모듈과 달리. 정보제공이나 상품판매를 위해 먼저 전화를 거는 텔레마케팅 운영방식으로, 본 논문에서는 Caller­ID를 활용하여 특히 소규모 콜센타 운영에 필수적인 인아웃바운드 모듈의 설계 및 구현에 관하여 논의하였다.

The purpose of this study is to suggest faculty status for academic librarians in Korea. This will assure the efficient use of academic librarians as human resources for university libraries. To do this, this study reviewed precedent literaturer. Also, the study looked at qualified academic librarians that could be endowed faculty status. Questionnaires were performed and opinions between professor groups and librarian groups were compared. On every question, the two groups responded positively although there were some differences in agreement level on the above questions. Endowing faculty status to academic librarians, who work in university libraries, acts as a motivation, will help to increase the ability of librarians, and increase service quality. This will eventually contribute developing better education and research.

1990년대에 비해서 운전자의 연령층이 상대적으로 낮아지고, 여성 운전자가 급속하게 증가하면서 교통량증가에 따른 교통사고가 급격히 증가하고 있지만, 운전자에 대한 안전 교육이 미비하여 자동차에 대한 전반적인 전문 지식이 없는 운전자가 늘어나고 있다. 본 논문에서는 자동차 사고시 대처 방법 및 차량 관리 방법 등에 대한 교육이 필요하다는 점과 2009년 말 이후 스마트폰의 보급률이 폭발적으로 급증하고 있는 점에서 착안하여 스마트폰을 이용하여 간단한 사고 대처 요령부터 계절별 차량 관리 방법과 스마트폰에 내장된 GPS를 이용하여 현 위치에서 가까운 자동차 제조사별 서비스센터 및 지역별 서비스센터 정보를 검색 및 연락을 가능하게 하는 자동차 사고 119 어플리케이션을 설계 및 구현하였다.

최근 기후변화로 인해 지구촌 곳곳은 이전에 경험하지 못한 극한 홍수재해로 몸살을 앓고 있다. 2011년 태국에서는 짜오프라야강 범람으로 국토의 70% 이상이 침수되었고, 2013년 인도 북부지역에서는 갠지스강 및 지류의 범람, 산사태, 가옥붕괴 등으로 1,000여명이 숨지고 관광객 및 순례객 7만여명의 발이 묶이는 피해가 발생하였으며, 2014년 발칸반도에서는 120년만의 폭우로 인하여 30여명이 사망하고 100만명의 이재민이 발생하였다. 국내의 경우 2011년 수도권을 중심으로 하루에 300mm가 넘는 기록적 호우가 쏟아지면서 주택과 도로의 침수, 산사태 등으로 많은 인명 및 재산피해가 발생하였다. 또한 2014년 8월 경남 부산지역에는 시간당 130mm가 넘는 국지성 호우에 따른 산사태, 침수 등으로 도심기능이 마비되는 피해가 발생하기도 하였다. 이처럼 대부분의 자연재난은 태풍 및 집중호우 등 물재해로 발생하고 있으며, 국내의 경우 2012년 전체 자연재난의 95.6%, 2013년 전체 자연재난의 93%를 물재해가 차지하였다. 이에 구조적 비구조적 홍수 재해 저감대책 수립 및 시행 등 지속적인 물관리 노력으로 대하천에서 발생하는 홍수피해는 크게 감소하였으나, 지자체를 중심으로 운영 관리되고 있는 중소하천에서의 피해는 오히려 점차 증가하고 있다. 조사에 따르면 최근 5년간(2007~2011) 홍수피해의 98% 이상이 중소하천을 중심으로 발생한 것으로 발표된 바 있다. 특히 지자체의 경우 전문인력 및 기술력 부족, 열악한 재정 등으로 피해가 반복되고 있는 실정이다. 이에 따라 중소하천과 같이 소외된 지역의 물복지 향상을 위해서는 홍수재해 상황에 신속하고 효과적으로 대응하기 위한 과학적 체계적인 선진 홍수재해 관리체계의 구축이 요구되는 바이다. 이에 물관리 전문기관인 K-water에서는 지난 2010년부터 ICT기반의 우수한 물관리 기술력과 홍수대응 Know-How를 활용하여 '지자체 맞춤형 홍수재해관리시스템' 구축을 지원하고 있다. 본 시스템은 상 하류의 다양한 재난 정보를 수집 통합하고, 수집된 정보를 활용한 홍수분석을 통해 예방적 재난대응 체계를 구축하는 것으로, K-water는 지난 2010년 남원시를 시작으로 무주군, 군산시, 진안군 등의 시스템 구축을 지원하고 있다. 재난은 복구보다 예방이 우선되어야 함은 모두 다 아는 사실이지만 예산문제 등으로 항상 소 잃고 외양간 고치는 일이 아직까지 반복되고 있다. K-water는 물관리 전문 공기업으로써의 역할을 다하고, 예방 위주의 재난관리 체계 마련을 위해 '지자체 맞춤형 홍수재해관리시스템' 구축 지원을 지속적으로 확대해 나갈 것이다.

In the previous surveys conducted on the users of digital multimedia centers at major public libraries, their facilities, contents, staffs and operating system have been found to be the most significant factors for determining the user's satisfaction. The purpose of this study is to seek practical ways of improving digital information services at public libraries by surveying Hanbat Library Users' satisfaction on these four factors. The statistical analysis of the surveyed data has shown that the general satisfaction with the digital service was relatively good: 4.68 out of the maximum scale of 7, that their satisfaction with the facilities were increased but those with staffs and operating system were decreased, and that 69.7% of the users were not willing to learn how to use contents mainly because they do not trust the staffs' ability to teach. Therefore, it was confirmed that the continuous reeducation of staffs and the expansive recruiting of professionals are essential for improving digital information services.

In this paper, we proposed an automatic monitoring system for contact center in order to manage customer's complaint and agent's quality. The proposed system allows more accurate monitoring using emotion recognition and keyword spotting method for neutral/anger voice emotion. The system can provide professional consultation and management for the customer with language violence, such as abuse and sexual harassment. We developed a method of building robust algorithm on heterogeneous speech DB of many unspecified customers. Experimental results confirm the stable and improved performance using real contact center speech data.

삼킴장애는 음식물이 입에서 식도로 가지않고 걸리거나 기도(Trachea)로 흡입되는 문제를 갖는 상태이다. 특히 노인이나 신경계 질환을 앓는 환자의 경우 기도로 흡입된 음식덩이가 폐렴을 일으키고 결국에는 사망으로 이어지기에 적절한 치료와 관리가 요구된다. 보통 영상으로 판단할 수 있는 삼킴단계는 구강준비단계(Oral Preparatory Phase), 구강단계(Oral Phase), 인두단계(Pharyngeal Phase), 식도단계(Esophageal Phase) 4가지로 분류하고 삼킴장애는 침습(Penetration)과 흡인(Aspiration)으로 크게 2가지로 분류한다. 본 논문에서는 이러한 6가지 클래스를 가지는 삼킴장애 환자 비디오 파일을 라벨링하기 위한 웹 애플리케이션을 제안한다. 이를 구현하기 위해서 대용량 멀티프레임 이미지를 수신해서 분리하여 저장하도록 개발하였다. 또한 음식덩이를 정교하게 분할할 수 있도록 GrabCut 알고리즘을 적용하여 라벨링할 수 있도록 하였다. 차후 라벨러와 전문의 간의 협업이 가능하도록 라벨링 데이터의 상태를 관리할 수 있도록 개발하고자 한다.

The standard of library is to provide the mission and goals, user services, and operations management of the library. Also, it is can be used as a tool that evaluate a various services and programs of the library. However, library standard of domestic does not reflect a realistic situation of special libraries, therefore it should be revised immediately. In this study, I analyzed the international trend of special library standards in major countries, and compared the legal and recommended standards, and evaluation indicators in Korea. As a result, revised directions of new standard have been proposed. Proposed directions will contribute in revising the special library standard of Korea.
