This research was conducted as a part of research project entitled 'A Fact-finding Survey of Management of Vocational Training Institutes and the Development of Training Program Model for their CEO'. The purpose of this paper was to investigate developing strategies for vocational training institutes in three sector; public institute, private institute and private academy for life long education and to develop practical and professional programs based on competencies model of CEO. The major subjects of this paper were developing strategies of three type of vocational training institutes, exploration of competencies of CEO, and training program for CEO. Delphi method was applied two times. The panel consists of 30 experts who relate to vacational training. The panel of experts emphasized the different own mission and function among three type of vocational institutes. Public institutes support the government policy and private institutes and academy. Private institutes develop specialized training programs that reflect the regional demand. Private academies focus on short-term service training. To recognize changing vocational training policy, to develop vision of institute, ethical mind and sense of mission and so on are presented as competencies of CEO.

This study aims at identifying whether graduate school of Entrepreneurship is proposed as an alternative for institution enhancing the expertise of entrepreneurship education which is demanded these days and also examining which forms of graduate school of Entrepreneurship is needed between special graduate school of Entrepreneurship and professional graduate school of Entrepreneurship. Three researches are made by this study. First of all, status of special graduate schools of Entrepreneurship and advanced studies are researched and secondly, educational performance and operational performance of them are researched and how they secure the prestige as a professional institution for educating Entrepreneurship has been analyzed. Finally, what needs of switching over from special graduate school of Entrepreneurship to professional graduate school of Entrepreneurship has been rveyed As a result, graduate school of Entrepreneurship has been established at five rovince in Korea. Doctoral course of Entrepreneurship has been opened independently in U. S. A. And also high performance of promoting Entrepreneur and consultant for Entrepreneur has been researched. Level of satisfaction on education program and faculties has been surveyed highly. High demand for reconversion to professional graduate school of Entrepreneurship and doctoral course of Entrepreneurship has been investigated.

This study aims to find ways to qualify lifelong education professionals for the disabled based on the convergence curriculum between the "department of vocational special education in university-educated graduate school" and "major department". The research method was composed of a combination of literature analysis and expert meetings. The research contents include the qualifications for the training course for the lifelong education professionals for the disabilities established in the convergence curriculum after accumulating the teaching experience in the majors that can be restructured as lifelong education institutions for the disabled. In addition, the focus of the curriculum of the "department of vocational special education in university-educated graduate school" should be improved in order to foster and integrate lifelong education professionals for the disabled. The results of the study concluded that the functional relationship between vocational special education and lifelong education for the disabled was established.

본 연구에서는 신(新)산학협력 패러다임에서 출발한 창업대학원 사업의 실태를 조사하여 자생력을 증진시키기 위한 방안으로 창업대학원 교육프로그램 개발의 역할모형을 제시하고자 하였다. 5개 창업대학원 설문조사에 의하면, 창업대학원은 창업교육프로그램 결정과정에서 수요자 중심의 창업교육 활성화 요인들이 종합적으로 고려되지 않는 경향을 보였다. 이것은 창업교육기관의 프로그램 개발과 과정에서 수요자(학습자, 지역사회, 기관)의 요구를 분석하고 목표를 설정하는 등 일련의 절차가 전문적이고 체계적으로 이루어지지 못하고 있음을 보여주는 것이다. 따라서 본 연구를 통해 창업대학원에게 신산학협력 패러다임의 중요성을 전달하고 창업교육프로그램을 개발함에 있어 신산학협력 패러다임의 주요 원칙을 적용토록 유도하여 지속적인 생존과 발전이 가능하도록 한다. 그리고 유관기관에 대한 역할 모형을 제시하여 창업교육프로그램 개발에 있어 상생의 협력이 가능한 유관기관을 선정 할 수 있도록 기준과 역할모형을 제시하였다. 따라서 본 연구는 창업대학원 사업의 실태를 조사하여 창업교육프로그램 개발 모델들이 신산학협력의 패러다임과 부합되는지 검증하고자 하였다. 이에 본 연구는 크게 두 가지의 접근을 시도하였다. 첫째, 본 연구는 이론적 검토를 통해 신산학협력 패러다임의 주요 원칙들을 도출하고 창업교육에 효과적인 적용방법을 고찰하였다. 둘째, 5개 창업대학원의 교육프로그램 개발 성과를 측정하기 위해 주요 원칙이 얼마나 잘 지켜지고 있는가를 확인하였다.

The purpose of this research was to develop evaluation conformity to operate courses based on CIPP evaluation model dedicated to approval of training organizations. In order to achieve the goal, the researchers scrutinized related documents and precedent studies, initiated the draft for evaluation conformity to operate courses and secured validity for evaluation conformity initiated through Delphi Method survey. To secure validity for evaluation conformity, the researchers conducted two Delphi Method surveys of an expert panel of 22 professionals from relevant fields including officials from the Ministry of Land, Infrastructure and Transport, researchers from Korea Transportation Safety Authority, instructors from approved training organizations and officials from industries. Through the surveys, the researchers determined 4 evaluation areas, 13 evaluation items and 52 evaluation indexes as the evaluation conformity to operate courses for aircraft maintenance mechanics. On top of that, the researchers established evaluation system in the courses for aviation professionals (aircraft maintenance mechanics), and suggested a follow-up studies regarding managing the quality of education.

국가전문행정연수원은 지난해 8월부터 올 6월까지 약 10개월에 걸쳐 기존의 노후화된 증기난방 보일러와 개별 냉방기를 흡수식 냉온수기를 통한 중앙집중식 냉난방으로 전환하는 ESCO사업을 실시해 막대한 에너지 절감 효과를 보고 있다. 총 4개 건물을 대상으로 진행된 이번 냉난방 ESCO사업은 총 사업금액이 6억2천여만원에 이르며 연간 절감되는 에너지절감금액이 약 1억4천4백만원 정도여서 앞으로 5년 10개월에 걸쳐 모든 투자비가 회수될 예정이다.

This thesis is to provide procedures for documenting implementation performance and methodology of practical SMS enactment for Approved Training Organization(ATO). As an example, C flight training center, according MOLIT "Guidance on SMS Implementation", derived 32 implementation documents after writing the SMS manual to implement it. The 32 implementation documents are divided into 5 fields. In detail, they are (1) 2 documents on SMS Manual, (2) 7 documents on Safety policy and objectives (3) 3 documents on Safety risk management (4) 15 documents on Safety assurance (5) 5 documents on Safety promotion. By describing the documented performances according to these 32 implementation documents that was in use for 1 year in 2017, it is suggested that this procedure can be a methodology for practically enactment and implementing the SMS manual.

Flight instructors at aviation training centers are exposed to various stresses, such as stress caused by special work environments, stress caused by working conditions, and stress related to uncertain future airline employment. These stresses are expected to not only affect flight safety, but also adversely affect the job satisfaction of flight instructors, and consequently negatively affect the performance of high-quality flight education. Therefore, this study was conducted to understand the effects of these stresses on the job satisfaction of flight instructors by examining the stress experienced by flight instructors in flight, psychological, and physical aspects based on the results of previous studies on stress. To the end, this study conducted a survey of flight instructors belonging to aviation training centers, and as a result of analyzing the collected data, it was confirmed that the physical stress of flight instructors had a significant negative effect on their job satisfaction.

대한설비건설협회는 지난 1989년 협회 창립 이후 설비건설업계의 영역확대를 위해 분리발주를 숙원사업 중 하나로 정하고 그 동안 관계기관에 건의하는 등 끊임없는 노력을 기울여 왔다. 우리협회의 이러한 노력에 힘입어 대한주택공사를 비롯한 정보통신부, 교육인적자원부 등 주요 발주처 및 발주기관에서 분리발주를 시행하고 있다. 최근들어 기계설비공사는 단순한 기계설비에서 벗어나 쓰레기이송설비, 지열냉난방시스템 등 최첨단 기술을 접목한 다양한 시공으로 확대되고 있다. 이 과정에서 업역에 대한 확고한 규정이 없어서 설비•일반•전문건설업자간 치열한 밥그릇 싸움이 예상되고 있다. 따라서 대한설비건설협회는 이러한 신규분야가 우리 설비건설영역이 될 수 있도록 더욱 박차를 가할 계획이다. 또한 지난 5월 17일 공포된 건설산업기본법 개정(안)에는 2개 공종 이상의 소규모 단순복합공사는 전문건설업자에게 원도급을 허용하는 조항이 들어있다. 이로써 오는 2009년 7월 1일부터는 소규모 단순복합공사의 경우 전문건설업자도 전문면허를 복수로 취득하여 원도급 공사 참여 가능하게 됐으며, 분리발주와 동일한 효력을 갖는다. 본지는 앞으로 분리발주 확대를 위한 각오를 새롭게 다지기 위해 대한설비건설협회의 분리발주를 추진 과정 및 분리발주된 공사현황(10억원 이상, 2002년부터)을 살펴본다.

학원${\cdot}$연구소${\cdot}$회사${\cdot}$정부기관 등에서 실시하는 통계교육은 사회교육 또는 성인교육이라고 명명할 수 있다. 성인의 통계교육은 다른 통계교육과는 차이점이 있다. 본고에서는 국가전문행정연수원 통계연수부에서 실시하는 교육을 중심으로 교육훈련 현황을 살펴본다. 특히 통계성인교육과 대학교육의 차이점에 관점을 맞추어 의견을 개진해본다.
