This study investigated the main effect and interaction effect of independent variables such as news fatigue, political sophistication, knowledge system of news, and news view on reflective news use and partisan news use. This study employed multiple regression analysis and Two way ANOVA. The positive relationship between news fatigue and critical news use strategies was found. Exploring the factors to news processing strategies, the study suggested the potential direction of news education.

It has become difficult with R&D capabilities of single nation to secure the weapons systems we need, particularly when faced with an increasingly limited budget and transforming into state-of-the-art weapon systems. Therefore, our country is also pursuing international joint technology cooperation for the efficient use of limited defense budgets. In this study, we analyzed the strategy focused on international joint technology cooperation with India. We identified three groups based on the level of defense science and technology cooperation, then we also present a possible cooperation areas and implementation strategies for each group. In addition, we suggest the need for maintenance of the legal system, and professional organizations in order to efficiently access the Indian market.

Wrap accounts are customized financial services for which investment companies and stock brokers manage investors assets based on their preferences. The success of wrap accounts depend upon the accurate understanding of investment risk propensity and the proper designing of financial portfolio. To this end investment companies should accurately measure investors investment risk propensity with calibrated measures. There, unfortunately, exist few highly calibrated measures of investment risk propensity. Therefore the practices of marketing strategies and customer management often turn out to be less effective and fragile to competition. The purposes of this present study aim to understand the investment risk propensity of wrap accounts customers, to help classify the customers based on the degree of the investment risk propensity, and to implement relevant marketing strategies for different groups of customers. Based on previous studies, two hypotheses were delineated and verified. The findings of the study should help differentiate prospective customers into unique and accessible segments for further targeting and positioning wrap account markets.

Most of a courseware evaluated negatively by short of instructional strategy to improve learning effects. Designing a courseware is a time-taking and challenging task. Therefore, a method is required that helps to easily design courseware that is effective to learning. This study proposed a method for designing and management courseware by utilizing a metacognitive strategy. We made a design the coursewase efficiently using concrete instructional model frameworks as metacognitive stragety and tried to improve the quality of courseware for learning effects. We applied our proposed method to teacher's college students in Korea who were taking the "Courseware Development" course. After analyzing it's effects, the responds can design courseware easily and monitor the design direction while their designing. Also, they can design the courseware systematically and implement detail instructional strategy by using concrete instruction model frameworks as metacognitive strategy. However, they were not easy to develop concrete instructional model frameworks at first and we need sharing it among the designers.

국내외적으로 표준특허가 시장에 미치는 파급효과가 높아지면서 이에 대한 정부정책과 기업전략이 중요한 이슈로 논의되고 있다. 본 고 에서는 특허와 표준의 연계에 관련된 다양한 이슈를 분석하여 기업입장에서 전략적 프레임워크를 제시하고자 하였다. 이를 위해 먼저 표준과 특허를 상충관계와 보완관계 측면에서 재조명하고, 기술 확산이라는 공통적 기능으로 인해 표준특허가 기업과 시장에 유익한 수단으로 작용할 수 있음을 설명하였다. 또한 기술보호 전략차원에서 특허의 위상을 살펴보고, 정보통신분야에서 표준특허가 가질 수 있는 경제적 중요성을 기술 확산속도와 로열티 비용측면에서 제시하였다. 표준특허 연계전략 프레임워크에서는 표준특허 관련 사례분석과 이론고찰을 기반으로 하여 세 가지 단계별 전략을 제시하였다. 먼저 기업이 기술혁신 전 단계에서 추진해야 하는 표준특허의 기능과 역할을 S곡선(S-curve)의 도입기, 성장기, 성숙기-쇠퇴기로 구분하여 정보화와 시스템측면에서 제시하였다. 둘째로 연구기획, 수행, 평가라는 연구개발 단계별로 표준특허를 효과적으로 취득하기 위한 전략을 정보화와 시스템 측면으로 구분하여 제시하였다. 마지막으로 표준화 단계별로 기업전략을 특허출원전략, 특허 보정 및 보완전략, 라이센싱 및 전략적 제휴로 구분하여 기업이 효과적으로 표준특허를 연계하고 대응할 수 있는 전략체계를 제시하였다.

2015년도에 한국정보통신기술협회(TTA)는 표준의 보급 확산 활성화, 사실 표준화 기구에 대한 대응 활동강화, 국민 편익형 표준화의 본격추진, 중소기업에 대한 표준 지원활동 강화를 주요 목표로 삼고 이를 추진하기 위한 표준화 전략을 수립하였다. 이러한 목표를 달성하기 위한 세부 전략으로는 표준의 경제적 효과 분석, 국민 편익/생활 밀착형 표준화 본격추진, 기 제정된 TTA 표준의 Use Case 세부 조사 분석, 사실표준화기구에 대한 대응체계구축, 중점 표준화 분야와 적합성/인증연계, 표준보급활동 강화를 위한 맞춤형 표준설명회 개최 및 표준해설서 개발, 중소기업을 지원하기 위한ICT 표준화 사이버 지원센터 운영 등의 전략을 수립하였다.

전세계적으로 스마트 항구 및 스마트 해상물류 시장의 패권을 장악하고자 EU, 싱가폴, 일본, 중국 등 범국가적으로 스마트 물류(해운, 내륙, 항공) 생태계 촉진을 위한 정책을 추진하고 있음, 이에 각 국의 스마트 해상물류 정책 동향과 향후 기술 개발 방향성을 전체적으로 조사하고 시사점을 공유하고, 특히, 네덜란드 로테르담 항만청와 로테르담 시는 전 세계 항만 시설 중에서도 체계적인 전략과 방법으로 혁신적 스마트 물류 시스템을 빠른 속도로 만들어 나가고 있기에 스마트 해상물류와 연관된 로테르담 항구의 혁신 (Innovation) 전략과 디지털화 (Digitalization)를 중심의 정책 현황과 ICT기술의 적용 전략과 주요 프로그램을 소개함.

북한의 SLBM 위협이 대한민국 안보에 미치는 영향에 대해 그동안 많은 논의가 있어 왔지만, 북의 잠수함에서 발사하는 탄도미사일이 보유한 진정한 위협에 대한 인식은 아직도 부족한 듯하다. 그 이유는 대부분의 논의가 북 SLBM 기술의 성숙도와 완성시기 등 기술적 수준에 관심이 치우쳐져 있기 때문이다. 핵전략과 억제전략의 관점에서 본다면 북한의 SLBM 개발은 한미동맹의 제1격에 대한 완벽한 제2격 능력 보유에 그 핵심이 있다. 즉 향후 개발될 북한의 SLBM은 평양 김정은 정권의 생존을 보장할 직접적이고 핵심적인 전력이 될 것이다. 이는 궁극적으로 한미 군사동맹과 북한의 현 군사력 균형을 깨뜨리고 앞으로 북의 군사도발 가능성을 더욱 높이는 결과를 가지고 올 것이다. 북의 핵전략은 현재 확증보복(assured retaliation) 단계로 발전하고 있으며, 결국에는 전쟁에 사용될 전술적 핵무기 능력(war-fighting capability)을 갖게 될 것이다. 이에 대한민국 해군은 우리의 강점을 활용하여 적의 약점을 공략할 수 있는 상쇄전략(offset strategy)을 개발하여야 한다. 북한의 현 제한된 잠수함 기술력과 대잠작전 능력을 고려할 때 한국해군은 수중영역에서의 공세적 대잠전(offensive ASW) 개념을 보다 발전시켜야만 할 것이다. 이는 미 해군이 냉전기간 중 소련해군 핵추진전략잠수함(SSBN) 대응을 위해 발전시킨 전략대잠전(strategic ASW) 개념에서 교훈을 얻을 수 있다. 미 해군은 소련 해군의 SSBN 을 억제하기 위해 공세적인 전략대잠전을 수행했고 그 결과 소련해군은 자국의 연안에서 벗어나지 못하는 요새전략(bastion strategy)를 추구할 수밖에 없었다. 당시 미 해군의 전략대잠전은 공격잠수함(SSN), 대잠초계기, 수중 탐지체계(SOSUS), 공격기뢰 등의 전력으로 구성되었다. 따라서 북한 SLBM 에 대한 한국해군의 전략개념은 북의 핵전략(제 2 격능력)을 억제하는 방향으로 정립되어야 하며, 이를 위한 해군력 건설은 대잠전 능력 강화에 초점을 맞추어야 한다. 우리 해군은 장기적으로 핵추진잠수함을 비롯하여 성능이 향상된 대잠초계기, 한반도 해역을 중심으로 한 미 해군의 SOSUS 와 유사한 수중탐지장비 그리고 장시간 수중작전이 가능한 무인잠수정(UUV)을 도입해야만 한다. 단기적으로는 현재 추진되고 있는KAMD 체계에 SM-3 를 보유한 이지스함을 포함시켜, 북 SLBM 에 대한 요격능력을 강화해야 할 것이다. 한미동맹은 북 핵전략의 핵심전력인 SLBM 개발에 대한 위협인식을 공유해야만 하다. 작전적 수준에서는 양국 해군 간 대잠전 및 대유도탄전 작전운용성 증대에 우선순위를 두고, 기존의 한미 간 연합작전능력 강화뿐 아니라 위기시를 대비하여 미일 간 구축되어 있는 대잠전 및 대유도탄전 능력도 활용할 필요가 있을 것이다.

In the past several years there has been relying on USA fur the resource of global positioning data in the pluralistic GNSS environment(Galileo, Post GPS, Quasi-Zenith Satellite System). For this reason, we should make a decision which strategy for research is carried out. According to a diversity of resource for obtaining positioning data, well organized research support at government level for efficient using is required. Specially, it is very Important that subcommittee for research organized with National GIS Promotion Committee as a leader make counterplan strategy. We have obtained an conclusion that we can make a good decision by establishing Spatial Information Expert Group and selection of essential element of technology.
