한국과학재단(이사장: 최형섭 과학기술장관)은 5월20일 9개분야의 기초연구 활동지원 대상과제 81건을 선정하고 모두 2억 9천2백40만원을 지급하기로 확정했다. 지식과 혁신의 원천인 대학의 기초연구를 적극적으로 지원하여 대학에서의 연구분위기를 쇄신하고 나아가 산업기술혁신은 물론, 우리나라 과학기술진흥에 이바지할 목적으로 77년 5월18일 특별법으로 설립을 보게된 한국과학재단은 그동안 체제의 정비를 하고 1주년을 맞아 이번에 제 1차로 78년도 연구사업 지원대상을 결정하게 된 것이다.선정된 과제에 대한 연구비는 6월중에 지급된다.

우리나라는 지형학적, 수문학적 특성상 연중 편차가 심한 수문순환 특성을 보이고 있고, 최근에는 지구온난화와 기상 이변 등으로 인해 수문현상의 변동성이 더욱 커지고 있다. 따라서 수자원을 효율적으로 계획, 관리하기 위해 수문현상을 지속적으로 파악하고 정보화하는 일은 국가 차원에서 매우 중요하다. 국토해양부에서는 이러한 사회적 요구에 부응하기 위해 2007년부터 국가 수문자료 품질관리시스템을 구축하여 적극적인 품질관리의 일상화를 지원하고 신뢰성 있는 강수량, 수위 수문자료를 축척할 수 있도록 하였다. 본 연구에서는 기 구축된 국가 수문자료 품질관리시스템에 수위관측소 지점별 현장 및 수문자료 특성을 반영하였고 유량자료 품질관리를 도입하고, 레이더 강수량자료를 활용한 강수량자료의 정성적 분석, 이상치자료의 자동보정 기능 추가 등 개선내용을 제시하였다. 이를 통해 구축된 국가 수문자료 품질관리시스템을 4대강 홍수통제소에서 적극적으로 활용하도록 지원함으로써 국가 수문자료의 전반적인 신뢰도를 향상시키고 수문자료의 손실을 최소화하는데 기여할 것으로 기대된다.

세계정보통신시장의 개방화.자유화 추세에 따른 시장확대로 앞으로 몇 년간이 해외시장진출을 위한 절호의 기회이며, 특히 개도국의 통신망현대화계획, 시장개방정책 등을 적극 활용하여 국내 통신장비 및 자본의 해외진출이 활성화되도록 정부의 적극적인 대비가 필요한 시점이기도 하다.

현재 방산업체 위주의 방산물자 수출 수주활동은 한계에 직면하고 있으며 우리가 향후 수출하려는 장갑차, 전차, 초등/고등 훈련기, 신형 자주포, 함정 등과 같은 고가의 시스템 장비는 방산업체의 노력만으로는 수주성공이 어려워 정부의 적극적인 지원이 요구된다고 할 수 있다. 그 동안 우리 정부에서도 방산물자 수출의 중요성과 정부의 역할을 인식하고 상당한 노력을 기울여 왔음에도 불구하고 아직까지도 정부차원의 방산물자 수출전담 지원기구가 없으며, 방산물자 수출을 위한 금융지원제도의 미약, 국제 방산 협력의 미흡, 독자적인 수출전략 품목의 부족, 그리고 해외시장에 대한 정보획득 제한 등의 문제점으로 인해 정부.군.업체가 공동으로 수출 마케팅을 수행하기 어려운 상황이다.

정보산업은 우리나라 여건상 국가발전을 위한 전략산업으로서 많은 잠재력을 갖고 있다. 또한 국가사회의 정보화 촉진을 위한 핵심수단으로서 정보산업의 성장 및 발전은 시급한 과제라고 할 수 있다. 특히 국민의 정보화 체감도와 밀접한 관련이 있는 정보 이용부문에서는 선진국과의 격차가 더욱 큰 상황에 있으며 정보이용부문을 비롯 국가정보화 수준을 혁신적으로 제고하기 위한 정보산업육성방안의 수립이 시급한 상황에 있다. WTO라는 새로운 국제환경의 변화에 적극적으로 대응코자 정보화 및 정보산업에 대한 금융지원 방안을 제시함으로 21세기 핵심산업으로 부상하고 있는 정보산업관련 금융지원방안의 주요내용을 본고에서 알아보고자 한다.

충청북도가 AI청정지역을 유지한 비결은 한발 앞선 적극적인 방역행정 추진이 가장 큰 원인으로 작용했다. 200년과 2002년 구제역, 2003년 AI 발생을 극복한 경험으로 실용적인 방역시스템 훈련을 강화하는 한편, 2004년 이후 청정지역을 달성할 수 있었던 것은 꾸준하게 친환경축산물 생산기반 구축을 위해 무항생제 면역증강 물질 및 가공장 지원(90억원)과 친환경축산 시설장비 지원(111억원), 생균제 및 가축분뇨자원화 사업(200억원) 지원과 양축농가와 행저이관이 함께 유기적인 협조체제를 유지하면서 사전 방역활동을 한 결과다.

The study is to analyze the success strategies of the Cooperative Integrated Arts Activities in Seoul and to explore ways to implement it to the local public school. According to research, Cooperative Integrated Arts Activities fulfill the purpose of providing universal arts education by being implemented in the school curriculum. They are also characterized by active administrative and financial support and interactive participatory arts education with assured diversity. Therefore, when applying to a local public school, it is necessary to consider factors such as active administrative support, sustainable allocation of human and material resources, customized arts education that engages the all students and reflects their unique characteristics, social distribution through sharing, and continuous monitoring.

The purpose of this study was to understand the experience of persons with developmental disabilities participating in the Personalized Support Services. For case study, we conducted in-depth interviews with the persons with developmental disabilities and with the active supporters for them who were using the community welfare centers for the disabled. Through this, we have come up with three core categories: 'coming out into the community', 'experimenting with various choices in life', and 'living a subjective life'. This suggests the followings; First, it can be seen that persons with developmental disabilities who have limited communication and self-determination should be allowed to participate in the service through the participation process, and active support for the parties is needed in the process. Second, it is necessary to plan and support for them, centering on the parties, away from institution-centered services. Third, sufficient budget support should be provided for the self-determination, selection and control of the parties. Fourth, we should be able to enjoy everyday life by participating together in the local community, and change the perception of local residents to participate in the community. Fifth, continuous support is needed rather than temporary support. Finally it will be needed for us to listen to the voices of both parties and to represent their rights with all our efforts.

급속히 변화하는 무역환경은 새로운 경쟁을 유발시키게 될 것이며, 이러한 경쟁은 변화하는 환경에 적용하지 못하는 기업들을 도태시킬 것이며, 새로운 환경에 적극적으로 대응하는 기업에게는 더 많은 기회와 이윤을 가져다 줄 것이다. 따라서 새로운 환경에 객용하며, 경쟁에서 살아남기 위해서 기업들은 나름대로 철저한 준비와 함께 적극적인 대용을 하여야 할 것이나, 사회 전반적인 인프라 구축은 개인이나 기업의 입장에서는 대응하기가 어려운 부분이다. 따라서 이러한 사이버무역의 활성화를 위한 인프라의 구축은 국가적 차원에서 논의되어야 할 것이다. 즉, 사이버무역으로의 환경 변화에 대응하기 위해 산 관 학의 연계에 의한 전문 인력 양성과 법 제도적 개선 방안, R & D 지원 방안 및 시설기반 확충 방안, 정보 인프라 구축 및 물류 기반 조성 방안 등에 대한 사이버무역의 활성화를 위한 인프라 구축은 국가적 차원에서 논의 시행 지원되어야 할 것이다.

The purpose of this study is concerned with the development of production for heavy industrial and militaries weapon systems in the field of industries and militaries in Korea. In managing the discontinuance and obsolescence of components and systems. Particularly, defense heavy industries are supporting the designs and production of heavy and weapon systems. Therefore, it is more realistic to manage the discontinues of components and systems, but Heavy and Militaries supports the maintenance of the weapon systems from the maintenance and repairs stage, Discontinued management are imperturbable reality and are moving to be reactive. In order to maintain and operate expensive heavy and weapon systems, it is necessary to manage the Total Life Cycle supportability of the components and systems. Proactive management should be preceded by active management rather than reactive management. In addition, the Information Systems will make you suitable management systems.
