This study is aimed to analyze the effectiveness of competitive priorities by product innovation and estimate the relationship between competitive priorities and business performances in the Korean manufacturing industry. It is expected that results of the study would provide useful managerial implications to the selection of effective competitive priorities of the manufacturing firms. Analytical results showed that the product innovation would enhance the effectiveness of competitive priorities. In addition, elements of competitive priorities that significantly affect to business performances were shown to be different by sectoral type in the manufacturing industry.

본고에서는 1993년 하반기에 한국통신기술협회의 기획조정분과위원회와 사무국이 공동으로 수행한 바 있는 ''표준화 중장기계획수립을 위한 우선순위 설문조사''결과를 토대로 정보통신표준화대상에 대한 우선순위도출의 필요성, 국내외의 현황, 우선순위설문조사 결과의 검토분석 및 향후 방향 등에 대하여 논하고자 한다. 현재 정보통신표준화를 추진하고 있는 거의 모든 기관들이 이러한 전략적 접근을 시도하고 있으며, 특히 ITU-TSAG, ETSI의 PAC등은 이미 중간결과를 도출하여 발표한 바 있다. 정보통신표준화의 중요성에도 불구하고 이를 위한 물적$\cdot$인적자원이 빈약한 우리나라의 경우에는 이러한 전략적 접근이 특히 중요하다고 생각되며 더욱 많은 관심을 가져야 할 것으로 믿는다.

정부는 R&D 재원의 전략적인 투자를 위해 199년에 국가과학기술위원회를 설치한 이후, R&D 예산 배분 조정을 지속적으로 추진하면서 개별 사업에 대한 예산조정 이전에 투자우선순위를 설정하였다. 그러나 그간의 투자우선순위 설정은 중장기 투자전략, 기본계획 등을 근거로 하기 때문에 중점적으로 투자해야 할 기술분야에 대해 정성적인 언급에만 머무를 수밖에 없고, 현재 연구트렌드를 반영하기 어려위 실제 R&D 예산 배분 시 구체적인 연계성이 부족한 실정이다. 이에 본 논문에서는 나노분야 R&D를 중심으로 키워드를 활용한 트렌드 분석을 통해 정부 R&D 예산 배분의 전략성을 제고할 수 있으며, 사업의 투자규모를 설정하는데 있어 투자우선순위와의 연관도를 높이는 방안을 제시하고자 한다.

This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

The purpose of this study is to suggest the strategic development plan of the freight forwarding industry in Korea. In order to do this, 20 derailed factors were identified both from previous studies and from brainstorming professionals of the freight forwarding industry and these made info a 3 level hierarchy structure. SWOT/AHP technique identifies the relative weight of each level and composite relative weight of detailed factors. As a result, the strategic development plan of the freight forwarding industry priority in Korea has been proposed.

To visualize a strategic plan including resource allocations and standardization schedules, it is important to set priorities among information and communication technologies(ICTs) standardization work areas(SWAs). This ranking process involves decision making process with multiple criteria which results a complex selection problem. In this study, analytic hierarchy process(AHP) is employed and applied to solve this decision making problem. The processes and results are illustrated for an effective strategic plan in standardization decision processes.

The changes in the 4th industrial revolution era are not limited to specific sectors, but affect all sectors of industry. Thus all companies are required to respond effectively to changes. Some companies response by adopting cutting-edge ICT and some companies improve the organizational structure, or enhance the competence of individual employees. This study is based on the assumption that the responses to the change in the 4th industrial revolution era should not be uniform, and that the response strategies and priorities should vary according to the characteristics of the companies. The purpose of this study is to suggest both different response strategies and the priority of the responding factors(areas) to small and medium-sized enterprises. Data were collected through the semi-Delphi method. As a result of data analysis, the priorities of the medium-sized enterprises were as follows: introduction of IT-strengthening the competence of the individuals - establishing technology infrastructure-improving organizational structure - efficiency of work - improving organizational culture. While the priorities of the response factors(area) of the small-sized companies were as follows: strengthening the competence of the individuals - efficiency of work - introduction of IT - establishing technology infrastructure - improving organizational structure - improving organizational culture.

우리 나라의 경우는 선진외국과는 달리 국가연구개발 및 기술개발사업의 수립에 있어서 확산 지향적 관점에 의한 접근이 시작단계에 머무르고 있어서 국책기술개발의 전략성 부족, 개발된 기술의 산업적 이전 내지는 확산의 미약, 및 산업경쟁력제고에로 연계부족 등의 현상이 노출되어 왔다. 또한 21세기 지식기반확립을 위한 고도정보화의 구축과 국가경쟁력 제고의 기반이 되고 있는 초고속정보통신기반사업에서의 효율적인 기술개발을 위해서는 국가 정책적 목표와 기술적 목표를 동시에 고려한 기술확산을 기초한 자원배분 우선 순위설정에 관한 체계적인 연구가 요구되고 기존연구는 거의 없는 실정이다. 본 고에서는 이러한 점을 중시하여 연구활성화 및 연구결과의 정책적 활용도 증대를 위한 탐색적 연구의 일환으로 확산을 기반으로 한 초고속관련 기술개발사업에 대한 자원배분 우선순위 설정에 관한 연구를 수행하였다. 구체적인 연구의 진행은 모형화 및 통계적 검증을 지양하였다. 먼저 기술개발과 우선순위에 관한 기존연구를 분석하여 자원배분 우선순위표를 작성하였으며, 이를 델파이 방법을 통하여 전문가들에게 조사하여 우선순위에 대한 가중치를 도출하였다. 끝으로 우선순위표를 이용하여 초고속관련 분야에서 이루어진 기존연구결과를 재구성, 종합/체계화하였다.

The purpose of weighting traffic management strategies is to reach strategic goal through intended and balanced implementations. The AHP is commonly used technique to derive perspective and strategic goals, and to give priorities to them in a organization. In this study, perspective and strategic goals are derived through surveys and interviews with staffs of a traffic management agency. And then, priority of perspective and strategic goals is performed through the AHP. In this study, three things were identified. Firstly, it was found weighting perspectives such as values for customers, future, activity, and performances were in sequence performed. The value for customers were ranked the first. Secondly, it was found increasing of customer- centric thinking and values of eco- friendly system are the highest weighting in strategic goal. Third, it was found increasing of customer-centric thinking is the most important in headquarters and regional headquarter. But, Values of eco-friendly system is ranked as the most important in opinion of branch office's staffs. It was also identified that depending on the working places, such as headquater and branch offices, the response differs.
