전략물자라 함은 군전용의 물자만이 아닌 민수품까지도 포괄하는 개념으로서 분쟁국가나 국제평화를 저해할 우려가 있는 국가로 수출이 되어 군사력의 과도한 확장에 이용되지 않도록 하기위한 제도가 전략물자 수출통제제도이다. 국제사회에서 안보와 평화를 위한 규범으로 시행되고 있는 전략물자 수출통제 강화 추세에 적절히 대응하지 못할 경우, 우리 업체의 피해는 물론 국가 이미지에 심대한 타격을 받을 수 있으므로 우리나라도 정부 · 기업이 역할을 분담하는 방향으로 전략물자 수출통제 강화방안이 마련되었다. 본 고에서는 기업리스크 관리를 위한 전략물자 무역관리를 위해 한국무역협회에서 발간한 '알기 쉽게 풀어 쓴 전략물자 무역관리' 내용을 발췌하여 연재한다.

As the implementation of export controls is spreading, the importance of classifying strategic items is increasing, but Korean export companies that are new to export controls are not able to understand the concept of strategic items, and it is difficult to classifying strategic items due to various criteria for controlling strategic items. In this paper, we propose a method that can easily approach the process of classification by lowering the barrier to entry for users who are new to export controls or users who are using classification of strategic items. If the user can confirm the decision result by providing a manual or a catalog for the procedure of classifying strategic items, it will be more convenient and easy to approach the method and procedure for classfying strategic items. In order to achieve the purpose of this study, it utilizes deep learning, which are being studied in image recognition and classification, and OCR(optical character reader) technology. And through the research and development of the support tool, we provide information that is helpful for the classification of strategic items to our companies.

This study suggests an improvement for stable and effective management of the Compliance Program of strategic trade(CP) by comparing and analyzing the program and other similar systems in Korea, the authorized economic operator(AEO) system and the Fair Trade Compliance Program. To improve the CP, training requirements should be materialized, evaluation of companies' ability to judge strategic materials should be intensified, and incentives should be offered to the companies that actively adopt the program. Moreover, the current designation system should be changed to the designation-after-registration system to strengthen and spread out the CP, and the follow-up management should be reinforced for successful management of the program.

It is required to transport a considerable amount of wartime strategic materials from US to Korea via airlift operation. This study attempts to formulate the wartime airlift operation model and evaluate the airlift capability of mobilized resources, including civil aircrafts. Although an airlift plan has been annually updated by the Korea Transportation Command, it is necessary to evaluate the feasibility through simulation due to uncertainties in the process of airlift operation. Uncertain parameters are as follows; the inter-arrival time of materials in the US airfields, loading and unloading times, the distribution of aircraft's initial location at the time of mobilization order. The simulation is executed under two scenarios and the results are analyzed through a sensitivity analysis. Simulation result shows that the irregularity of inter-arrival time and the number of mobilized civil aircrafts are the most critical factors in influencing airlift capability.
