1992년 '제1차 천국무역항 항만기본계획'이 수립된 이후 2001년 제2차 계획이 수립되었고 2010년 3차 계획 수립을 앞두고 있다. 또한 10년 단위의 기본계획과 함께 항만 환경 변화에 능동적으로 대응하기 위한 보완적인 계획으로서 5년 단위의 수정계획이 1999년 및 2006년에 수립되었다. 이러한 계획들은 우리나라 무역항 개발의 근거가 되기 때문에 국내의 환경 변화를 직시하고 미래를 예견하여 현실적인 내용을 담아야 한다. 그러나 그 동안 수립되었던 계획들을 물동량 예측과 항만개발 방향 설정에 있어서 현실과 큰 차이를 보여왔다. 따라서 본 논문은 제 1차 및 2차 전국무역항 항만기본계획 및 수정계획들을 검토하여 항만정책의 실효성을 평가하는 것을 주목적으로 한다.

This paper investigate the problems of standard container port handling capacity in establishing national port development plan in Korea. Considering container port developing, it's not easy to adopt container port service quality parameters such as lay time constraint of very large container ships by using the standard guideline of container port handling capacity. A simple methodology that connects vessel waiting to service time(w/s) and berth occupancy to costs has been used to evaluate the performance of a container terminal. But the total handling capacity have to be calculated by the performance of the handling system and number of equipments and layout of terminal by using computer simulation that represents of reality events needs to be performed by probabilistic techniques. A simulation model of estimation of container terminal capacity is introduced in order to establish a hub terminal for very large container ships that focus the port's quality of service and also suggest as tool for policy maker to justify a required port investment.

The purpose of this study is to predict the railway cargo volume on Busan new-port and north-port, in order to revitalize railway transport. This paper is organized as follows. Section 1 presents the description of the objective and methods on this study. Section 2 presents the status of Railway Cargo volumes and Construction plan of railway facilities in Busan New port. Section 3 presents the Forecast Railway Cargo volume using a volume ratio, actual volume records and another predicted datas. Section 4 summarizes our conclusions and further research topics. Especially, korea faces enforcement of green Logistics policy. Modal shift to trail freight transportation is one of ways, but there are no more detail plans. so it need that a cooperation system in government department, a indirect subside policy shift to rail freight transportation from trucking for revitalization of Railway Freight transportation.

Saemangeum Newport plan was included the whole national newport development plans in 1996, and finished the basic execution plan in 1998. Then the government announced that Saemangeum Newport development was selected as the leading project in the field of SOC for the great-sphere economic bloc on September 10, 2008. After the announcement, this paper assumed the new quantity of goods transported and the plans to develop Saemangeum Newport as the specialized port. If Saemangeum Newport and the Food processing complex of the rear area are related to the supplied food materials by developing the overseas agriculture, it's possible to create the effect of synergy. When Saemangeum Newport is developed as the exclusive port for the foodstuffs, we can solve the food problem and this port will be the hub of North-eastern Asia's food production and distribution. This port also will be a proper transit port for the storage of fresh agricultural products to meet the change of the food trend. Therefore, if Saemangeum Newport is developed as the exclusive food port, it will be developed as the competitive port by holding a dominant position.
